Funded by Green Climate Fund (GCF) Readiness Programme, National Adaptation Plan (NAP) for the Agriculture and Forestry Sectors of Paraguay aims to strengthen the countryโ€™s resilience to climate change by addressing key adaptation barriers in agriculture and forestry sector. As the delivery partner, GGGI is recruiting an Agriculture Officer to take lead on the agriculture topic of the NAP for the Agriculture and Forestry Sectors of Paraguay.

POSITION SUMMARY

Based in Asunciรณn, Paraguay, the Agriculture Officer will provide technical expertise in the agriculture topic for the National Adaptation Plan (NAP) and take the lead in drafting, reviewing, and finalizing agriculture-related sections of the NAP document. The officer will support the enhancement of data systems and information management, integrate climate adaptation into national frameworks, advance equitable and inclusive adaptation practices in agriculture and forestry, and foster private sector engagement in climate adaptation efforts.

The Agriculture Officer will work under the supervision of GGGI Adaptation Lead and work in close cooperation with GGGI Paraguay team and the Project Technical Unit. The Agriculture Officer will actively collaborate with Paraguayan public institutions responsible for climate adaptation policies in the agricultural and forestry sectors, including the Ministry of Economy and Finance (MEF)โ€”the National Designated Authority (NDA) to the Green Climate Fund (GCF) and the Ministry of Environment and Sustainable Development (MADES- Spanish acronym).

PURPOSE

The National Adaptation Plan (NAP) for the Agriculture and Forestry Sectors of Paraguay aims to enhance the countryโ€™s climate adaptation strategies and strengthen technical skills in climate-resilient forestry and agriculture sector. The Agriculture Officer will contribute to this objective by supporting the NAP document review and preparation process, taking the lead on the agriculture sector chapter. The Agriculture Officer will lead technical studies and assessments in the agriculture and husbandry sectors, identifying and designing adaptation measures based on vulnerability assessments and stakeholder input, while collaborating with local governments to align agricultural adaptation measures with regional development priorities. For the identified adaptation measures, the Agriculture Officer will design and develop Monitoring and Evaluation (M&E) system, adaptation guidelines, and provide capacity-building support for extension agents and producers on climate-smart agriculture practices.

ENGAGEMENT

Directly report to the Adaptation lead in GGGI Paraguay and the Country Program Manager.

Work in close cooperation with the Project Technical Unit (with Forestry Officer, Public Policy Consultant, GESI Consultant, Climate Vulnerability Consultant, Economic Modeling Consultant and Communication Assistant) and GGGI Paraguay Team, to ensure on-time reporting and high-quality project deliverables.

Collaborate with Paraguayan public institutions responsible for climate adaptation policies in the agricultural and forestry sectors, including the Ministry of Economy and Finance (MEF) and the Ministry of Environment and Sustainable Development (MADES).

Engage with the agriculture and husbandry private sector to ensure collaboration with project initiatives.

Represent the project in external and internal meetings, relevant conferences and events to promote visibility and knowledge sharing.

Participate in GGGI-wide events to create awareness about GGGI Paraguay Program and related activities.

DELIVERY

Lead the design and implementation of technical studies and assessments specific to the agriculture sector, contributing to the NAP.

Identify and design adaptation measures tailored to the agriculture sector, considering results from vulnerability assessments and stakeholder inputs.

Support the drafting and finalization of the NAP document, focusing on chapters related to agriculture.

Develop a Monitoring and Evaluation (M&E) system to track the implementation of adaptation measures in the agriculture sector.

Draft and validate guidelines for mainstreaming climate adaptation measures into agriculture sector policies.

Support on conducting an expert workshop to determine criteria for the prioritization of adaptation measures.

Collaborate with local governments to align agricultural adaptation measures with regional development priorities.

Lead the development of the agriculture-focused GCF concept note.

Support on organizing national and regional workshops to establish vision and goals of the National Adaptation Plan and to build NAP ownership, identify and validate climate vulnerabilities and risks in the agriculture sectors.

Develop and deliver Training of Trainers Program, with capacity building workshops to extension agents on climate-resilient agriculture practices.

Contribute to developing a Resilience Banking Training program targeting identified capacity gaps, strengthening the capacity of local financial institutions to finance climate-resilient agriculture practices, and align with international sustainable banking standards and practices (e.g. TNFD, ISSB).

REQUIREMENTS
QUALIFICATIONS

Must be a Paraguayan national or hold a valid work permit.

A Mandatory BSc and a valued MSc in agronomy, environmental management, climate change, development economics, or public policies, or related field.

Preferred at least 6-8 years of experience in topics related to agriculture and livestock, preferably related to climate change adaptation.

Preferred 5 years of professional experience working in Paraguay on climate change and agricultural issues.

Familiarity with the public-sector institutions in Paraguay.

Experience in advising high-level government officials on green growth-related matters.

Familiarity with topics related to sustainability and resilience.

Excellent Spanish knowledge and fluent English writing and speaking skills.
