The Organizational Setting
ICAOโs Capacity Development and Implementation Programme provides advice and assistance in the development and implementation of projects across the full spectrum of civil aviation aimed at the safety, security, environmental protection, and sustainable development of national and international civil aviation.
The Air Navigation Bureauย (ANB) is responsible for developing and updating the majority of Standards and Recommended Practices (SARPs) related to air cargo certification, which are contained within Annex 6 โ Operation of Aircraft, Annex 8 โ Airworthiness of Aircraft, Annex 17 โ Security (managed by the Air Transport Bureau), Annex 18 โ The Safe Transport of Dangerous Goods by Air, and Annex 19 โ Safety Management. Within ANB, the Operational Safety, Cargo Safety, and Safety Management Sections manage, and support Panels of the Air Navigation Commission and expert groups related to cargo safety.
To provide technical assistance to States in the certification and safety oversight of air cargo operations to effectively implement relevantย Annexes, ICAO has developed theย Implementation Pack (iPack)ย delivery model. iPacks include all necessary components for achieving their goal, including ICAO documents, standardized training courses, tools, a dedicated subject matter expert working either remotely or on-site with the national iPack team.
For purposes of this job description, the national ICAO Government Safety Inspector Operations โ Air Cargo Certificationย (ACC) iPack team is comprised of representatives from the Civil Aviation Authority, i.e.ย aviation safety inspectors tasked with the certification of air cargo operations. These team members are charged with air cargo certification and oversight tasks during and after the ICAO SME assignment period.
Major duties and Responsibilities Function 1 (incl. expected results)
Lead theย ICAO Government Safety Inspector Operations โ Air Cargo Certification (ACC) iPack team byย introducing members to the requirementsย contained in Annexes 6 (Part 1), 8, 17, 18, and 19, and guiding them in the development of appropriate regulations, procedures, and guidance materials for inspectors to conduct certification and oversight activities, achieving results such as:
- Familiarize the iPack team with the requirementsย contained in Annexes 6 (Part 1), 8, 17, 18, and 19, and familiarize them with related guidance material.
- Explain to the iPack team the Standardsย contained in the Annexesย and regulations required for certification and continued safety oversight of air cargo operations.
- Lead the iPack team in theย development or refinement of internal guidance, policies, and procedures that address standards and regulations for the certification and continuing oversight of air cargo operations, the five phases of the certification process, and the safety oversight system for certificated air cargo operations. Lead the ACC iPack team in identifying and addressing deficiencies in the CAA air cargo certification and oversight system, achieving results such as:
- Explain to the iPack team theย requirements of an air cargo operatorโs manual system and applicable documentation.
- Lead the iPack team in the development or refinement of internal guidance, policies, and procedures that address the requirements of an air cargo operatorโs manual system and documentation, the CAA inspectorโs role in reviewing air cargo-related manuals and documents. Explain to the ACC iPack teamย the role of the CAA inspector in conducting demonstrations and inspections to ensure air cargo operations comply with applicable CAA regulations, guidance and safe operating practices, achieving results such as:
- Explain theย role of the CAA inspector in conducting demonstrations and inspections to ensure air cargo operations comply with applicable CAA regulations, guidance and safe operating practices.
- Lead the iPack team in the development or refinement of internal guidance, policies, and procedures that address the applicable Standards, regulations, and guidance for the Demonstration and Inspection Phase, air cargo-related inspection elements, areas, policies, and procedures, and the CAA inspectorโs role in conducting demonstrations and inspections. Lead the ACC iPack team inย specifying the requirements for approving a training programme for an operator adding air cargo transport to its operations, achieving results such as:
- Lead the iPack team in the development or refinement of internal guidance, policies, and procedures that address the requirements for an air cargo operations training programme, the five-step training programme approval process, review of an operatorโs proposed air cargo training programme for initial approval, and conducting inspections and evaluations of an operatorโs initially approved air cargo training programme for final approval. Function 5 (incl. expected results)
Explain to the ACC iPack team the CAA inspectorโs responsibilities for evaluating air cargo operations during transport of special cargo and dangerous goods, and to identify major aspects of the Certification Phase for air cargo operations, including the preparation and issuance of revised operation specifications and continuing safety oversight of air cargo operations,ย achieving results such as:
- Lead the iPack team in the development or refinement of internal guidance, policies, and procedures that address special cargo and their inclusion in an operatorโs manuals and documents, dangerous goods and their inclusion in an operatorโs manuals and documents, and the CAA inspectorโs responsibilities for evaluating air cargo operations during transport of special cargo and dangerous goods.
