Terms of Reference1. General Background

The Office of the United Nations High Commissioner for Refugees was established on December 14, 1950 by the United Nations General Assembly. The agency is mandated to lead and co-ordinate international action to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safeguard the rights and well-being of refugees. It also has a mandate to help stateless people.

In more than six decades, the agency has helped tens of millions of people restart their lives. Today, a staff of some 6,600 people in more than 110 countries continues to help about 60 million persons. To help and protect some of the worldโ€™s most vulnerable people in so many places and types of environment, UNHCR must purchase goods and services worldwide. The Senior Programme Assistant will receive guidance from more senior programme staff in the operation. The incumbent may receive indirect guidance from other sections and units relevant to the country programme. UNHCR Manual, Operations Plans, UN and UNHCR financial/budgetary rules and regulations will guide the work of the Senior Program Assistant.

S/he is expected to have contacts within the organization and outside the duty station, as well as with partners and other stakeholders to collect information, monitor programme activities and implement administrative requirements. The incumbent is expected to work in line with the multi-functional team (MFT) approach as defined within the Program Manual, ensuring the participation of relevant stakeholders in all phases of the Program Management Cycle.

2. Purpose and Scope of Assignment

As an active UNHCR team member, efficient, timely, responsive, client-friendly and high-quality support rendered to United Nations High Commissioner for Refugees (UNHCR) and its beneficiaries in the accomplishment of her/his functions, including:

โ€ข Provide administrative assistance and support in routine services and activities within Programme thus better able to meet the needs of persons of concern.
โ€ข Support UNHCR direct implementation activities by developing workplans with requesting units and carrying out shopping/request for quotation processes, liaising with Supply and relevant MFT members.
โ€ข Assist in organizing and documenting the selection of partners in accordance with the policy on selection and retention of partners, ensuring due diligence to meet the requirements of projects.
โ€ข Provide support to ensure partnership agreements are established in a timely manner, regularly monitored and reported on, in compliance with established guidelines and procedures included in the framework for implementing with partners.
โ€ข Guided by the MFT approach, support the development and implementation of monitoring plans for activities implemented through partnerships and those under direct implementation in line with Programme Manual and programming instructions.
โ€ข Contribute to the review and analysis of operations plans, mid-year and year-end reports, ensuring quality assurance and compliance with established policies, guidelines, procedures and standards. Generate and maintain records of implementation rate (performance progress and expenditures) on a regular basis.
โ€ข Assist in ensuring compliance with issuance of audit certificates for partners in line with the Policy on Risk-Based Project Audits.
โ€ข Use UNHCRโ€™s corporate tools (e.g. Focus Client, Global Focus Insight and FOCUS Reader, MSRP) for core activities related to planning, budgeting, implementation and reporting, generating data for evidence-based programmatic decisions and analysis.
โ€ข Actively contribute to UNHCRs programming of community of practice and continuously contributing to improvements of programming tools and processes.
โ€ข Perform other related duties as required.

3. Monitoring and Progress Controls

โ€ข Partnership agreements implemented in Monterrey and other locations under the area of responsibility of Sub Office Monterrey coordinated and monitored in a timely manner.
โ€ข Support provided to ensure a consistent application of the framework for implementing with partners, including the effective implementation of the policy on selection and retention of partners, management of partnership agreements, risk-based project performance monitoring, and risk-based project audits, among others.
โ€ข Inputs provided to support the development of multi-year protection and solutions strategies and annual plans with corresponding priorities taking into account corporate priorities.
โ€ข Inputs provided through the planning process in compliance with planning parameters outlined in the Programme Manual and the planning instructions.
โ€ข Support provided for the revision and analysis of plans, mid-year and year-end reports of UNHCR office(s) in the Area of Responsibility (AoR), ensure quality assurance and compliance with established policies, guidelines, procedures and standards.
โ€ข Direct implementation activities coordinated and supported, including carrying out shopping/request for quotation processes and liaising with Supply and requesting units;
โ€ข Field Offices and UNHCR Presences where no Programme staff is assigned, such as Ciudad Juarez and cities located on the northeast border, supported on Programme issues.
โ€ข Perform other related duties as required.

4. Qualifications and Experience

a. Education (Level and area of required and/or preferred education)

โ€ข 2 years relevant experience with High School Diploma; or 1 year relevant work experience with Bachelor or equivalent or higher
โ€ข University degree or equivalent in Business Administration, Law, Economics, Development, Social Science or related field

b. Work Experience
(List number of years and area of required work experience. Clearly distinguish between required experience and experience which could be an asset.)

โ€ข Demonstrated experience in Programme Management, Operation Management Cycle and related processes. Knowledge of Results Based-Management. Computer skills (in MS office) including advanced Excel skills (pivot tables, data management, etc) is essential.
โ€ข Completion of UNHCR Learning Programmes or specific training relevant to function of the position including Programme Management โ€“ Level 1. E-tutoring of PM1, Framework for Implementing with Partners Learning Programme. Experience in programme management training and capacity building activities is desirable.
โ€ข Knowledge of UNHCR financial rules, procedures and processes and knowledge of UNHCR specific programming tools (MSRP, COMPASS, etc.) is an asset.
