Context

Around 12,000 men and women work for NRC, most hired locally to work in the field, and a small number based at head office in Oslo or working globally.ย  ย 

NRCs Field Operationsโ€™ department overall global responsibilitiesย include; a) global programme development and policy, b) overall preparedness and emergency responseย capacity, c) monitoring, assessment and start-up of new emergency programmes/ country operations, d) strategic and operational direction on security risk management and crisis management and e) strategic development and oversight of regions, f) innovation, PCM and grants management.ย 

The FO department in Head Office is made up of four sections and this position sit in the Strategy, Innovation and Support (SIS) section, whichย employs staff supporting and leading some workstreams in the Department such as finance and administration, in addition to grants management and Project Cycle Management specific staff that supports either the Department or globally.ย ย 

Theย Strategy, Innovation and Support sectionย is responsible for developing FOโ€™s overall strategy,ย budget and action plans โ€“ and for coordinating and reporting on results. Further, the sectionย is responsible for developing the departmentsโ€™ย monitoring and evaluation of strategy progress and learning, leads the finance process across the department in HO covering all sections, including the annual budgeting process and support to the functional directors in monitoring of financial results.ย  The section also provides support to the FO Director in the annual budgeting and resource allocation process towards the Regions,ย as well as provision of programme and finance data/ analysis throughout the year.ย ย

What we are looking for: ย 

The Field Operations department at Head Office level manages annuallyย a number of externally funded projects, most supporting programme development initiatives globally with some with direct implementation in country offices. Development of good practices, relevant financial monitoring tools and ability to manage project portfolios is increasing.ย The purpose of this Financeย Controller role is toย provide financial support to the department including but not limited to budgeting, reporting, internal control, advisory on finance related matters and ensuring compliance to NRC policies and procedures.ย The position will be working with global projects managedย by the Field Operations department with implementation at the global,ย regional and country offices level, in addition to global projects and initiatives funded by multiple donors.ย ย 

What you will do:

Implement NRCโ€™s financial systems and procedures.ย  Support andย monitor compliance with the Finance handbooks and NRCย policies and implement quality assurance and control forย FO managedย global projectsย which areย implemented atย theย country office level.ย  Provide Financial advice and technical support to FO budgets holders andย conduct trainingsย andย capacity development when necessary.ย  Responsible for donor projects budget reviews, monitoring,ย spending plans financial reporting and year-end closing.ย  Responsible for bookkeeping assurance of FO managed external grants.ย  Responsible forย FO managed corporate/private sector projectsย financial overview,ย monitoring and coordination with the External Relations department.ย  Contribute to the development ofย financial procedures,ย toolsย and efficientย financial management approachesย for use in complex or multi-donor projects.ย  Follow up on external and project audits.ย  Ensure thatย the best financial practices areย identified, documented, andย disseminated within the department.ย  Provide regular Finance analysis and reports for the department as assigned by the Head of Finance.ย ย

Strong financial and analytical skillsย  Experience from large/complex or multi-applicant projects with stringent donor rules is veryย advantageousย  Experience from working in a technical Finance positionย and with projects implemented at country level with exposure to financial monitoring tools, complex project funding etc.ย  Documented results related to the positionโ€™s responsibilitiesย  Fluency in English, both written and verbalย  Understanding and experience using Agresso/Unit4 is an advantageย 

Specific competencies/experience:ย 

Experience withย complexย donors will be an advantage.ย  Experience from NRC especially at country level will be veryย advantageousย
