1. General Background

The Office of the UNHCR was established on 14 December 1950 by the UN General Assembly. The agency is mandated to lead and co-ordinate international action to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safeguard the rights and well-being of refugees. It strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State, with the option to return home voluntarily, integrate locally or to resettle in a third country (www.unhcr.org).

UNHCR's operation in Ecuador started in 2000 as part of the organization's strategy to protect and assist the victims of the Colombian conflict. The operation aims to support the Ecuadorian government in strengthening protection mechanisms, developing asylum and identifying durable solutions with, given the circumstances, a focus on local integration. UNHCR has its main office in Quito and Field Offices in Esmeraldas, Guayaquil, Tulcรกn and Lago Agrio. With partner organizations, UNHCR reaches the following provinces: Esmeraldas, Carchi, Imbabura, Sucumbรญos, Orellana, Pichincha and Azuay.
While UNHCR has so far mainly assisted asylum seekers and recognized refugees, it is now also responding to mixed movements of refugees and migrants from Venezuela. It is estimated that over 480,000 Venezuelans live in Ecuador as of August 2021. In this context, UNHCR Ecuador co-leads the national R4V platform, which coordinates, along with IOM, the response to Venezuelans and their host communities. In Ecuador, the national R4V platform translates into the Refugees and Migrants Working Group (GTRM, in its Spanish acronym).
The Government of Ecuador is primary responsible for the protection and assistance response to the situation of migrants and refugees, including their access to fundamental rights, services, and special protection mechanisms (Sexual and gender-based violence (SGBV), child protection). UNHCR supports the Government response. Specific programmes have been established in coordination with state authorities and local partners to strengthen the Refugee Status Determination (RSD) procedure, ensure Persons of Concern (PoC) access to legal assistance, monitor the situation at the border and facilitate access to the territory, prevent and respond to SGBV (legal counseling, psychological assistance and emergency shelter), provide care arrangements for unaccompanied and separated children and promote access to education.
In this context, the implementation of a comprehensive case management strategy and the use of relevant tools remains essential in order to meet UNHCRโ€™s protection objectives. In Ecuador, UNHCR, the Government and the main local partner have been implementing different case management / registration systems that are not inter-connected. The implementation of PRIMES represents a valuable opportunity to overcome this challenge and to reinforce case management in the operation.

2. Purpose and Scope of Assignment

The Information Management Associate supports the production and dissemination of information on the population of concern, including but not limited to Protection and Programme information.

The incumbent operationalizes data standards developed at the central level in field operations, compiles and explores data from all populations of concern. S/he supports the Programme Team and UNHCRโ€™s implementing partners in the choice of indicators for monitoring to be included in sub-agreements as well as the Protection Team in operationalizing protection monitoring systems.}

The Information Management Associate supports the production and dissemination of information on the population of concern, in the framework of the GTRM. The incumbent will be responsible for the following:

- Liaise with national and local authorities, GTRM sector and local leads, and GTRM partners for managing relevant data.
- Support the GTRM in all aspects of IM - data collection, storage, analysis, processing and visualization.
- Co-lead the GTRM IM Working Group alongside their IOM IM counterpart, and present decisions and analysis in GTRM intersectoral meetings as appropriate.
- Support the GTRM in the identification of IM needs as well as in the development of corresponding tools, information products, and reports.
- Assist local GTRMs and their field partners involved in border monitoring activities through the analysis of the data collected, the development of relevant information products, and continuous support.
- Lead all phases of national-level joint needs assessments and support local ones.
- Develop GTRMโ€™s assessment tools (methodology, indicators, questionnaire).
- Use ActivityInfo, ensure adequate monitoring mechanisms are in place to assess the progress and impact of the RMRP implementation.
- Ensure user management and backstopping activities for the intersectoral coordination system that is currently developed using ActivityInfo and different visualization tools, and use the data collected through ActivityInfo to produce and disseminate monthly intersectoral products to sector leads, local GTRMs leads, and other relevant stakeholders.
- Prepare activities status and progress reports using inputs from a wide range of GTRM partners.
- Ensure GTRM partners provide timely and consistent disaggregated data and information on needs assessments and programmesโ€™ implementation for operational analysis and decision making.
- Assisting with IM-related trainings and other capacity development activities and support local GTRMs and sector leads on IM-related issues.
- Support and promote data protection standards in all stages of information management.
- Perform any other duties as requested.

3. Monitoring and Progress Controls

Successful coordination of the RMRP through effective data collection, storage, analysis, processing and visualization in collaboration with relevant stakeholders, and through the delivery of quality outputs within the established deadlines.


4. Qualifications and Experience

a. Education

- Bachelor or equivalent or higher in Information Technology, Demography, Statistics, Social Sciences or any related area.

b. Work Experience

- 3 years relevant experience with High School Diploma; or 2 years relevant work experience with Bachelor or equivalent or higher
- Experience with the United Nations and/or I/NGOs is highly desirable, particularly in information management and coordination.

c. Language Requirements

- For General Service jobs: Knowledge of English and/or UN working language of the duty station if not English.

- Have excellent command of Excel and of website content management systems.
- Be able to use tools such as PostgreSQL, Angular Js, ActivityInfo, and Kobo.
- Use business intelligence software, such PowerBi.
