UNOPS Contract - initially until 31 December 2024

1. General Background
El Salvador has a population of 6.3 million people, with at least 20% of El Salvador's population living abroad. The countryโ€™s economy is heavily reliable on remittances, which constitute around 26% of its GDP. According to the 2021 Multipurpose Household Survey released in 2022, 24.6% of El Salvadorโ€™s population lives below the poverty line, out of which 7.8% are extremely poor.
Between 2006 and 2016, 1.1% of families in El Salvador were forcibly displaced raising the estimated number of internally displaced people to 71,500. According to the profiling exercise published in 2018 by the Ministry of Justice and Public Security, most displaced people are socio-economically vulnerable young families.

El Salvador is committed to identifying and addressing protection and solutions for refugees, internally displaced people, returnees with protection needs, and stateless individuals. El Salvador is party to the 1951 Convention Relating to the Status of Refugees and its 1967 Protocol, and to the 1954 Convention Relating to the Status of Stateless Persons. In 2020, El Salvador approved the Special Law for the Care and Integral Protection of Victims of Violence in Conditions of Forced Displacement.
Since July 2019, El Salvador is actively engaged in the Comprehensive Regional Protection and Solutions Framework (MIRPS in Spanish), a regional application of the Global Compact on Refugees. Growing mixed population flows across the countries in the north of Central America is a priority to be addressed in the regional agenda. The increasingly complex human mobility context demands additional efforts for coordinating protection-oriented responses.

UNHCR is active in the implementation, coordination, and monitoring of the 2022-2026 United Nations Sustainable Development Cooperation Framework (UNSDCF), which prioritizes responses to the needs of internally displaced people and refugees. UNHCR is an active member of the Humanitarian Country Team. UNHCR leads the Protection Sector and co-leads the CCCM and Shelter sectors.
UNHCR seeks to meaningfully engage, empower, inform, and seek the views of people in decisions that affect their lives, as drivers for greater equality and social cohesion. UNHCR is currently present in over 40 communities and 17 Municipalities nationwide.

2. Purpose and Scope of Assignment
The SGBV Associate supports the operationsโ€™ efforts to fulfil UNHCRโ€™s mandate and associated obligations on SGBV prevention, risk mitigation and response based on policy and guidance.

The SGBV Associate works under direct supervision of the Deputy Representative โ€“ Protection, who defines overall work objectives and provides regular advice and guidance. S/he will focus on strengthening SGBV case management supervision as well as safe and ethical data collection and further analysis of SGBV trends. The incumbent will also ensure quality prevention and risk mitigation interventions.

S/he collaborates closely with the UNHCR management and the Protection team in the country and strengthens working relations with other agencies involved in SGBV prevention, risk mitigation and response. S/he promotes alignment with SGBV minimum standards and respect of GBV Guiding Principles.

S/he also ensures that persons of concern, in particular women and girls, are involved with the Office in making decisions that affect them, whether in accessing their rights or in identifying appropriate solutions to their problems. To achieve this, the incumbent will need to build and maintain effective interfaces with communities of concern, local authorities and protection and assistance partners.

3. Monitoring and Progress Controls
โ€ข Assist the Associate Protection Officer (CP/SGBV) in the preparations and holdings of the coordination meetings of the SGBV sub-working group (and/or Protection Working Group) or support follow-up required within SGBV sub-clusters chaired by other organizations.
โ€ข Support the development of coordination tools such as referral pathways;
โ€ข Contribute to safety audits and other relevant assessments.
โ€ข Contribute to analysis of SGBV trends and gaps, including by assisting with drafting briefing notes and analytical reports.
โ€ข Contribute to support other sectors/units on SGBV risk mitigation under overall guidance of Associate Protection Officer (CP/SGBV).
โ€ข Contribute to the design of SGBV prevention, risk mitigation and response interventions.
โ€ข Support in providing technical guidance to partners and government counterparts on GBV minimum standards under overall direction of the supervisor.
โ€ข Contribute to SGBV partnersโ€™ monitoring by undertaking regular field visits and drafting monitoring reports; Provide inputs to donor reports;
โ€ข Provide SGBV case management services for survivors at high risk and/or other complex cases (if relevant in operation) and follow-up with other units/partners as relevant;
โ€ข Ensure technical supervision of UNHCR staff providing SGBV case management (including coaching and implementation of staff care strategies);
โ€ข Support SGBV capacity building initiatives, including on SGBV safe disclosure and referrals.
โ€ข Ensure the wishes of survivors are prioritized as per the survivor-centred approach.
โ€ข Enforce compliance with, and integrity of, all protection standard operating procedures for SGBV as well as the SGBV minimum standards and Guiding Principles.
โ€ข Perform other related duties as required.

4. Qualifications and Experience
a. Education
3 years relevant experience with High School Diploma; or 2 years relevant work experience with Bachelor or equivalent or higher
Field of studies: International Development, Human Rights, Law, Social Work, Social Science, Social Anthropology or other relevant field.
Certificates: HCR Protection Learning Programme; HCR Gender Equality Learning programme; HCR Gender-Based Violence.

b. Work Experience
Essential
3 years of previous work experience relevant to the function of SGBV in a local context and having experience in the field of SGBV prevention, mitigation and response, broader protection or social work involving empowerment of women and girls, gender, child protection, mental health, counselling and working with survivors, humanitarian and development issues. Applied experience in survivor-centred approach, SGBV guiding and Case management principles related to SGBV programs. Demonstrated knowledge in gender equality and the empowerment of women and girls and apply, promote and integrate gender analysis into humanitarian programming. Knowledge of SGBV minimum standards, Guiding Principles and SGBV case management standards.

Desirable
Demonstrated knowledge of engagement with SGBV Interagency humanitarian architecture. Knowledge and experience of participatory approaches to engaging with and mobilizing communities. Good understanding of displacement and protection issues including, child protection, education and the application of the Age, Gender and Diversity Policy.

Working knowledge of English and fluency in Spanish.
