The Organizational Setting

ICAOโ€™s Capacity Development and Implementation Programme provides advice and assistance in the development and implementation of projects across the full spectrum of civil aviation aimed at the safety, security, environmental protection, and sustainable development of national and international civil aviation.

The Operational Safetyย (OPS) Section in the Air Navigation Bureau is responsible for developing and updating Standards and Recommended Practices (SARPs) for inclusion in Annex 1 โ€“ Personnel Licensing, Annex 6 โ€“ Operation of Aircraft, Annex 7 โ€“ Aircraft Nationality and Registration Marks, and Annex 8 โ€“ Airworthiness of Aircraft. In addition, the OPS Section is also the steward of both PANS โ€“ OPS and PANS โ€“ Training. The OPS Section also contributes to the ICAO Global Aviation Safety Plan and the ICAO Universal Safety Oversight Audit Programme (USOAP), manages safety recommendations addressed to ICAO, conducts and participates in seminars on subjects within its technical mandate. Furthermore, the OPS Section manages and supports Panels of the Air Navigation Commission and expert groups.

To provide technical assistance to States in establishing and enhancing their safety oversight systems to effectively implement Personnel Licensing-related SARPs, ICAO has developed theย Implementation Pack (iPack)ย delivery model. iPacks include all necessary components for achieving their goal, including ICAO documents, standardized training courses, tools, a dedicated subject matter expert working either remotely or on-site with the national iPack team.

For purposes of this job description, the national ICAO Government Safety Inspector โ€” Personnel Licensing (PEL) iPack team is comprised of representatives from the Civil Aviation Authority, i.e. CAA licensing office staff and aviation safety inspectors, who are involved in Personnel Licensing activities. These team members are charged with Personnel Licensing tasks and the development, implementation, and oversight of the PEL system during and after the ICAO SMEย assignment period.

Major duties and Responsibilities Function 1 (incl. expected results)

Lead the ICAO Government Safety Inspector โ€” Personnel Licensing (PEL) iPack team in establishing and maintaining a CAA PEL system as per Annex 1 requirements, achieving results such as:

  • Explain to the iPack team theย personnel licensing requirements ofย Annex 1 and familiarize them with related guidance material.
  • Lead the iPack team in either drafting or reviewing and refining the nationalย stakeholder management strategy that addresses the five functional areas of personnel licensing, which are examination, licensing, training, regulation, and administration.
  • Guide the iPack teamย in either drafting or reviewing and refining of appropriate regulations, procedures, and guidance materials for inspectors to conduct their certification and oversight activities.
  • Head the iPack team inย identifying and addressing deficiencies in the personnel licensing system. Function 2 (incl. expected results)

    Lead the PEL iPack team inย the development of training, knowledge and skill testing materials for flight crew and other applicants as prescribed in Annex 1,ย obtaining knowledge testing services from an outside provider, and managing a knowledge testing system, achieving results such as:

    • Lead the iPack team inย the development or refinement of internal guidance, policies, and procedures that address the delegation of specific testing functions, creation of effective knowledge tests, training for staff, and creation or refinement of knowledge test guides.
    • Leadย the iPack team in administering, grading, and documenting the results of knowledge tests.
    • Guide the iPack team in the development or refinement of internal guidance, policies, and procedures that address the responsibilities of the PEL office, creation and updates to the knowledge testing bank, establishment of applicant performance standards, and system to record testing results.
    • Lead the iPack team in conducting flight crew licence and maintenance technician skill tests.
    • Guide the iPack team in theย development or refinement of internal guidance, policies, and procedures that address the standards for skill testing, skill test design, issuance, and applicant performance standards, language testing procedures and applicant performance standards, and qualifications for testing staff and examiners. Function 3 (incl. expected results)

      Lead the PEL iPack team in the evaluation of licence applications, achieving results such as:

      • Lead the iPack team in evaluating a licence application for completeness and accuracy and determine if an applicant is eligible.
      • Guide the iPack team in the development or refinement of internal guidance, policies, and procedures that address notifying applicants of the CAAโ€™s documentation requirements, PEL inspector job aids and check lists, applicantsโ€™ ID requirements, standardized application forms for flight crew and non-flight crew applicants, and detailed review of each application. Function 4 (incl. expected results)

        Lead the PEL iPack team toย ensure the compliance and enforcement system is aligned with the process and systems for the issuance of licences andย validation and conversion of foreign licences,ย achieving results such as:

        • Lead the iPack team in determining the appropriate document to be issued based on the skill test results.
        • Guide the iPack team in the development or refinement of internal guidance, policies, and procedures that address the issuance, renewal, and reissuance of a licence, rating, or authorization, issuance of a letter of discontinuance. issuance of a letter of denial, format of the licence, andย determination whether a licence, rating, authorization, or certificate may be issued.
        • Head the iPack team in the validation and conversion of foreign licences.
        • Guide the iPack team in the development or refinement of internal guidance, policies, and procedures that address four ways to convert a flight crew licence, three ways to convert an AMT licence, verification of a licence issued by another State, and identification of licences, authorizations, or ratings that are eligible for conversion. Function 5 (incl. expected results)

          Lead the PEL iPack team toย suspend or revoke a licence, achieving results such as:

        • Experience in developing and implementing programmes to enhance safety in civil aviation.
      • Experience in international technical assistance or cooperation projects. Languages

        Essential

        Fluent reading, writing, and speaking abilities in English.

        Desirable

        Knowledge of any of the other languages of the Organization (Arabic, Chinese, French, Russian or Spanish). CONDITIONS OF EMPLOYMENT
