The purpose of the ICLA officer position is day to day implementation of the ICLA Programme. The main duty of the ICLA Officer is to provide mobile legal assistance to beneficiaries who are unable to claim or realize their Registration Civil Documentation (RCD) or Housing, Land, and property (HLP) rights on their own (i.e. irregular cases or those with particular vulnerabilities) in Mosul.ย  ICLA Officer will be reporting to the ICLA Project Manager. The position will be based in Mosul, Nineveh

Specific responsibilities:

  1. Provide mobile legal assistance to beneficiaries who are unable to claim or realise their RCD, HLP, and ER rights on their own (i.e. irregular cases or those with particular vulnerabilities).ย 
  2. Assess the need for the provision of financial assistance to vulnerable IDPs to cover administrative or legal fees, or transportation allowance to attend administrative or court proceedings;
  3. Input and update beneficiary data into ICLAโ€™s case management tools, and periodically disaggregate and analyse data gathered during legal assistance activities in order to identify trends;
  4. Compile up-to-date information on relevant Registration Civil Documentation (RCD) & Housing, Land and property (HLP) laws, procedures, and practicesย 
  5. Advocate for recognition of the RCD & HLP rights of displaced persons when engaging with stakeholders, including building owners, local authorities and humanitarian partners
  6. Undertake regular monitoring & evaluation of ICLA activities, and contribute to monthly progress reports on activities, highlighting any technical or operational successesย 
  7. Adhere to ICLA policies, donor agreements, work plans, budgets and procurement plans
  8. Coordinate and collaborate with relevant stakeholders, including government authorities, NGOs, and community leaders, to ensure effective implementation of the ICLA program and maximize its impact. This includes attending coordination meetings, participating in working groups, and fostering strong partnerships to enhance the program's reach and effectiveness.
  9. Conduct regular monitoring and evaluation of the ICLA program activities to assess progress, identify challenges, and propose appropriate solutions. This involves collecting data, analyzing results, and providing feedback to the management team to inform decision-making and improve program outcomes.
  10. Support capacity-building initiatives for partners involved in the ICLA program. This includes organizing and facilitating training, workshops, and other learning activities to enhance the knowledge and skills of team members and partners in areas such as legal assistance, documentation, and access to essential services.

Context/ Specific skills, knowledge and experience:ย 

A University degree in law and a license to practice law in Iraq.Minimum of 2 years experience with legal representation in civil law matters in Iraqi courts, including familiarity with RCD, HLP and ER laws, procedures, and practices operative in IraqProven skills and experience in case management and conflict resolutionAdvanced computer skills, especially in Word, Excel, PowerPoint and Outlook;Good experience in internal and external referrals.Fluency inย written and spoken Arabic and good knowledge of English is required.
