The purpose of NRC Information Counselling and Legal Assistance (ICLA) Technical Officer Position is to conduct ICLA field activities in West Bank including East Jerusalem and focal point for implementing partnersโ and/or consultants.
Specific Responsibilities:
Ensure compliance with NRC policies, guidelines and standards. Ensure compliance with ICLA strategy, tools, handbooks, guidelines and standards. Contribute and/or draft legal documents, factsheets, case studies, legal updates, and analysis on relevant legal issues. ICLA specific technical responsibility for tracking of financial expenditures for technical activities of ICLA project(s)ย Maintain relevant legal knowledge and keep up to date with legal developments in Area C and East Jerusalem. Provide sound written and oral legal policy advice on domestic laws and procedures and Israeli authoritiesโ practices and policies in relation to Housing Land Property, and other relevant legal topics.ย ICLA specific technical responsibility for the quality control and monitoring of project activities. ICLA specific technical responsibility for project documentation of technical activities of ICLA project(s)ย Manage the administrative part of the consultantsโ agreements including drafting TORs, conduct Public Interest cases risk assessments, follow up on consultantsโ payments, draft completion of services, etc. Ensure that projects target beneficiaries most in need and explore and asses new and better ways to assist. Promote the rights of beneficiaries in line with the advocacy strategy. Contribute to implementation of Safe and Inclusive Programming Minimum Standards across your area of work.ยProfessional competenciesย
Experience from working within technical expertise area in a humanitarian/ recovery context. Strong Knowledge of housing land and property law, freedom of movement and settlersโ violence law Strong communications, interpersonal, networking and presentation skills. University degree in law, masterโs in law is an advantage. Israeli Bar Registration or Palestinian Bar Registration with proven knowledge of Israeli domestic law 3 years of relevant legal work experience. Knowledge of housing land and property law, freedom of movement and settlersโ violence law. Experience in delivering training sessions. Proven ability to understand the legal, political and socio-economic context in Area C and East Jerusalem Very good command of Hebrew language both written and oral. Type of Contract: Open End Contract.
Salary: Grade 6 based upon the NRC grading Scale. Salary & Benefits are based on Jerusalem Duty Station.
