The Organizational Setting

ICAOโ€™s Capacity Development and Implementation Programme provides advice and assistance in the development and implementation of projects across the full spectrum of civil aviation aimed at the safety, security, environmental protection, and sustainable development of national and international civil aviation.

The Operational Safetyย (OPS) Section in theย Air Navigation Bureau is responsible for developing and updating Standards and Recommended Practices (SARPs) for inclusion in Annex 1 โ€“ Personnel Licensing, Annex 6 โ€“ Operation of Aircraft, Annex 7 โ€“ Aircraft Nationality and Registration Marks, and Annex 8 โ€“ Airworthiness of Aircraft. In addition, the OPS Section is also the steward of both PANS โ€“ OPS and PANS โ€“ Training. The OPS Section also contributes to the ICAO Global Aviation Safety Plan and the ICAO Universal Safety Oversight Audit Programme (USOAP), manages safety recommendations addressed to ICAO, conducts and participates in seminars on subjects within its technical mandate. Furthermore, the OPS Section manages and supports Panels of the Air Navigation Commission and expert groups.

To provide technical assistance to States inย airworthiness relating to the certification and safety oversight of air operators and approved maintenance organizations to effectively implementย Annex 8 โ€” Airworthiness of Aircraft and related SARPs, ICAO has developed theย Implementation Pack (iPack)ย delivery model. iPacks include all necessary components for achieving their goal, including ICAO documents, standardized training courses, tools, a dedicated subject matter expert working either remotely or on-site with the national iPack team.

For purposes of this job description, the national ICAO Government Safety Inspector Airworthiness โ€” Air Operator and Approved Maintenance Organization Certificationย (AIR) iPack team is comprised of representatives from the Civil Aviation Authority, i.e. airworthiness inspectors tasked with certification of air operators and approved maintenance organizations. These team members are charged with certification and oversight tasks of air operators and approved maintenance organizations during and after the ICAO SME assignment period.

Major duties and Responsibilities Function 1 (incl. expected results)

Lead the ICAO Government Safety Inspector Airworthiness โ€” Air Operator and Approved Maintenance Organization Certificationย (AIR) iPack team byย introducing members to the Standards for airworthiness contained in the Annexes, and guiding them in the development of appropriate regulations, procedures, and guidance materials for inspectors to conduct certification and oversight activities, and reviewing an AMO formal application, achievingย results such as:

  • Explain to the iPack team the requirements of theย Annexes for airworthiness and familiarize them with related guidance material.
  • Lead the iPack team inย reviewing an AMO formal application for acceptability.
  • Guide the iPack team in the development or refinement of internal guidance, policies, and procedures that address the formal application phase, application content, application review, and conduct of the formal application meeting. Function 2 (incl. expected results)

    Lead the AIR iPack team to evaluate an applicantโ€™s Maintenance Procedures Manuals (MPM)and training curriculum and determine if initial approval can be granted, achieving results such as:

    • Lead the iPack team in the evaluation of an applicantโ€™s Maintenance Procedures Manuals (MPM).
    • Guide the iPack team in theย development or refinement of internal guidance, policies, and procedures that address line maintenance, contract maintenance, maintenance performed for an air operator, maintenance performed at another location, and maintenance records.
    • Lead the iPack team in the evaluation of an applicantโ€™s training curriculum and determine if initial approval can be granted.
    • Guide the iPack team development or refinement of internal guidance, policies, and procedures that address the five-step training programme approval process, types of training required for maintenance personnel and certifying staff, review of a proposed training programme for initial approval, and identification and communication of deficiencies or discrepancies that require corrective action. Function 3 (incl. expected results)

      Direct the AIR iPack team toย evaluate the results of a main base inspection, determine inspector actions, and evaluate the operatorโ€™s Maintenance Control Manual, achieving results such as:

      • Lead the iPack team in the evaluation of the results of a main base inspection and determine inspector actions.
      • Guide the iPack team in theย development or refinement of internal guidance, policies, and procedures that address an applicantโ€™s facilities and maintenance activities, record keeping, and training.
      • Lead the iPack team in the evaluation ofย the operatorโ€™s Maintenance Control Manual.
      • Guide the iPack team in the development or refinement of internal guidance, policies, and procedures that address maintenance procedures and quality assurance or inspection systems. Function 4 (incl. expected results)

        Direct the AIR iPack team in to evaluate an operatorโ€™s proposed Minimum Equipment List (MEL) and identify Configuration Design Limitations (CDL), achieving results such as:

        • Lead the iPack team to evaluate an operatorโ€™sย proposed Minimum Equipment List (MEL) and identify Configuration Design Limitations (CDL).
        • Guide the iPack team in the development or refinement of internal guidance, policies, and procedures that address the establishment of a MEL programme for operators, simulating an inoperative system or inoperative equipment that is listed in the MEL and requires action and/or coordination between the maintenance and operations personnel, and simulating failure or malfunction of an item of equipment on the aircraft. Function 5 (incl. expected results)

