1. General Background

UNHCR, the UN Refugee Agency, has presence in Ecuador since 2000 to deliver protection and promote the inclusion of asylum-seekers, refugees, stateless people, and other people who were forced to leave their countries.

The operation collaborates with national authorities, non-governmental organizations, and communities, as well as with the international community present in the country. UNHCR strives to provide a comprehensive and multi-faceted protection and assistance, either during emergencies or with a long-term perspective. The wide variety of activities mainly are coordinated from the country office in Quito as well as through Sub-Offices in Quito, Guayaquil, and Ibarra, to reach nearly all the Ecuadorian territory. UNHCR also has field offices in Esmeraldas and Lago Agrio, and field units in Tulcan, Huaquillas, Cuenca, Manta y Ambato.

Ecuador is a country of destination and transit for people in need of international protection. Over the past two decades, the country has been hosting one of Latin Americaโ€™s largest recognized refugee populations, the majority of whom fled from Colombia. Ecuador has also become a main destination for Venezuelan refugees and migrants.

UNHCR Program Unit leads efforts to ensure that planning, implementation, and monitoring of the intervention are based on a results-based approach and with evidence and sound analysis, according to 2023-2025 multiyear strategy.

UNHCR seeks an individual committed to humanitarian principles and functionally relevant work experience in programme management in areas relevant to UNHCR. The candidates should have flexibility/adaptability i.e. analyzing, adapting to, and working effectively in a variety of situations, often under demanding conditions, and coping with the unforeseen or unexpected. Team spirit as well as result orientated performance is also required. The candidates should have strong communication skills (written and spoken) principally in Spanish language whereas intermediate level of English language is strongly desired. A high level of mobility and adaptability is required of the candidates as they may be requested to take up field mission in and out of the country at short notice.

2. Purpose and Scope of Assignment

The Programme Associate would receive guidance from Senior Programme Officer and Senior Programme Associate in the operation. S/he may would coordinate with other sections and units relevant to the country/region programme(s). UNHCR Manual, Operations Plans, UN and UNHCR financial/budgetary rules and regulations will guide the work of the Programme Associate. S/he is expected to stay abreast of the challenges posed by the operational context, the UN and humanitarian reform and institutional developments.

The incumbent is expected to have contacts within the organization and outside the duty station, as well as with partners and other stakeholders to collect information, monitor special programme activities and implement administrative requirements. The incumbent will have to establish good working relationships with their peers at country level to facilitate the collection of information and other programme management related activities.

The incumbent is expected to work in line with the multi-functional team (MFT) approach as defined within the Program Manual, ensuring the participation of relevant stakeholders in all phases of the Program Management Cycle.

S/he is expected to have contacts within the organization and outside the duty station, as well as with partners and other stakeholders to collect information, monitor programme activities and implement administrative requirements. Duties:
- Contribute to the implementation of activities related to special projects in areas such as education, health, innovation, and supporting the technical teams to achieve results through partnerships and activities under direct implementation in line with programming instructions.
- Follow up on any change regarding alignment of results chain, verifying indicators, budget, prioritization, apportioning needed to measure special projects performance, trends and target interventions, contributing to enhance of data quality.
- Collaborate with the relevant Units to ensure collation and compilation of data and statistics for the preparation of reports.
- Support the assessment and analysis of the needs of people UNHCR serves in the country/region in a participatory manner and using an Age, Gender and Diversity (AGD) perspective as basis for planning.
- Provide support to ensure partnership agreements are established in a timely manner, regularly monitored, and reported on, in compliance with established guidelines and procedures included in the framework for implementing with partners.
- Use UNHCRโ€™s corporate tools (e.g. COMPASS, MSRP, ร“smosys) for core activities related to planning, budgeting, implementation and reporting, generating data for evidence-based programmatic decisions and analysis.
- Review of the information uploaded to the special projectsโ€™ implementation monitoring system of UNHCR's operation and grant to follow up with relevant colleagues.
- Proactively support the coordination of interagency initiatives, and internally with the External Relation Unit to seek new opportunities for special projects.
- Actively contribute to UNHCRs programming of community of practice and continuously contributing to improvements of programming tools and processes.
- Perform other related duties as required.

3. Monitoring and Progress Controls
- Proper coordination of matters related to the program cycle controlled by the unit.
- Generate reports from the project implementation monitoring system.
- Coordination with the information management unit.
- Preparation of programmatic documents within requested deadlines.
- Entry of relevant information into program files and into FOCUS and MSRP systems.
- Delivery of reports requested by supervisor within deadlines.

4. Qualifications and Experience

a. Education
- University education in the areas of Social Sciences, Economics or Business Administration with experience in project management, planning or related fields.
- Advance knowledge of English required.

b. Work Experience

- 3 years relevant experience with High School Diploma; or 2 years relevant work experience with Bachelor or equivalent or higher

Essential:

- Demonstrated experience in programme management, Operation Management Cycle and related processes.
- Knowledge of Results Based-Management.
- Strong communication skills.
- Computer skills (in MS office) including advanced Excel skills (pivot tables, data management, etc.).

Desirable:

- Completion of UNHCR Learning Programmes or specific training relevant to function of the position including Programme Management โ€“ Level 1.
- E-tutoring of PM1, Framework for Implementing with Partners Learning Programme.
- Experience in programme management training and capacity building activities Functional Skills: *IT-Computer Literacy, PG-Programme Management (project formulation, programme cycles and reporting standards), PG-Results-Based Management, DM-Database Management, PG-Programme Analysis, and PG-Assessments and Surveys.
