Role and responsibilities

The Housing, Land and Property- Task Force (HLP-TF) Co-Lead will strengthen advocacy, policy, legal development and dispute resolution related to housing, land and property rights by ensuring effective coordination of monitoring, reporting, analysis, response and capacity building.ย The Officer is responsible for ensuring that all ICLA activities comply with the NRC Code of Conduct, national law, donor requirements, and ICLAโ€™s overall objective to ensure that people affected by displacement can access their right to a durable solution.

Organize and co-facilitate regional Housing, Land and Property Task Force (HLP-TF) meetings and follow up on decisions and action points as necessary. Support information management at the regional and National HLP-TF level. Identify relevant INGOs and NGOs to be regionalย HLP-TF members and support their inclusion in all activities. In cooperation with the regionalย HLP-TF lead (UNHABITAT), develop and implement appropriate data collection, assessment, and reporting systems to ensure follow-up of HLP issues. Ensure regional and national HLP-TF members contribute to data collection, assessments and monitoring. Work closely with ICLA lawyers to review and collect data for advocacy from HLP legal and counselling cases. Assist the ICLA legal team with difficult HLP cases or during leaves.ย  In cooperation with regional and nationalย HLP-TF lead, write analytical and legal reports as necessary. Assist in the delivery of capacity-building trainings toย HLP-TF members and other relevant stakeholders. Support the development of nationalย HLP-TF plans to ensure effective advocacy responses to HLP issues at the regional level. Develop tools necessary for advocacy and coordination work (assessment tools, eviction monitoring tools, etc). Contribute to the Humanitarian Needs Overview and Humanitarian Response Plan on HLP issues. Ensure to conduct regular monthly HLP-Task Force meeting and HLP advocacy meetings with stakeholders as necessary.

ย Specific responsibilitiesย 

To make sure and based on the action plan, providing information, counselling and legal assistance on house, land property (HLP) and legal identity documentation (LID) to refugee returnees, IDPs and host community (project participants) consistent with the applicable laws, procedures and current referral system (update on actor mapping), communication with representative of IDPs is a must; To make sure delivering legal assistance on HLP and LID for the targeted project participantsย  Make sure to liaise with governmental and nongovernmental organizations to create and maintain a network of organizations to which returnees and IDPs can be referred; Make sure to collect and record information about the socio-economic, security and general conditions within the ICLAโ€™s program strategy and approach for returnees and IDPs; Make sure to maintain and update standard hard filing from the caseload activities;ย  Shall be remained updated on current legislation and legal developments in Afghanistan, international protection frameworks and human rights lawsย  Participates in field visits for identification and follow up of activities, when scheduled. Participates in preparation of monthly reports, thematic reports, and correspondence with government officials and international organizations Bring humanitarian, legal and essential problems and experience of returnees before and after return to the attention of NRC and relevant departments/stakeholders through referral system Shall represent NRC in national and international meetings, when requested and promote exchange of information with relevant external actors Participate in NRC staff seminars and training, when scheduled Make sure to respect the anonymity of clients approaching NRC and the confidentiality of information received from any clients all the time Shall be inclusive for close co-operation with NRCs other CCs including needs assessments and identifying beneficiaries where appropriate Any other tasks as instructed by immediate superior

Generic professional competencies for this position:ย 

Excellent understanding of housing, land and property rightsย  Experienced in coordination within the protection cluster forumย  Significant experience in humanitarian operations particularity in legal and advocacy fieldsย  Strong interpersonal skills, including capacity to negotiate with government and non-government stakeholders Excellent report-writing abilities

Context related skills, knowledge and experienceย 

Understanding and respect for humanitarian work, particularly relating to refugee and displacement issues At least 4 yearsโ€™ experience in either legal service, advocacy and coordination related to HLP legal issues. Proven report writing abilities.ย  Relevant bachelorโ€™s degree related to Law and Sharia Law or housing, land and property.ย  Good English skills and fluency in Dari and Pashtoย  Ability to work under stressful conditions.ย  Willingness and ability to travel regularly to the field independently is essential.