- Lead the iPack team in the development or refinement of internal guidance, policies, and procedures that address major aspects of the Certification Phase for air cargo certification, the preparation and issuance the amended operation specifications, assembly and retention of the air cargo certification report, and the CAA responsibilities for continuing safety oversight of air cargo operations. Function 6 (incl. expected results)
Coordinate, organize, manage, and report on the successful deployment of the ACC iPack, achieving results such as:
- If necessary, provide advice to the authority on the composition of the ACC iPack team.
- Prepare for the successful start of the iPack deployment such as gaining access to all iPack materials and information, familiarize with all iPack materials, and gather stakeholdersโ contact information. Obtain briefings from ICAO HQ.ย Operational Safety, Cargo Safety, and Safety Management Sections of the Air Navigation Bureau (ANB), Capacity Development and Implementation (CDI) Bureau, ICAO Regional Technical Officers, and iPack State Focal Point. Prepare presentations, organize and conduct the kick-off meeting and closing meeting.
- Analyze the needs survey and prepare the iPack work plan accordingly in coordination with the Regional Technical Officers for the approval and signature by the Senior Manager of the authority to which the iPack is deployed.
- Coordinate the list of GSI AC course participants with the State Focal Point and submit it to ICAO CDI.
- In addition to regular work sessions, upon request from the iPack team, prepare for and conduct meetings.
- Prepare the iPack Deployment Report on the objectives achieved, lessons learned, and additional deficiencies identified.
- Define follow-up actions required and suggested approaches to achieve objectives for implementing Annexes for the air cargo certification and oversight.
- Ensure that the iPack Deployment Report is well edited and formatted.
- Obtain the approval of the iPack Deployment Report from the ICAO Regional Technical Officer(s), ICAO HQ. ACC iPack focal point, and iPack State Focal Point.
- Debrief ICAO at the end of the assignment and provide recommendations for improving the iPack delivery model.
- Performs any other related tasks, as required to address the objectives of the assignment. Impact of The Outcome of the Position
Advisory support will be provided to Member States in ensuring compliance with ICAO provisions for the certification and oversight of air cargo operations.

A first-level university degree, preferably in Aviation, Engineering, or in a related technical discipline. A technical qualification in aviation such as an Airline Transport Pilot License or Civil Aviation Safety Inspector may be accepted in lieu of the first-level university degree.
Professional experienceEssential
- Considerable experience (ten years or more) in senior position in a CAA Department of Air Operator and Air Cargo Certification .
- Significant experience (three years or more) working as safety operation inspector with a CAA in the certification of air cargo operators.
- Extensive experience as flight operation inspector dealing with flight operation inspections and audit, accident/incident investigation and safety management system, including safe transportation of Dangerous Goods by air.
- Experience in in all aspects of certification and oversight of air operators, such as review of applications, review of manuals, lists, demonstrations.
- Experience in preparation and responsibility for implementation of rules, regulations, operating manuals and flight and ground procedures related to flight safety inspection and certification.
- Experience in preparation, review and approval of flight operation/training manuals and other documents related to aircraft operation and certification of AOC holder.
- Knowledge of legal responsibilities and administrative procedures for the issuance of documents under the state of registry and state of operator with respect to flight operation.
- Knowledge of the requirements for personnel licensing, flight crew training and maintaining competency.
- Sound knowledge of relevant ICAO Annexes, particularly of Annex 6, related Annexes and guidance material.
- Sound knowledge of CAA OPS and air cargo policies, regulations, procedures, and practices.
Desirable
- Certificate in ICAOโs Universal Safety Oversight Audit Programme, Continuous Monitoring Approach (USOAP CMA) Computer Based Training (CBT) course before being assigned to the position.
- Management or supervisory experience in airline or airport cargo operations or similar experience.
- Experience and certification as a dangerous goods instructor.
- Participation in OPS /air cargo related subject matter expert groups.
- Experience in developing and implementing programmes to enhance safety in civil aviation.
