We are looking for Area Support Manager (ASM) to join our NRC team in Ukraine, you will be responsible to set up, manage, and coordinate the Support functions (HR & Admin, Logistics, Finance and ICT) with the Area in compliance with NRC Policies. You will report to the Area Manager and and you will be a member of the Area Management Team (AMT).

Background

The Norwegian Refugee Council has been present in the east of Ukraine since 2014, helping more than 700,000 people with food, shelter, water, sanitation, and legal assistance. Owing to the rapid change of situation inside Ukraine in February 2022, NRC have recently established a new Area Office in Kyiv to respond to needs of affected populations in the North of Ukraine. The North Area Office programmatically covers the regions of Kyivska, Chernihivska, Sumska Oblasts, and Zhytomyrska Oblasts. The Area Office is based in Kyiv and there is a Field Office in Chernihiv.

North Area Office operations largely focus on recovery phase Shelter-WASH rehabilitation, Information Counselling and Legal Assistance (ICLA), Protection from Violence, and Education activities. In the second half of 2023 the programme will introduce Livelihoods and Food Security (LFS) activities and will be exploring the establishment of further Field Offices. The North Area Office is in a phase of strengthening programme operations and support functions in both the Kyiv Area Office and Chernihiv Field Office as well as prepare for any future emergencies that may arise. The context in Ukraine remains extremely volatile, dynamic, and challenging.

What you will do:

Support the Area Manager in the set up and establishment of the Area Office and Field Office(s) in the North of Ukraine.Advise and support Project Managers in the implementation of support related SOPs.Ensure strong coordination with CO-based support departments and act as the focal point for coordination of support departments between the Country Office and the Area Office.Ensure strong coordination with other AO-based support departments and act as the focal point for coordination of support departments among the AOsContribute to strengthening the CO and Area level implementation through the creation of relevant SOPs and procedures.Oversee implementation of identified risk mitigation measures, including compliance spot checks in line with anti-corruption risk mappingย Under the country office guidance, ensure compliance with Securing Supporting Documentation (SSD) SOP as well as the Country office data management system.Responsible for supporting resource allocation on the area level in line with Master Budget and available donor budgets.In line with GRM guidelines coordinate and align operational support with programme plans at the Area level, ensuring procurement plans, HR plans and spending plans for each project are in place.ย Drive the optimization of operational costs initiative on the area level.Lead on any structure review for area-level support departments.At the direction of the Area Manager and the Head of Support, participate in the investigation of allegations of suspected fraud or misconduct and produce required reports.ย 

What you will bring:ย 

Bachelorโ€™s degree in relevant field (Humanitarian Management, Business Administration, Finance, Human Resources, Supply Chain or similar)Minimum 4 years of management experience, preferably in a humanitarian/recovery contextDocumented results related to the positionโ€™s responsibilitiesExcellent communication, interpersonal and reporting skills, both written and oralFlexible, adaptable, and with excellent problem-solving skillsKnowledge about own leadership skills/profileFluency in English, both spoken and written is requiredUkrainian and/or Russian language skills an assetIn depth knowledge of the context in Ukraine
