PROJECT BACKGROUND

To guide a shift towards sustainable recovery across the African continent, the African Union (AU) Heads of State and Government adopted in February 2022, the AU Green Recovery Action Plan (GRAP 2021-2027). The AU GRAP focuses on Five (5) key thematic areas: Climate Finance, Clean Energy, Nature Based Solutions, Sustainable Agriculture, and Green and Resilient Cities with a focus on Water and provides a framework for sustainable economic recovery from the pandemic. The development of the AU-GRAP took into consideration the African Union Strategy for Gender Equality and Womenโ€™s Empowerment (GEWE), which encompasses matters concerning economic empowerment, particularly ensuring that womenโ€™s voices are amplified, and their concerns are fully addressed through effective implementation of legislation and proper financing of gender equality work. This process also considered other regional protocols to ensure alignment with AU member statesโ€™ commitments.

In collaboration with the African Union Commission (AUC) and the African Capacity Building Foundation (ACBF), the Global Green Growth Institute (GGGI) will take a gender-responsive approach to help operationalize the GRAP through the Transformative Climate Finance Program (TCFP) funded by the Global Affairs Canada .

The TCFP is being piloted in 7 African Union Member States and 3 Regional Economic Communities (RECs). The TCFP will specifically target the challenges exacerbating the marginalization of women and youth in accessing climate finance. The implementation of the TCFP will be conducted in reference to the following three outcome areas:

Strengthening the AUCโ€™s ability to implement the AU GRAP Enhancing skills of national and regional policymakers to develop inclusive green growth policies, plans and programs in alignment with their nationally determined contributions and climate change strategies Improving the ability for governments and partners to access climate finance for Africaโ€™s green recovery, aimed at initiatives that support women and youth

OBJECTIVES OF THE ASSIGNMENT

The primary goal of this consultancy is to develop a comprehensive Gender-Responsive Roadmap that identifies innovative pathways for policymakers to effectively address the unique needs of marginalized communities, with a particular emphasis on women and youth. The deliverables are intended to foster a deep understanding of the distinct barriers and socioeconomic conditions affecting marginalized communities to access climate action spheres as well as identifying the entry points to promote inclusive and sustainable green growth initiatives.

The development and roll-out of the Gender-Responsive Roadmap is to help policymakers integrate gender equality, social safeguards, inclusivity, and environmental sustainability into climate policies and programs. This effort recognizes the critical role that inclusive policies play in fostering green growth and closing gender disparities; by recognizing the different knowledge and capacities of various social groups, particularly women, youth, and marginalized communities, in climate action initiatives.

The roadmap aims to facilitate a comprehensive and effective approach to green recovery by capturing key gender markers to support in tracking observable changes in gender-based attitudes, behaviors, practices, and policies; while addressing the compounded challenges of climate change through a lens that recognizes the unique needs and contributions of diverse groups.

Informed by an intersectional approach, the roadmap aims to equip policymakers with an innovative tool to help create inclusive policies and leverage the platform to address the intersecting impacts of climate change in an inclusive, safeguarded, and equitable way.

DELIVERABLES AND PAYMENT SCHEDULE

The following are the key deliverables of the consultancy:

1. Baseline assessment: To initiate the development of the roadmap and to establish a foundational understanding of existing gender strategies in climate policies, a baseline assessment will be conducted with the pilot 7 Member States and 3 RECs. The baseline assessment will consider gender dynamics, power relationships, and socioeconomic situations, and will make policy recommendations to address gender inequities and barriers at policy levels. It will help identify the core causes of gender inequality, how gender intersects with other social identities (including age, disability, and socioeconomic position).

