Terms of Reference1. General Background
United Nations High Commissioner for Refugees is the UN agency mandated to protect and assist millions of refugees around the world. Refugees are persons who fled their countries of origin and crossed the internationally recognized border and because of well-founded fear of persecution in their country of origin based on their racial, ethnic or religious background, or membership in political or social group. The Programme Associate will be in charge of monitoring projects funded by UNHCR in UAE and implemented by its partners. UNHCR works closely with refugee community centres, NGOs and charities to address and support protection needs of persons of concern. The Programme Associate will report to Protection Officer, to supports the Operationโs efforts to assist persons of concern to UNHCR with small livelihood projects.
2. Purpose and Scope of Assignment
Under the overall supervision of the Protection Officer, Programme Associate will be assigned the following duties:
โข Assist in organizing and documenting the selection of partners in accordance with the policy on selection and retention of partners, ensuring due diligence to meet the requirements of projects.
โข Provide support to Protection Team with technical advice to ensure partnership agreements are established in a timely manner, regularly monitored and reported on in compliance with established guidelines and procedures included in the framework for implementing with partners.
โข Support the implementation and performance of partnership agreements through field visits and appropriate physical monitoring if applicable, reviewing performance and financial reports.
โข Provide support to the field with technical advice to ensure partnership agreements are established in a timely manner, regularly monitored and reported on in compliance with established guidelines and procedures included in the framework for implementing with partners.
โข Support the implementation and performance of partnership agreements through field visits and appropriate physical monitoring if applicable, reviewing performance and financial reports
โข Use UNHCRโs reporting tools for core activities related to planning, budgeting, implementation and reporting, generating data for evidence-based programmatic decisions and analysis.
โข Support UNHCRs programming of community of practice and continuously contributing to improvements of programming tools and processes
โข Reporting and monitoring the implementation of the project in the UAE, coordinating with the protection and the UAE team for accurate implementation.
โข Support the development and implementation of MFT monitoring plans for activities implemented through partnerships and those under direct implementation in line with Programme Manual and programming instructions.
โข Contribute to the review and analysis of operations plans, mid-year and year-end reports of UAE office, ensuring quality assurance and compliance with established policies, guidelines, procedures and standards.
โข Generate and maintain records of implementation rate (performance progress and expenditures) on a regular basis.
โข Follow up on any change regarding alignment of results chain, verifying indicators, budget, prioritization, apportioning needed to measure programme performance, trends and target interventions, contributing to soundness of Operations Plan and enhancement of data quality. F

4. Qualifications and Experience
a. Education
โข Secondary education with preferably a bachelorโs degree in international studies, Marketing/Business, Communications, or other related fields.
b. Work Experience
โข Minimum 3 years (2 years with a bachelor degree) of relevant work experience in humanitarian field.
โข Demonstrated experience in programme management, Operation Management Cycle and related processes.
c. Key Competencies
โข Strong passion to support refugees
โข Ability to work as part of a team
โข Good analytical and drafting skills
โข Strong verbal and written ability in English and preferably in Arabic
โข Good intercultural communication skills
โข Computer literacy in Microsoft Office (Word, Excel, PowerPoint) and good web skills
โข Demonstrated knowledge of UNHCR protection programs and partnerships
โข Knowledge of Results Based-Management.
โข Excellent knowledge of Microsoft Office, particularly Word, PowerPoint, Excel, Outlook
โข Excellent written and verbal communication skills
โข Fluency in English is required and preferably in Arabic.
โข Knowledge of the UN system preferably with UNHCR or another UN Agency is a plus.
