Where you come in:
In this role, you will support the Ministry of Education and Training (MoET) with outstanding procurement processes—particularly the tendering for school reconstruction works related to cyclones Harold, Judy, Kevin, and Lola—by working closely with the Central Tenders Board, the Principal Education Officer – Procurement, and the Finance and Administration Directorate. Additionally, in collaboration with Save the Children, the Advisor will manage the end-to-end procurement process for the reconstruction of seven classrooms in Port Vila, ensuring compliance with procurement policies, coordinating with stakeholders, managing contracts, and reporting on progress.

You will make an impact by:
Procurement Process Support
· Assist with documentation and provide advice on appropriate procurement methods.
· Collaborate with MoET and Save the Children to ensure a smooth, transparent process.
Tender Process Management
· Oversee and facilitate the tendering process for classroom construction.
· Ensure compliance with internal policies and local/international regulations.
Supplier Evaluation and Selection
· Support the objective evaluation and selection of contractors and suppliers.
· Ensure alignment with project budget, timelines, and quality standards.
Contract Negotiation and Management
· Guide contract negotiations and ensure alignment with requirements.
· Support legal and regulatory compliance in final contracts.
Monitoring and Compliance
· Monitor supplier performance and adherence to contract terms.
· Ensure procurement activities meet Save the Children and donor guidelines.
Reporting and Documentation
· Maintain transparent records of all procurement activities.
· Submit progress reports and share documentation with stakeholders and MoET.
Health and Safety Requirements
· Follow all safety instructions and report incidents or hazards promptly.
· Participate in health and safety improvements and emergency procedures.
Child Protection and Safeguarding
· Act in the best interest of children and uphold safeguarding standards.
· Maintain professional behavior and report any child safety concerns.
Security and Risk Management
· Be aware of daily work-related risks and apply appropriate mitigation strategies.

This role requires:
Essential Requirements
Proven experience in project implementation, strategic planning, emergency management, disaster response, or environmental science. Advanced degrees/certifications in emergency management are an asset.
