Background/Context
In response to the humanitarian crisis caused by the internal armed conflict in Colombia, NORCAP Colombia is actively working to enhance the protection of vulnerable communities exposed to violence, coercion, and deliberate deprivation in hard-to-reach conflict zones in Colombia.ย This will be done through streams of work: a Civilian Self-Protection program (a proactive protection program which comprises protection by presence, protection accompaniment and protection advocacy), Individual Protection Services, which incorporates Protection Case Management for persons at risk of violence, such as community leaders threatened by armed groups, and Protection Influence & Policy, which includes Protection Monitoring. NORCAP also implements its Protection from Violence program in rapid emergency responses.ย
The staff of this initiative will include both Colombian nationals and international staff, initially to be deployed in Bogota, Quibdo, Tumaco and Puerto Asis, who will work together as a team to take advantage of the added value that each can contribute to the protection objectives of the project. Staff will share a strong commitment to protecting communities and promoting their empowerment. The objective of proactive protection demands that staff will spend a large portion of their time visiting rural communities under duress. Their work with advocacy and influencing will require them to engage in intensive networking at both the regional and national level. The aim of the capacity building arm of the programme will be to encourage local participation and will require the development of close relationships with community representatives. This initiative provides a unique first-hand insight into the intense pressures faced by Colombian communities, and their resilience and courage in responding to find solutions.

3. What We Are Looking For
At least five years of work experience in relevant fields (humanitarian/protection/ human rights/ peacebuilding/ rural development). Specific expertise in civilian self-protection and broader protection of civilians approaches, such as protection by presence, safe relocations, or civil-military coordination. Experience working in or with conflict zones. Knowledge of human rights and protection with a focus on at-risk individuals. Strong understanding of the response architecture supporting affected communities in Colombia (humanitarian protection, human rights, peacebuilding, etc.).ย Fluency in Spanish and English with a strong ability to speak and write reports, is required.ย Strong ability to develop tools and guidelines as well as to deliver capacity-building training and mentoring. Experience in developing partnerships and working with local partners.ย Technical diploma or university degree in a related field (political science, international affairs, social work, human rights, conflict studies or related degree preferred). Practical experience in humanitarian/protection negotiations and relationship building with non-humanitarian actors, state and non-state. 4. What We Offer
Type of contract:ย 6 months with possibility of extension. Salary/benefits: According to NORCAP salary scale, terms and conditions. Duty station:ย Bogotรก, Quibdo, Tumaco, Puerto Asis, Colombia. Travel:ย Initially 50% travel to field locations, including hard-to-reach areas.
