The Opportunity
The position holder will be responsible to support the implementation and realization of the PIEโs strategy by developing and leading the PIE Monitoring, Evaluation, Research and Learning (MERL) agenda in the Child Protection and Education in Emergencies thematic areas, responding to contextual challenges while ensuring alignment with the regional strategy and global M&E framework, policy, and strategy.
This will be demonstrated through undertaking several responsibilities, including the provision of MERL technical support on Child Protection and Education in Emergencies in the ECHO-funded refugee and IDP responses in Gambella, Benishangul-Gumuz, Amhara, Afar, Tigray; evaluating terms of references and managing outsourced consultancy works, conducting quarterly monitoring field visits, collecting and analyzing data related to logical frameworkโs indicators, reviewing project quality and performance and consolidating information gathered as well as recommendations into quarterly and annual reports. The position holder is expected to facilitate knowledge exchange between projects, building on lessons learned and best practices to foster quality programming at the organizational level.
The Individual
Qualifications/ experience essential:
- Education at BA/BSC/ Masterโs Degree level or equivalent in Social science, Development studies, Economics, Statistics, and Management
- Minimum 5 years of relevant experience working on gender transformative monitoring, evaluation, research, and learning.
- programs/ projects or demonstrated equivalent combination.
- Practical knowledge of monitoring and evaluation methodologies, including log frames, result chains, theories of change, and assessment/evaluations.
- Experience in staff/team management, coaching, mentoring, capacity building, and performance review and appraisal.
- Demonstrated knowledge of strategic planning processes
- Depth and breadth of knowledge of Planโs global and national strategies and policies.
- Ability to communicate effectively and authoritatively in area of expertise.
- Ability to develop effective working relationships across a network.
Qualifications/ experience desirable:
- Demonstrated experience in operational and programming processes, systems, and principles, and the ability to provide leadership and support to staff working at regional & community levels.
- Sound understanding of integrated development issues and critical analysis of child poverty
- Experience in both development and humanitarian contexts.
Languages required
- Fluency in the English language is essential
- In addition to Amharic, Knowledge of Local Languages is a desirable

Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI)
- Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan Internationalโs Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.
- Ensures that the team members under supervision are properly inducted and understand their role in upholding Plan Internationalโs safeguarding and GEI policies;
- Ensures that Plan Internationalโs global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in day-to-day work.
