1. General Background

After the 2010 earthquake in Haiti, UNHCR reopened its office in the Dominican Republic to provide coordination and humanitarian response to the thousands of people who came seeking International Protection. Since 2014, UNHCR has also been accompanying the Dominican authorities to achieve the effective implementation of Law 169-14, as well as finding document and nationality solutions for people of concern in line with our mandate. UNHCR also implements its mandate to oversee compliance with the 1951 Convention on the Status of Refugees, through technical cooperation with the institutions responsible for the refugee protection system in the Dominican Republic. In addition, UNHCR is one of the agencies in charge of leading the coordination of the humanitarian response to the refugee population and asylum seekers in Venezuela, together with the International Organization for Migration (IOM) and other members of the R4V Inter-Agency Platform. UNHCR and partners deliver humanitarian assistance to the most vulnerable persons we work with in the Dominican Republic, and fosters community mobilization and empowerment, following age, gender and diversity criteria.

The Interpreter Assistant reports to the Protection Associate. The incumbent supports the operation with translation and interpretation related activities.

2. Purpose and Scope of Assignment

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR’s core values of professionalism, integrity and respect for diversity.

- Interprets and/or translates from newspapers, written reports, magazines, and other relevant documents.
- Takes notes during interpretation of interviews.
- Interprets oral interviews, conversations and calls.
- Travels with staff on their missions to the field for interpretation and other assistance, as needed.
- Attends meetings, both internal and external, some involving high-ranking officials and takes minutes/notes.
- Responds to queries relating to the area of responsibility.
- Perform other related duties as required.

3. Monitoring and Progress Controls

The performance of the Interpreter Assistant will be monitored and periodically evaluated according to the quality of the tasks carried out, in line with the assignments described in the previous section and the approved individual work plan, and in agreement with global protection policies and UNHCR standards.

In this sense, it will also be evaluated:
(i) Respect of the UNHCR Code of Conduct,
(ii) Adherence to the security protocols of UNHCR and United Nations, and
(iii) Participation in training activities provided by UNHCR, particularly through the Learn and
Connect platform.

4. Minimum Qualifications

Education & Professional Work Experience

For G4 - 1 year relevant experience with High School Diploma; or Bachelor or equivalent or higher

Language requirements

Excellent command (written and oral) in Haitian Kreyol, English and Spanish required. French is desirable.
