Background
Niger is ranking 182 out of 182 globally on climate change vulnerability. National coordination structures are supported by several partners to address main needsย related to climate change. Still, important gaps and barriers remain in Niger, in terms of coordination, expertise, ad hoc government engagement and high turnover.
As part of the Green Climate Fund (GCF) readiness proposal to strengthen Nigerโs operational readiness capacity, we are seeking an experienced Climate Finance Expert for a 6-month assignment with possible extension to based at the National Council for the Environment and Sustainable Development (CNEDD) in Niger.ยCNEDD serves as the focal point for international climate finance mechanisms like the Green Climate Fund (GCF), facilitating access to funding for climate resilience and low-emission projects. ย
Role and responsibilitiesThe Climate Finance Expert shall support procedures compliance with Green Climate Fund (GCF) standards and work closely with CNEDD and key staff in ministries supporting the GCF technical committee.ย
In a consultancy capacity role, the national climate finance expert will:ย
ย - Oversee, in close collaboration with CNEDD, overall coordination of the support from all consultants, as well as keeping oversight of the exchange with other countries/NORCAP staff visiting Niger on best practices across all areas relating to GCF Readiness.ย ย
- Ensure regular strategic engagement with the private sector, GCF Accredited Entities (AEs), and other relevant entities.ย
- Together with relevant government counterparts, lead the mapping of best practices and lessons learned for engagement of private sector entities in national climate change processes (NDC, NAPA, NAP) in similar contexts.ย
- Ensure regular contact with countries in the region to exchange best practices and learn from the operationalisation of national coordination mechanisms for climate change/GCF, through calls, online platforms, and meetingsย
- Coordinate the development and establishment of an online operations portal on climate finance planning and delivery, in support of the continuous dialogue on climate finance between CNEDD, Accredited Entities, delivery partners, and relevant partners.ย
- Ensure the maintenance and monitoring of the use of the portal during the readiness grant,ย ย
- Coordinate and organise the portal user training workshop targeting AEs, delivery partners, and relevant information providers.ย
- Coordinate the inter-agency dialogue mechanism on climate finance.ย
- Organize AEโs portfolio dialogue meetings (one per quarter) between NDA, AEs, delivery partners, CTNCVC, and relevant stakeholders, to track progress and discuss climate finance planningย ย
- ensure regular reporting to NORCAP on the progress of the capacity support to the country, including the exchange with other countries in the region, including that of the international expertย
Qualifications
- University degree within a relevant field of study (Natural sciences, climate change, environmental science, political science, or similar).ย
- Knowledge/understanding of climate change adaptation, climate finance and mitigation, key sectors affected by the adverse effects of climate change, and international conventions and processes (including UNFCC processes)ย ย
- 5-7 years of relevant work experience. Experience with coordination is a requirement. Experience with the Green Climate Fund is a strong asset.ย ย
- Experience with government processes and procedures in West Africa is a strong assetย
- Experience with climate change adaptation and mitigation in Africa. Experience from Niger or the Sahel/Lake Chad region is a strong asset.ย
- Experience in managing teams is desirable.ย
- Demonstrated skills in strategic advice, partnership development/coordination and program development/coordination, and PCM/grant managementย ย
- Demonstrated skills in donor relations.ย
