The purpose of a Finance Officer is to implement delegated area of responsibility.ย 

The following is a brief description of the role:

Generic responsibilitiesย 

These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential.ย 
Details belong in the Work and Development plan.

1. Support and Implement NRCโ€™s systems and procedures at area level.
2. Support the adherence to NRC policies, handbooks, guidelines, and donor requirements.
3. Ensure proper filing of all support documents.
4. Support line supervisors in procedures and require support team training.
5. Support the supervisor for the Management of Area offices financial team.ย 
6. Support the management to Implement anti-corruption policy.

Specific responsibilitiesย 

Accounts and Banking

โ€ข Looking after and management of the Cash and Bank management of the West Area Office, including the forecasting.
โ€ข Management of the bank account of West Area Office. And making the forecast for the projected data.
โ€ข Make sure that financial internal controls are in place while the banking and cash system is working.
โ€ข Post the entries on daily basis to Agresso. Make sure that Data has proper correct codes and as per the projectย 
documents.
โ€ข Prepare the regular Agresso Bank reconciliations for all the balance sheet items.
โ€ข Proper close of the projects and year-end close.
โ€ข Enter the Agresso rebooking, and keeping proper record of it.
โ€ข Devise a system so that all the vouchers are safely preserved.
โ€ข Train the staff on the Agresso and excel tools.

Budget & Report:

โ€ข Preparation of the financial reports.
โ€ข Support the program team to understand the financial reports and provide them with training.
โ€ข Monthly meetings with the program team and support the program team to make the forecast.
โ€ข Verify the purchase requests and payment requestsย 
โ€ข Ensure proper and adequate filing system for financial documents
โ€ข Download the BvA weekly basis and share with the relevant staff
โ€ข Prepare the Project BVAs and do any rebooking, with the supporting documents
โ€ข Draft the new budgets. Check the Agresso for any reclassification.
โ€ข Other task related to the project budgets like any realignment and updating the Agresso for project follow-up.

โ€ข Experience from working as a Finance Officer in a humanitarian/recovery context will be preferred.
โ€ข Previous experience from working in complex and volatile contexts
โ€ข Documented results related to the positionโ€™s responsibilities
โ€ข Knowledge about keeping the bank accounts and record keepingย 
โ€ข Reasonable knowledge in English, both written and verbalย 
Context/ Specific skills, knowledge and experience:ย 
โ€ข Knowledge of the context in Libya
โ€ข Fluency in Arabicย 
โ€ข Experience with start-up, exit or similar
