DUTIES AND RESPONSIBILITIES
Under the supervision of the Head of Regional Climate Prediction Services Division (RCP), Climate Services Branch, Services Department, the incumbent will support the delivery by WMO of Output 2 under the Intra-ACP Programme: Provision of climate services at Regional and National level is effectively guaranteed and secured and Climate Service Information Systems (CSIS) are strengthened. More specifically the contractor will:
A.
1. Conduct an evaluation of operations of the RCC - Caribbean hosted by the Caribbean Institute for Meteorology and Hydrology (CIMH) and designated as a WMO RCC through a survey, and identify areas for improving its institutional, technical and infrastructure capacities;
2. Prepare Evaluation Report that will include an overview of existing capacities, strengths as well as gaps and needs and opportunities;
3. Propose strategies for strengthening the capacities of RCC-Caribbean and enhancing its services and products to meet the needs of Caribbean NMHSs and develop an Action Plan to implement the recommendations;
4. Based on the Action Plan and available inputs for other designated RCCs in the Africa Caribbean Pacific (ACP) regions, design and prepare a proposal, facilitated by WMO Secretariat, for an inter-regional technical coordination training workshop on state-of-the-art methodologies and operational practices for WMO RCCs in the ACP regions, and contribute to its organization.
The design and preparation of proposal for the technical coordination cum training workshop shall include:
A concept note with the overarching objectives, workshop structure and provisional annotated agenda;
An annotated outline of relevant presentation(s);
A list of potential resource persons and other relevant experts along with a brief description of their expected contributions.

In consultation with Mauritius MMS:
5. Provide technical support to organize a National Stakeholder Consultation workshop on climate services;
6. Develop the concept and roadmap for the establishment of NFCS in Mauritius to support full-value cycle climate services at the national level, building on the outcomes of the Consultation meeting;
7. Prepare a proposal to organize the first session of National Climate Forum with support from the MMS and other national experts and provide technical guidance for its organization in a sustainable manner.
Maintain close communication with WMO Secretariat on regular and needed basis throughout the assignment to support monitoring of the progress. QUALIFICATIONS
Education
Master's degree or equivalent in meteorology, climatology, geography, physics, or other relevant disciplines
Experience
At least 8 years of operational experience and/or knowledge of operations of WMO Regional Climate Centres as defined in the WMO Integrated Processing and Prediction System (WIPPS) Manual, WMO No-485).
At least 5 years of experience in seasonal forecasting, climate services production and delivery, and in particular: knowledge of and experience with each of the elements in the climate services value chain including:
- climate observations;
- climate data and monitorin;
- climate modelling and prediction;
- climate research, provision and application of climate services.
Working experience with WMO or other related UN agencies is a strong asset.
Other requirements
This role requires experience in drafting technical documents, reports, as well as good communication skills, the ability to multitask and to work under time pressure.
Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of WMO would be an advantage.
