Standard Job DescriptionSenior Finance Associate Organizational Setting and Work Relationships The Senior Finance Associate is normally supervised by the (Senior) Finance Officer who defines general work objectives and provides necessary advice and guidance. The incumbent also refers to UNHCR Manuals and relevant policy papers on financial issues. The incumbent works quite independently on regular assignments with an oversight from the supervisor. The incumbent assists with the processing of financial transactions. S/he keeps frequent contact with staff at various levels in the office and with bank officials to exchange information. The incumbent normally supervises some support staff. All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR¿s core values of professionalism, integrity and respect for diversity. Duties - Oversees the processing of financial transactions and reconciliations in line with relevant policies and procedures. - Provide financial reports as per financial guidelines and when required. - Maintain ledgers and accounting records for classification and recording of financial transactions and for the reconciliation of accounts and preparation of recurring or special reports. - Ensure timely and accurate calculation and payment of salaries, allowances, travel claims and other payments to staff members, experts and consultants, vendors and other claimants. - Contribute to the preparation and processing of monthly accounts. - Prepare financial data for budget estimates and financial planning. - Ensure reconciliation of cash books with bank statements. - Maintain liaison with officials of local banks and financial institutions to obtain day-to-day information on exchange and interest rates, changes in procedures and regulations, and matters pertaining to maintenance of office bank accounts. - Assist colleagues in all aspects of accounts maintenance and budget control by providing reports on financial status, procedures, exchange rates, costs and expenditures and potential funding problems. - Perform other related duties as required. Minimum Qualifications Years of Experience / Degree Level For G7 - 4 years relevant experience with High School Diploma; or 2 years relevant work experience with Bachelor or equivalent or higher Field(s) of Education Not applicable. Operational context

Nature of Position:

The incumbent will be directly supervised by Admin Officer. S/he may act as OIC for the Finance unit during the absence of the Admin Officer (Finance).

S/he will draft the annual administration procurement plan, prepare the cost-sharing budget for all agencies collocating within SO Ogoja Guest House and issue monthly invoices to the concerned for rental charges to staff members.

S/he will liaise with supply for all admin supplies/procurement and would be requested to support in annual reporting for guesthouse revenue, open-item, and administrative budget expenditures.

The Incumbent is expected to build the capacity of junior colleagues through coach on Admin and Finance functions and duties and should therefore have good working knowledge and experience of PeopleSoft / MSRP Finance/Supply Chain Module.

The incumbent will also support the Cash-Based-Interventions (CBI) unit in its financial operations as far as reconciling and closure of transactions is concerned. In this regard, s/he will act as the first releaser of cash plans from Cash-Assist, liaise with the Country Office in Abuja to replenish the CBI bank account in Ogoja, technical verifier of CBI payments, liaise with the bank in Ogoja for CBI payments, as well as monitor CBI open items for expenses recognition.

The incumbent will be required to liaise and coordinate with relevant units, such as Programme, Supply and Protection Units to facilitate project disbursements and accrue retentions amounts until due for payment.

S/he will be required to maintain close contact and cooperation with other UN agencies in Ogoja, operational and implementing partners as well as local counterparts and institutions.

Living and Working Conditions:

Ogoja is the northern senatorial district of cross River state. It covers 4 other neighboring LGAs namely; Obanliku, Obudu, Bekwarra, Yala.

Spoken language is English (official). Some speak the Pigeon English.

Prevailing climate in Ogoja is hot and dry with extreme rainfall during the rainy season.

Temperature is generally between 25 and 38 °C

Driest month is January, and May is warmest.

Relatively calm Environment with pockets of crises caused by Higher institution students, kidnapping and robbery happening from time to time. UN Staff are advised not to stay beyond 2000hrs per day.

Nightlife is relatively okay with sit-outs and beer parlors in town.

International staff have been provided with a guest house and opportunities for sit out chats and barbeque are available.

Affordable houses at the rental disposal of national staff but security clearance is mandatory before renting houses regardless the environment.

There is the special break of one week after every nine weeks of work so staff members can take a break to cool off.

UN Clinic is not present. There is a diagnostic center recognized by the UN which only operates in the daytime. There are other clinics though. But staff members discretion may be advised.
