The Information, Counselling and Legal Assistance (ICLA) programme of the Norwegian Refugee Council is a leader in legal protection within the humanitarian sector. It works with people forced to flee so they can understand and navigate legal frameworks to claim and exercise their rights and find solutions. The Global ICLA Lead is the senior humanitarian expert in the programme responsible to provide leadership and strategic direction for ICLA activities in the organisation.

The Global ICLA Lead is based in the Programme Policy and Development (PPD) unit, in the Field Operations department at Head Office, Oslo, and reports to the Director of the unit. The PPD unit elaborates NRCโ€™s response policy, develops accompanying strategies, and provides the required guidance that enables NRC to implement quality humanitarian assistance. To ensure that NRC is a leading displacement organisation, the PPD unit continuously explores new areas, fosters knowledge and learning, and is NRCโ€™s programme face to the global humanitarian community.

What you will do:

You will act as the organisationโ€™s strategic leader for ICLA and will be responsible for the implementation of the Global ICLA Development Strategy. You will be accountable for ensuring the scope, quality, and relevance of the ICLA programme approach. You will ensure continuous development and improvement of the ICLA programme, including policy, strategy, standards, and will produceย technical guidance and tools to support implementation. You will develop evidence and learning; and coordinate the sharing of knowledge and expertise related to ICLA within NRC at all levels. You will also develop and maintain strategic-level external relationships and networks within the legal protection sector and be responsible for fundraising to ensure implementation of the Global Development Strategy.

You will engage with regional and country colleagues, primarily through the technical line, to get input, exchange experiences, share work, conduct pilots, develop trainings and guidance, fundraise, etc. This will be done both remotely and through visits, face-to-face workshops and seminars at country, regional or global level.

Working in a multidisciplinary team of humanitarian experts with exciting opportunities to collaborate across the humanitarian sector. Coordinating/technical management of a team of 5 ICLA regional advisers covering more than 35 country operations. A full-time, 1.5 years contract (Mid-June 2023 โ€“ End of 2024) with Oslo, Brussels, Berlin or Geneva as possible duty stations.ย  Salary and benefits according to NRCโ€™s salary scale and terms and conditions in the preferred duty station.ย