The baseline assessment aims to capture the following outcomes:

Assessment of the gender gaps in the AU-GRAP delivery model. Analysis of the current context of the selected Member States and RECs, identifying the strengths, weaknesses, opportunities, and challenges within the AU-GRAP priority areas to ensure that gender and social inclusion is fully integrated in green growth initiatives, with a particular focus in climate finance. Provide evidence-based ideas for designing and structuring the gender-responsive roadmap that contains concrete pathways for putting gender equality and social equity at the core of the AU-GRAP delivery model. The roadmap will identify entry points related to AU-GRAP priority areas to ensure an intersectional integration of gender equality, equity, social safeguards, environmental sustainability, and innovation.

The baseline assessment will be conducted through the following two components:

Component 1 - Desk Review: The baseline assessment will begin with a desk review to identify existing knowledge, best practices, and gaps in integrating gender equality, social safeguards and equity in the AU-GRAP implementation and climate policies in the selected member states and RECs. The findings from the desk review will be a foundation for the stakeholder consultation. Component 2 โ€“ Stakeholder Consultations: The stakeholder consultation will be conducted with key policymakers in the selected member states and RECs to further assess AU-GRAP related policies to accomplish inclusive and equitable green growth policies. The consultation process will ensure that the member states and RECs contribute and own the development, integration and monitoring process of the gender-responsive roadmap for the operationalization of the AU-GRAP. 2. Baseline results report: The baseline assessment results will support the development process of the roadmap and the journey map, particularly in terms of incorporating key metrics and markers within the identified entry points for AU-GRAP implementation. The report will utilize an intersectional approach including but not limited to gender equality, equity, environmental sustainability, and innovation.

3. Develop a Gender Responsive roadmap: The roadmap will be created based on the baseline assessment process to operationalize the AU-GRAP, describing the particular actions and areas needed to incorporate gender equality and social inclusion at policy level. The roadmap is a comprehensive tool that demonstrates clear directions on how to include gender and social inclusion principles into climate actions and environmental plans that member states and RECs can utilize as a guide. The roadmap will further outline specific steps for integrating social equity and gender equality into green growth efforts and climate actions.

4. Develop a gender-responsive journey map: The journey map will complement the gender-responsive roadmap; it is an innovative visual tool that each member states can utilize to track their progress towards achieving gender equality and social equity within their national green growth recovery policies and programs. The journey map is context specific and tailored to each member state. The journey map will serve as a visual assessment tool for tracking gender-responsive outcomes, identifying risks, as well as mitigation strategies. The journey map aims to be an innovative and user-friendly tool for policymakers to ensure that gender and social inclusion are central to their planning and implementation of green growth policies. Policymakers will use the tool as a guide to establish a set of metrics, gender, and social inclusion markers to support their nations in choosing recovery strategies and priorities that complement their National Adaptation Plans (NAPs), Nationally Determined Contributions (NDCs), and social, gender, and environmental goals.

5. Develop a training module for the operationalization of the roadmap and journey map: This training module will guide policymakers in the selected member states and RECs through understanding and utilizing the roadmap and journey map effectively. The training is critical to ensure that the tools are understood, utilized, and operationalized to track progress and measure impact easily.

EXPERTISE REQUIRED
At least a Mastersโ€™ Degree in Gender Studies, Development Studies, or any relevant field with focus on gender, diversity, equity and inclusion, Climate Finance, Environmental Studies, Natural Resource, Economics, Agriculture, or related field or related fields. At least 10 years of experience in areas related to the nexus of gender and climate finance. Proven experience designing and undertaking situational analysis studies around the inclusion of gender and social inclusion in green growth, climate change, agriculture and/or related fields in Africa. Experience with developing climate proposals, experience working with MDBs, MLFs and others. A significant experience developing training modules on inclusion and gender-responsive strategies in climate actions. Exceptional abilities in writing reports as evidenced by significant publications in books, reports and/or journals. Fluency in French and ability to communicate effectively, both orally and in writing would be an added advantage. Strong capabilities in data collection, analysis, and synthesis to identify trends, gaps, and actionable insights. Experience in designing intuitive and engaging visual interfaces. Documented experience working and liaising within the African context and/or diverse contexts and cultures.
