Terms of ReferenceIn Chile, UNHCR works together with government institutions, civil society organizations, municipalities, and the private sector to ensure access to protection, humanitarian assistance, and durable solutions to more than 400,000 Venezuelans, and 14,000 refugees, asylum-seekers and other individuals in need of international protection, who have sought safety in the country. Over the last couple of years, Chile has become the fourth most important country of destination for Venezuelans in Latin America after Colombia, Peru, and Ecuador.
At the request made by the UN Secretary-General to UNHCR and IOM on 12 April 2018, to lead and coordinate the response to refugees and migrants from Venezuela, UNHCR and IOM currently co-lead the National Platform for Refugees and Migrants from Venezuela in Chile and works closely with other UN sister agencies to ensure a holistic response to their plight.

The operation in Chile has a workforce of approximately 50 people, composed of staff members (both national and international), and affiliates. The National Office (NO) is in Santiago de Chile, with field presence in Iquique, Arica, Antofagasta and Puerto Montt. The NO Chile falls under the scope of the Multi-country Office (MCO) Argentina, located in Buenos Aires.

UNHCR is seeking a professional that will support the implementation of the Protection and Solutions strategy in the southern region and will be based in Puerto Montt (Los Lagos Region) within the resources available. The incumbent will be under the supervision of the Assistant Durable Solutions Officer, under the Protections and Solutions Unit, and will coordinate with the other sections/units to ensure harmonized protection and solutions approaches in the southern area of Chile. The selected candidate will engage with local authorities, private sector and other relevant stakeholders to facilitate access of people under UNHCR’s mandate to social rights.

The ideal candidate should have proven experience of working on projects involving government actors, civil society, and other stakeholders; solid experience planning and monitoring programmes in the field of humanitarian assistance, good communication skills both in English and Spanish. Previous work with UNHCR is an asset.

Standard Job Description Senior Field Assistant Organizational Setting and Work Relationships The Senior Field Assistant is normally supervised by the (Senior) Field Officer/Associate and performs a variety of functions related to Field activities within the office. The supervisor defines work processes and provides regular advice and guidance. The incumbent keeps frequent internal contacts with staff members in the same duty station to exchange information and with the external contacts generally with officials of national and international institutions, leaders of the refugee community, local population and/or Implementing Partners (IPs) on routine subject matters under the direction of the supervisor. All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR¿s core values of professionalism, integrity and respect for diversity. Duties - Assist in monitoring the implementation of UNHCR programme including the delivery of all assistance items and monitoring of infrastructure. - Assist in administrative tasks as required such as preparation of reports and meeting authorized personnel and assisting them during field missions. - Act as interpreter in the exchange of routine information, contribute to related liaison activities and respond directly to routine queries. - Collect data and other information relevant to UNHCR and report to the supervisor accordingly. - Keep regular contacts with local authorities and implementing partners as requested by supervisor. - In coordination with implementing partners, assist in the reception, registration and provision of assistance to persons of concern to UNHCR. - Follow up, on a regular basis, the overall situation of persons of concern in camps and other areas where they have been accommodated and report accordingly. - Liaise with local authority counterparts, partners and populations of concern. - Direct incidents and problems to the supervisor when they cannot be resolved at their level. - Perform other related duties as required.
