Field Associate

Organizational Setting and Work Relationships
The Field Associate is normally supervised by the (Senior) Field Officer or Head of Office and performs a variety of functions related to Field activities within the office. The supervisor defines general work objectives and provides necessary advice and guidance. The Field Associate may supervise some General Service support staff.
The incumbent keeps frequent internal contacts with staff members in the same duty station to exchange information, to establish understanding of respective needs; to ensure provision of services and resolution of problems and with the external contacts generally with officials of national and international institutions, leaders of the refugee community, local population and/or Implementing Partners (IPs) on subject matters which may be of importance to the Organization.

Duties
- Monitor the situation in the AoR, collect data and other information relevant to UNHCR and report to the supervisor accordingly.
- Monitor the implementation of UNHCR programme including the delivery of all assistance items and monitoring of infrastructure.
- Undertake regular visits to various sites in order to assess needs of persons of concern, with particular attention to vulnerable groups.
- Keep regular contacts with local authorities and implementing partners as requested by supervisor.
- Act as interpreter when required.
- Contribute to the preparation of status and progress reports by providing info, preparing tables, etc.
- Assist in administrative tasks as required such as preparation of reports and meeting authorized personnel and assisting them during field missions.
- Inform and act on the reports received on persons of concern within the refugee community or from the local authorities.
- In coordination with implementing partners, assist in the reception, registration and provision of assistance to persons of concern to UNHCR.
- Negotiate with local authority counterparts, partners and populations of concern.
- Represent UNHCR in physical monitoring of projects.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).
- Perform other related duties as required.

Desired Candidate Profile The UNHCR Representation in Venezuela works through the Country Office, three Field Offices (Maracaibo, San Cristobal, Guasdualito) as well as three Field Units (Caracas, Santa Elena de Uairen, and Puerto Ayacucho). UNHCR Field Unit in Carupano covers Sucre state and occasionally neighboring Bolivar, Monagas, Anzoategui and Delta Amacuro States and supports essential services and community-based interventions to strengthen self-management of heightened protection risks, including human trafficking and gender-based violence. Moreover, it implements directly and with its partners community mobilization activities with community leaders and volunteers on activities focused on awareness, prevention/mitigation, and response pathways. Furthermore, it supports community spaces and infrastructure as complementary interventions to facilitate community-based activities. UNHCR in Venezuela is working through a community-based approach to prevent displacement, mitigate protection risks and support resilience of affected communities. UNHCR works closely with operational and implementing partners and coordinates activities with local authorities, including the Office of the Ombudsperson, CONARE (National Refugee Commission), Civil Registry, as well as regional and municipal authorities, among others. This position will be under the direct supervision of the Deputy Representative (Operations), who will provide regular guidance on issues concerning protection, programme, inter-agency coordination, administration, external relations, etc. Advice and operational support may also be received from Protection, Programme and any other functional units in Branch Office Caracas. The incumbent of this position represents UNHCR at the field level and his/her primary role is to manage UNHCR’s ongoing activities and issues of concern in an effective and efficient manner which supports the overall mandate of the Office. The desired candidate should have solid operational experience in humanitarian/social issues, excellent coordination and inter-agency skills. The candidate should have management skills, as it will be leading the Field Unit staff and assets in Carupano. The incumbent must have experience liaising with government authorities and other organizations. The ideal candidate should be results-oriented, able to plan their activities effectively, possess problem-solving skills. The staff member works to promote access to rights, as well as responding to rights violations, mainstreaming protection as a cross-cutting theme as part of the protection response. S/he supports protection monitoring through household visits, community meetings, and engagement with key informants and partners while mainstreaming human rights, community-based protection, age, gender and diversity approaches and ensuring accountability towards affected populations. S/he will conduct assessments and contribute to documents such as thematic briefing notes/assessments, protection profiles, and mission/operational reports. As such, the candidate should have good analytical and drafting skills. The incumbent will be participating in field missions in remote and difficult living conditions area, to support the identification of persons with specific needs through individual assessments as well as making referrals to UNHCR and partners. The candidate must have experience supporting the planning and implementation of protection services through activities implemented by UNHCR and partners, monitoring the impact, gaps and challenges. The candidate is expected to have good coordination, organizational, and multi-tasking skills. Experience in monitoring project implementation would be an asset. Experience in protection and individual case management would be an asset. The incumbent must have good partner management skills, communication skills, and an ability to manage multiple priorities and short deadlines.
