The Organizational Setting

Under the direction of Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) is responsible for the development, implementation, monitoring, evaluation, and closure of Technical Assistance (TA) and Technical Cooperation (TC) projects. It drafts agreements and aids in creating country-specific and regional projects and programs by identifying priority areas, developing objectives, activities, and deliverables, setting timelines, and specifying budgetary requirements.ย 

Additionally, under the direction of the CDI Director, the Field Personnel Section (FOS/FRU) recruits international experts to implement Capacity Development and Implementation projects across various Civil Aviation fields and manages the ICAO Roster of Experts.

Major duties and Responsibilities Function 1 (incl. Expected results)

Support the planning and execution of effective technical assistance,ย achieving results such as:

Facilitate and conduct an assessment between the national UAS regulations and the ICAO Model UAS Regulations. Develop a thorough understanding of the relationship between the manned and unmanned environments and their differences. Identify the relations between the ICAO Model UAS Regulations provisions and the development of a national UAS safety strategy. Identify focus areas pertaining to the specific organizational challenges and operational safety risks of the State and/or its service providers for effective management of national aviation safety. Function 2 (incl. Expected results)

Ensure appropriate mechanisms and tools are in place to enable the development and implementation of UAS,ย achieving results such as:

Develop and/or review Stateโ€™s operational context in which UAS operations will be implemented. Develop an understanding of the various safety deficiencies that need to be addressed in the Stateโ€™s aviation environment specific to UAS, as well as the stakeholders who should be involved in addressing them. Ensure that necessary coordination and collaboration mechanisms are in place with the CAA, other State entities and the service providers. Identify tools based on ICAO guidance material, which can be used to support the delivery of training. Identify practical examples and/or use cases of various scenarios related to the development and implementation of UAS regulatory frameworks. Function 3 (incl. Expected results)

Deliver effective remote technical assistance,ย achieving results such as:

Support the CAA(s) and other stakeholders in identifying safety deficiencies for the development of a UAS regulatory framework. Facilitate the coordination and collaboration between the CAA, other State entities and service providers.ย  Support the development of a basic action plan outlining major activities, milestones, responsibilities, deliverables and decision points for the development and implementation of UAS. Deliver, or support in delivering, virtual training and/or workshops to develop the competencies required to support the development and implementation of UAS. Function 4 (incl. Expected results)

Prepare end of assignment report, achieving results such as:

Provide a status report on the objectives achieved, lessons learned and additional deficiencies identified. Collate and prepare a consolidated data report, depicting the various elements pertaining to the UAS regulatory structure. Define follow-up actions required and suggested approaches to achieve objectives, for the implementation of the Stateโ€™s UAS safety oversight system. Provide recommendations for the development of any additional technical assistance and cooperation projects to address the needs of the State and/or its service providers. Debrief ICAO at the end of the assignment and provide recommendations for the improvement of the iPack deliveryย  Function 5 (incl. Expected results)

Qualifications and Experience Education

A first-level university degree, preferably in Aviation, Engineering, or in a related technical discipline. A technical qualification in aviation such as an Airline Transport Pilot Licence, Air Traffic Control Licence, Airframe and Power Plant Technician Certification, or Civil Aviation Safety Inspector may be accepted in lieu of the first-level university degree.

Essential

Considerable experience (ten years or more) working in a civil aviation-related environment. Significant experience with UAS regulations and operations. Experience in drafting procedures, manuals and/or regulations for unmanned aviation. Significant experience with safety planning and implementation in a civil aviation authority, an international or regional organization, or for a UAS operator. Experience with Safety Management.

Desirable

Experience developing and implementing programmes to enhance safety in civil aviation. Experience integrating human performance into aviation safety programmes. Experience developing and implementing aviation training programmes. Experience participating in aviation-related subject matter expert groups. Languages

Essentialย 

A good command of oral and written English.

Desirableย 

A working knowledge of French or another official language of the Organization (Arabic, Chinese, Russian, or Spanish). CONDITIONS OF EMPLOYMENT