          Lead the AIR iPack team toย complete an operatorโ€™s certificate and SOPs and identify items to include in the certification report, achieving results such as:

          • Lead the iPack team toย complete an operatorโ€™s certificate and Standard Operating Procedures (SOPs) and identify items that must be included in the certification report.
          • Guide the iPack team in development or refinement of internal guidance, policies, and procedures that address the formal application letter, the final Statement of Compliance, a copy of the AOC issued, a copy of the OpSpecs issued, and proof of economic authority.

            Coordinate, organize, manage, and report on the successful deployment of the AIR iPack, achieving results such as:

            • If necessary, provide advice to the authority on the composition of the AIR iPack team.
            • Prepare for the successful start of the iPack deployment such as gaining access to all iPack materials and information, familiarize with all iPack materials, and gather stakeholdersโ€™ contact information. Obtain briefings from ICAO HQ. Operational Safety Section of the Air Navigation Bureau (ANB), Capacity Development and Implementation (CDI) Bureau, ICAO Regional Technical Officers, and iPack State Focal Point. Prepare presentations, organize and conduct the kick-off meeting and closing meeting.
            • Analyse the needs survey and prepare the iPack work plan accordingly in coordination with the Regional Technical Officers for the approval and signature by the Senior Manager of the authority to which the iPack is deployed.
            • Coordinate the list of GSI AIR course participants with the State Focal Point and submit it to ICAO CDI.
            • In addition to regular work sessions, upon request from the iPack team, prepare for and conduct meetings.
            • Prepare the iPack Deployment Report on the objectives achieved, lessons learned, and additional deficiencies identified.
            • Define follow-up actions required and suggested approaches to achieve objectives for implementing Annex 8 and related SARPs for the certification and oversight of air operators and approved maintenance organizations.
            • Ensure that the iPack Deployment Report is well edited and formatted.
            • Obtain the approval of the iPack Deployment Report from the ICAO Regional Technical Officer(s), ICAO HQ. AIR iPack focal point, and iPack State Focal Point.
            • Debrief ICAO at the end of the assignment and provide recommendations for improving the iPack delivery model.
            • Perform any other related tasks, as required to address the objectives of the assignment.

Qualifications and Experience Education

                A first level university degree in aeronautical engineering or in engineering mechanics with major in aircraft structure or equivalent, is required. A technical qualification in aviation such as a maintenance engineering license may be accepted in lieu of the university degree.

                Professional experience

                Essential

              • Considerable experience (ten years or more) in senior position in a CAA Department of Airworthiness.
              • Significant experience (three years or more) working as airworthiness inspector with a CAA in the certification and oversight of air operatorsย and approved maintenance organizations.
              • Extensive experience as airworthiness inspector dealing with airworthiness administration, certification, inspection, approval of overhaul and repair, implementation of acceptable means of compliance.
              • Experience in in all aspects of certification and oversight of air operatorsย and approved maintenance organizations, such as review of applications, review of manuals, lists, demonstrations.
              • Experience in preparation and responsibility for implementation of rules, regulations, operating manuals and procedures related to airworthiness inspection and certification.
              • Experience in audit and surveillance duties including timely resolution of known deficiencies.
              • Practical work experience in an air operator or approved maintenance organization applying governmental procedures relating to the inspection and approval of such organizations.
              • Experience in the preparation, approval and use of Maintenance Programmes and other appropriate aircraft engineering documentation.
              • Comprehensive knowledge of certification procedures of aircraft, maintenance facilities, and aircraft maintenance reliability programmes, composites and structure repairs; moderate aircraft accident and incident investigation; experience in general aviation.
              • Knowledge of airworthiness aspects related to MEL, RVSM, CATII/III, ETOPS and other operational approvals.
              • Thorough knowledge of ICAO Annex 6 โ€” Operation of Aircraft, Annex 7 โ€” Aircraft Nationality and Registration Marks, Annex 8 โ€” Airworthiness of Aircraft, Annex 16 โ€” Environmental Protection and Annex 19 โ€” Safety Management, ICAO documents regarding aircraft maintenance and airworthiness.

                Desirable

              • Certificate in ICAOโ€™s Universal Safety Oversight Audit Programme, Continuous Monitoring Approach (USOAP CMA) Computer Based Training (CBT) course before being assigned to the position.
              • Experience in maintenance engineering, design or manufacturing organization.
              • Familiarity with safety management systems and their application in the aviation industry.
              • Experience as an auditor / quality monitor in an international environment.
              • Participation in airworthiness-related subject matter expert groups.
