An exciting opportunity to join NRC regional office in Poland. We are looking for a Regional SIP Adviser who will be responsible for facilitating and coordinating the roll-out and of the NRC Minimum Standards for SIP as well as supporting their institutionalization/integration into the Country Offices and Regional Office systems. In 2023, the 3 Country Offices in the region (Ukraine, Poland and Moldova/Romania) have developed or are in the process of developing action Plans to implement the Minimum Standards.ย

What you will do:

The Regional Adviser โ€“ Safe and Inclusive Programming is an expert in the Regional Office Programme Unit and will work closely with other Regional Core Competencies and Programme Advisers, the Country Office teams (Head of Programmes or SIP Manager as focal points) and the Global SIP Project Manager in Head Office.

Safe and Inclusive Programming roll-out. Facilitate and coordinate the dissemination, roll-out and institutionalization of SIP in the Regional and Country Offices, in line with NRC's global SIP Strategic Initiative. ย Support COs with capacity-building and support around their SIP action plans, and . develop capacities, tools and systems for applying and implementation of the Minimum Standards across NRCโ€™s response.ย Institutionalization of SIP into NRCโ€™s Ways of Working. Support the integration of SIP into NRCโ€™s Ways of Working across relevant departments, particularly the CO and RO programme teams. ย Collaborate also closely with colleagues working onMonitoring and Evaluation, HR, Finance, Logistics, and Risk and Compliance, on common issues, ensuring SIP integration within their systems and processesCommunity Engagement and Accountability. Lead, support and find avenues for the integration of CEA into NRCโ€™s regional programming, systems, documents and routines, in coordination with relevant NRC staff working on programmes, advocacy and other departments.Capacity Development. Provide training (including Training of Trainers), capacity building and mentoring of Country Offices and Regional Office staff on SIP and CEA. This includes both the technical standards as well as the NRC routines for design, implementation and compliance checks.ย Programme Quality. Provide ad hoc technical advice and support to the Regional Programme Department and Country Office project teams ย throughout the programme-cycle. This is to ensure SIP and CEA during planning, implementation and monitoring of NRCโ€™s programming.ย  Analysis of safety and inclusion to underpin programming, particularly gender analysis. Facilitate COs strengthening on gender analysis (and generally SIP analysis), through capacity-building and coordinating analysis work during the NRC strategic process.ย Grant Processes. Collaborate with the other Regional Advisers to review and provide SIP and CEA feedback to project/grant processes, including: concept notes, proposals, grant agreements and reportsย Reporting. Contribute to reports, including: updates on the SIP and CEA roll-out situation reports (sitreps), assessments, background/briefing papers, talking points, information memos, and other relevant documents relating to safe programming as required by the Regional Program Director.

What you will bring:

Minimum bachelor degree in a relevant social science, ย Master's degree (desirable).Minimum 5 years of relevant experience within the area of protection mainstreaming, inclusion and/or accountability work within humanitarian aid: e.g. protection (mainstreaming),gender, age, diversity mainstreaming, disability inclusion and/or community engagement,ย  CFMs.ย Advantageous assets: Project manager/Adviser experience within the area of Community Engagement/participatory methodologies and/or Accountability to Affected Populations (including community participation, Complaints and Feedback Mechanisms in the humanitarian sector.Knowledge of gender issues and gender mainstreaming in humanitarian contexts. Experience in conducting gender analyses and research as well as designing gender-responsive programs, would be an advantageExperience in working with partners and supporting development of their organisational and programmatic protection mainstreaming capacities.Strong knowledge of global protection mainstreaming standards. Experience in developing and delivering high quality protection-related training and tools to support practical implementation of protection standards.Ability to think strategically and constructively and to apply these skills in developing policy frameworks and guidelines to support institutionalization of protection mainstreaming and CEA.Experienced trainer/facilitatorStrong problem-solving attitude.Capable of operating in an evolving environment with a flexible and innovative attitude.Excellent interpersonal and communication skills.Ability to provide leadership that creates engagement, buy-in and focus on finding solutions.ย Fluency in written and spoken English.ย  Regional languages (e.g. Polish, Ukrainian) are an asset.Knowledge of working with NRCโ€™s programmes and systems or another reputable iNGO, is an advantage.Knowledge ofย donor requirements linked to Safe and Inclusive Programming (mainstreaming protection, gender, age and diversity)Skillset to engage with a variety of stakeholders and align points of view in a strategic and forward-thinking manner.
