Purpose of the Job:

The purpose of the Information, Counselling and Legal Assistance (ICLA) Technical Assistant position is to assist in the day-to-day implementation of the ICLA project in Mazar Province as per the given annual and monthly action plan. This position will normally not entail management responsibility of staff. But will have focus of to conduct Information, counselling, legal assistance on Legal Identity Document (LID) and to help the ICLA officers in doing legal assistance, counselling on House, Land, Property (HLP) rights, Essential needs, Basic Employment Law Procedure (ELP), Capacity Building Trainings and Mentorship Programmes for duty bearers (formal and informal justice system).

Caution: This role is national, only candidates from Afghanistan can be considered.

Generic responsibilities:

Providing information sessions, counselling, contribute to capacity building trainings and assist the Project Officers in legal assistance on house, land property (HLP), doing legal assistance and counselling on legal identity documentation (LID) to refugee returnees, IDPs and host community (beneficiaries) consistent with the applicable laws, procedures and current referral system (update on actor mapping by supervisor), communication with representative of IDPs is a must; To liaise with governmental and nongovernmental organizations to create and maintain a network of organizations to which returnees and IDPs can be referred; To collect and record information about the socio-economic, security and general conditions within the ICLAโ€™s program strategy and approach for returnees and IDPs; To maintain and update standard hard and soft filing from the caseload activities; To remain updated on current legislation and legal developments in Afghanistan, international protection frameworks and human rights laws; Participates in field visits for ICLA needs identification and follow up of activities (Information sessions, legal assistance on HLP rights, LID, ELP and Essential Needs Participates in preparation of ad-hoc reports, monthly reports and thematic reports Bring humanitarian, protection and essential problems and experience of returnees before and after return to the attention of NRC and relevant departments/stakeholders through referral system Shall represent NRC in national and international meetings, when requested and promote exchange of information with relevant external actors Participate in NRC staff seminars and training, when scheduled Respecting the anonymity of clients approaching NRC and the confidentiality of information received from any clients all the time Inclusive for close co-operation with NRCs other core competencies including needs assessments and identifying beneficiaries where appropriate Being accountable on inclusion of cash-based interventions and market based programmes in country and area-based strategies and their implementation across and within NRCโ€™s core competencies Provide an enabling environment for the implementation of cash-based interventions, including multi-purpose cash assistance, emergency cash responses Any other tasks as instructed by immediate superior

Generic professional competencies:

Understanding of laws, rules and regulations related to housing, land and property (HLP) rights Relevant experience in humanitarian operations particularity in legal and advocacy fields Good interpersonal skills Knowledge of cash-based interventions and market based programmes Ability to work under stressful conditions Willingness and ability to travel regularly to the field independently is essential

Context/ Specific skills, knowledge and experience:

Bachelor Degree in Law and Sharia Law Minimum experience 2 years within humanitarian context and knowledge of legal practice ย  Understanding and respect for humanitarian work, particularly relating to refugee returnees and displacement issues Excellent computer skills especially (Ms. Office Package) Excellent interpersonal skills Knowledge of Dari and Pashto languages Ability to establish and maintain effective working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.
