DUTIES AND RESPONSIBILITIES

1. Background and Purpose

The objective of the consultancy is to:

1) Assist in the recruitment of consultants to work with RCC-IGAD to implement the recommended actions of the ClimSA RCC-IGAD evaluation.
2) Provide guidance on and monitor progress with all recommended actions, as below:
i. Establish RCC-IGAD users' group
ii. Introduce LRF model selection
iii. Introduce skill-based LRF calibration
iv. Support to NMHSs in use of the RCC-IGAD objective forecast
v. Develop a new temperature dataset and monitoring
vi. Strengthen the regional Climate Watch
vii. Expand climate change projection products and training
3) Schedule and coordinate regular online meetings with RCC-IGAD focal points and consultants. Publish minutes of meetings, recording progress and actions.
4) Prepare a final report documenting achievements and recommendations for future work.

2. Deliverables

The consultant will provide the following deliverables to WMO:
- End November 2024: Review the plans and inception reports for all 7 actions. Feedback and advise (to consultants and WMO) on highlights, challenges and risks.
- End January 2025: Deliver mid-term report on progress with each of the 7 objectives.
- End May 2025: Final report evidencing all achievements and making recommendations for future work.

QUALIFICATIONS
Education
Degree in meteorology, climatology, or a field relevant to supporting the regional climate centre (RCC) functions in ICPAC;
Experience
At least 10 years' experience in managing projects to develop climate service information systems and climate services. A working knowledge of the Greater Horn of Africa region and RCC-IGAD will be an advantage.
Other requirements
Availability during the proposed period.

Availability to coordinate and lead online meetings with RCC-IGAD and consultants and to perform the tasks as described.

Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of WMO would be an advantage.
