The Organizational Setting

Under the direction of Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) is responsible for the development, implementation, monitoring, evaluation, and closure of Technical Assistance (TA) and Technical Cooperation (TC) projects. It drafts agreements and aids in creating country-specific and regional projects and programs by identifying priority areas, developing objectives, activities, and deliverables, setting timelines, and specifying budgetary requirements.ย 

Additionally, under the direction of the CDI Director, the Field Personnel Section (FOS/FRU) recruits international experts to implement Capacity Development and Implementation projects across various Civil Aviation fields and manages the ICAO Roster of Experts.

Major duties and Responsibilities Function 1 (incl. Expected results)

Assist state civil aviation authority in development and administration of environmental policies and procedures, training and audit programmes in compliance with state environmental regulations.ย ย ย ย ย ย ย ย ย ย 

Function 2 (incl. Expected results)

Prepare environmental studies in support of airport improvement or development projects (such as cultural resource investigations, air quality modelling, wetlands delineations, endangered species surveys, and compatible land use planning studies).

Manage compliance with applicable state and local environmental rules and regulations.

Function 4 (incl. Expected results)

Make assessments of the ICAO basket of measures to identify mitigation measures applicable to the national aviation context to reduce CO2 emissions, including from airport operations, and provide guidance and support to prioritize the list of measures. Draft report on the recommended measures.

Perform site assessments, field investigations, field sampling, other environmental survey activities and activities associated with remediation and mitigation efforts.

Collect, compile, and analyse data for evaluation and interpretation in the development recommendations of courses of action.

Develop, implement, and monitor pollution prevention, green initiatives and sustainability policies.ย

Conduct on site environmental inspections of all airport, tenant, contractor and contract personnel operations and premises.

Qualifications and Experience Education

First level university degree in environmental science or related field.

Essential

ย Experience (5 or more years), rising to a senior level of responsibility, in the planning, direction, administration and management of environmental programmes within a national/international aviation organization. Familiar with the Action Plan concept from the ICAO Doc 9988 โ€œGuidance on the development of Stateโ€™s Action Plans on CO2 Emissions Reduction Activitiesโ€ and good knowledge of the ICAO publications on Environment including the Annex 16 of the ICAO Convention.ย  Previous experience in the establishment of baselines for fuel consumption and CO2 emissions in the aviation industry or for a State.ย  Previous experience in the definition/ estimation of projected fuel consumption and CO2 emissions in the aviation industry and understands the best measures for States for mitigating CO2 emissions. Ability to assess the benefits, costs and risks related to those measures. Knowledge of aircraft performance, operational procedures and Air Traffic Management such as PBN, CNS/ATM system CCO, CDO, etc., and market-based measures as they relate to environmental control. Knowledge of the main ICAO policies and regulations in the afore-mentioned areas.ย  Knowledge on alternative aviation fuels programme is highly desirable.ย  Familiarity with inventory techniques for aviation emissions and alternative energy sources. Thorough knowledge of the policy framework and strategic issues facing international civil aviation and the environment and of the activities of international organizations active in related fields, particularly in respect of climate change. Familiarity with the work and relevant legal framework of other international bodies active in the environmental field with relevance to ICAOโ€™s work, in particular the UNFCCC. Languages

A good command of oral and written English.

Desirableย 

A working knowledge of French or another official language of the Organization (Arabic, Chinese, Russian, or Spanish). CONDITIONS OF EMPLOYMENT
