GGGI supports the Government of Vanuatu in enhancing climate resilience through the National Adaptation Plan (NAP) initiative. The role of the Project Associate - Provincial Coordinator is to support and facilitate NAP and Provincial Adaptation Plan (PAP) activities at the national and provincial level including but not limited to stakeholder engagement and outreach, coordinating technical inputs, organizing stakeholder consultation workshops, training activities, supporting communications outreach and organizing logistics including travel to the outer islands. The Provincial Coordinator will support in ensuring that the Vanuatuโs NAP and PAP align with national development priorities and advance GGGIโs strategic goals in the country. The Provincial Coordinator will report to the Deputy Country Representative (Project Manager) with supervision from the Senior Climate Adaptation Officer.
POSITION SUMMARY
The Project Associate will be based in Port Vila, Vanuatu, within the Department of Local Authority and is responsible for providing technical and operational support to the implementation of the Enhancing Adaptation Actions through the National Adaptation Plan Project funded by the Green Climate Fund (GCF). The Associate will work closely with the GGGI project team, MoCC, National Advisory Board (NAB), Department of Climate Change (DOCC), Department of Local Authorities (DLA), Provincial Governments, Individual Consultants and Consulting firms, development partners and other key stakeholders in Vanuatu, by providing the technical and operational support in managing, implementing, and ensuring project activities, outputs and budgets are executed according to the approved GCF NAP Readiness proposal consistent with GCF and GGGI policies.
The Associate will support the Project Manager / Officers in maintaining effective program reporting and communication internally and externally with MOCC and other relevant Ministries and Agencies, Donors, development partners, civil society, and private sectors in line with GGGI corporate policies, standards, and protocols.
PURPOSE
Support the development of NAP and PAPs including identifying synergies, gaps, alignment between existing planning instruments and climate change vulnerabilities identified in the climate risk assessments Supports organizing and implementing projects activities including stakeholder consultations and validation meetings & workshops at the national and provincial levels including sectoral consultations with key departments, Project Steering Committee (PSC) meetings, Technical Working Group (TWG) meetings, capacity building programs based on annual work program and budget. Supports the GCF NAP project team in monitoring projects/project activities, when necessary, both substantively and financially. Supports the GCF NAP project team in implementing communications activities including contributing to social media posts and press releases [PA1] [AD2] and reporting on results, including donor updates and annual reports Supports the project team in developing and implementing communication plans. Ensures adherence to GGGI policies across procurement, legal, HR and finance.
ENGAGEMENT
Actively engage with MoCC, DoCC, DLA and other project partners to support the development and reporting on NAP and PAP activities at the Provincial level Communicate project needs to service providers/suppliers and ensure that services/products are delivered in line with established agreements. Work closely with the Government of Vanuatu and other project partners to organise meetings, arrange workshops, and coordinate events.
DELIVERY
Maintain, in coordination with Project Manager, program filing system and safeguard standards of reporting/documentary quality to support reporting to donors and program stakeholders. Coordinate and support logistics for meetings, seminars, workshops, conferences, trainings, etc., including but not limited to transport solutions, catering, procurement, and communications. Coordinate and assist recruitment of project staff and individual consultants. Ensure that a functional system is in place to keep good control of project inventories. Support maintenance of a functional system is in place to keep good control of office and IT inventories. Support data collection and analysis to build and maintain a country/project specific knowledge base. Identify issues and risks that will affect consistent project delivery and report to the Project Manager to advise project staff on remedial measures to maintain integrity of delivery. Anticipates donor requirements and project requirements and ensures alignment of services to meet the needs.
QUALIFICATIONS
Relevant qualification preferred (minimum qualification of a bachelor's degree in any one of the following development studies, social studies, business administration, economics, climate change, management & public administration, political science). 3-5 years of relevant work experience preferably in community engagement with government institutions at the provincial level, NGOs, private sector and / or development partners on similar assignments. Experience in project management. Experience of government and stakeholder systems (donor, multilateral, etc.) Experience in organizing workshops and logistics, including travel of participants Fluency in English/Bislama and excellent writing skills are essential. Knowledge of green growth and climate change issues, with a focus on adaptation, would be an advantage. Experience implementing communication plans /strategies (writing press releases, communicating professionally on social media, etc.) would be an advantage.

WORKING CONDITIONS
The Project Associate - Provincial Coordinator is an X6, national grade level in GGGI's salary scale with the base salary starting from USD 26,494. Determination of base salary is subject to candidate's experience, academic background and internal equity. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.
