Purpose of the Job

The Field Office Coordinator will be responsible for direct line management of support staff and administrative line management of program staff at field office. The post holder is expected to manage the day-to-day HR, Admin, Finance, Logistics, and security tasks with close collaboration with the Support Manager and Area Manager and administrative support to program staff and to provide timely and quality reports. Adhering to the NRC policies, procedures, guidelines, and SOPs including the security policies is mandatory tasks of the post holder The purpose of the Field Office Coordinator is to run the day-to-day support functions at a field office.

Provide legal information, counseling and assistance to displaced affected people in accordance with the ICLA strategy, project documents, and applicable laws and procedures. Identify and select beneficiaries, collecting relevant documents (copies of claim files, customary or title deeds, client request form, NRC contract with client, village leader certification or any other relevant documents). Enter all activity information into ICLA electronic database and maintain hard copies of all means of verification documents. Conduct legal awareness sessions for beneficiaries in communities, in hard-to-reach areas and/or at border areas.ย  Assist officers and Team Leader in legal cases including in the preparation of petitions and lawsuits, defense letters or any other legal letter if requested by clients in accordance with laws. Where appropriate, and under the supervision of the Officer and Coordinator, represent clients in their legal case. Assist officers and Team Leader in the preparation and execution of capacity building trainings as per project documents. Provide individual counselling services to beneficiaries per ICLA standards and report outcomes, challenges, and progress to direct line of supervision. Collaborating with ICLA Officer and Team Leader in uploading the Methods of Verifications to the monitoring and evaluation tracker on a regular basis.ย  Preparing and presenting the weekly and monthly progress report to the ICLA Officer on a timely manner.ย  Conduct legal research and analysis as assigned by the Officer, Coordinator or Project Manager. Any other tasks assigned by the supervisor

Generic professional competencies:ย 

Minimum 2 year of relevant experience within field of expertise Technical specific knowledge from the humanitarian sector and work experience with refugees Previous experience from working in complex and volatile contexts. Documented technical competences related to the positionโ€™s responsibilities. Documented results related to the positionโ€™s responsibilities. Knowledge of cash-based interventions and market-based programs.

Context/ Specific skills, knowledge and experience

University degree from faculty of law or Sharia, or a related field and a thorough knowledge of Afghan law.ย  At least 2 yearsโ€™ experience from working in legal assistance implementation positionย  Experience in monitoring, evaluation and reporting on project activities Prior experience of representing an I/NGO, and advocating on behalf of beneficiaries, in public forums (e.g. Protection Sector) Willing to travel to the โ€œhard to reach areasโ€ covered under ICLA projects in Zabul Province.ย  Knowledge of English Language Working knowledge of context-relevant languages Advanced computer skills, especially in Microsoft Word, Excel, Power Point and Outlook
