Role Purpose

The Inclusion and Communications Coordinator is a member of the AHP Coordination Team and is responsible for providing coordination support and technical support to the Disaster Ready consortium, under the Australian Humanitarian Partnership. The Disaster Ready consortium is made up of six humanitarian partners delivering disaster risk reduction and emergency response programming across Vanuatu. The Inclusion and Communications Coordinator will support the consortium to establish and implement coordination mechanisms that enable partners to implement coordinated and collaborative GEDSI programming with inclusion partners; and will provide strategic communications technical support to AHP partners and will work with them to refine and implement communications strategies that will enable the consortium to generate and disseminate high quality content demonstrating the impact of our work in Vanuatu. This is a combined role and will be split 50/50 between the two focus areas of Inclusion and Communications.

GEDSI โ€“ Coordination and Implementation

Lead the establishment and implementation of coordination mechanisms that support collaborative GEDSI programming with inclusion partners and within the consortium, with a focus on disability inclusion Lead the development of consortium-wide coordination and partnership tools, in collaboration with AHP Partners and implementing partner OPDs Work closely with OPD partners to identify disability inclusion priorities for coordinated AHP programming Provide technical input on the development of gender and disability transformative and inclusive programming design to AHP Partners, where requested Ensure opportunities for vulnerable populations to participate in planning and decision-making activities, where appropriate Manage and maintain the Coordination Teamโ€™s partnership and workplan with OPDs, particularly the Disability Inclusive DRR officers

Communications โ€“ Liaison and Content Development

Lead the development of a consortium-wide Communications Plan/Strategy and Calendar, and regularly update as required, outlining key messages, audience groups, communications outputs, roles, responsibilities and timeframes Ensure a highly collaborative, partnership orientated approach to collecting and disseminating content and support agencies to equally contribute Produce high quality content in line with the agreed communications strategy and program communications plans, capturing the joint impact of all agenciesโ€™ work, including case studies and field stories and a variety of other communications products Produce regular joint-AHP and Coordination Team social media posts, press releases and other media materials covering AHP joint activities Support AHP program teams to proactively identify opportunities for and create story, photo, video and other content that highlights program achievements for both local audiences, and the AHP Support Unit/DFAT Provide quality assurance for regular submission of partner communications materials to the AHP Support Unit Provide training, upskilling, coaching and mentoring to agency-specific communications focal points in quality and compliant content generation Engage with the AHP Support Unit and DFAT Post communications team to ensure all communications strategies, activities and outputs align with donor expectations and ensure opportunities for Post engagement in high-profile AHP activities Identify and oversee the work of photographers, video production companies, graphic designers etc. to develop joint communications products Ensure standardization of branding and attribution to Australian Government and Disaster Ready partners across all AHP communications activities Ensure consent is collected from all story subjects (written, photo, video, or other) in line with child safeguarding and photo consent guidelines, and in line with donor specific communications guidelines Create high-quality tools and guidance to support AHP partners to fulfill consortium communications goals. Oversee and update the Communications section of the Consortium Digital Hub with Vanuatu-specific communications resources, including written stories, photos, videos, consent forms, tools and guidance, and other materials. Identify and drive opportunities to engage with local and international media to generate positive visibility over AHP work in Vanuatu

Provide relevant GEDSI and Communications technical input into and review of AHP donor reports, strategies, and activity plans Coordinate quarterly meetings of the Communications Focal Point group; and develop an Inclusion Focal Points group and coordinate quarterly meetings Support the ongoing integration of GEDSI into AHP Partner program designs and implementation, including joint end line program surveys, research, and quantitative or qualitative data collection exercises Work with MEL Specialist and partner MEAL staff to establish systems for monitoring the inclusiveness of AHP and Coordination Team programming Participate in Coordination Team and Program Implementation Committee planning, review and design workshops Support a culture of sharing and learning between AHP consortium partners on GEDSI programming and Communications outputs Support the development of high-quality case studies in line with donor priorities Ability to work with disability programming experts and link partners to access support and advocacy/influencing spaces

Person Specification

Essential Knowledge or Experience

Extensive knowledge and experience of the disability sector and disability inclusion issues, and demonstrated knowledge of gender and social inclusion issues in Vanuatu Demonstrated experience in GEDSI programming, including transformative approaches; analysis; changing restrictive social, gender and ability norms; the rights and empowerment of vulnerable populations such as women, girls and people with disability; and methods of engaging men, boys and communities Demonstrated experience coordinating, implementing, and/or providing technical assistance on disability specific or inclusive programs; gender mainstreaming/gender focused programs; and child or social inclusion programs Good understanding on the UN Convention on the Rights of Persons with Disability and practical experience in supporting organisations in developing strategies to address barriers to the realisation of these rights for people with disability and their families. Understanding of the humanitarian and governance systems in Vanuatu including applicable guidelines and standards on GEDSI in both humanitarian and development contexts Experience in the production of exceptional content/copy in a broad range of communication styles, including contributions to program reports. Professional communication skills in English and Bislama, including the ability to write, copy edit, and provide quality assurance for high-quality case studies, press releases, and other communication materials that meet donor standard requirements and are appropriate for the stakeholder audience Demonstrated ability to think creatively and strategically to implement communications strategies Exceptional interpersonal skills and ability to develop strong working relationships and engage with a variety of stakeholders at all levels

Desirable knowledge or experience

Written and oral communication skills in in French Familiarity with the reporting processes and expectations of major Australian and international donors
