Standard Job DescriptionField Assistant Organizational Setting and Work Relationships The Field Assistant is normally supervised by the Field Officer/Associate and performs a variety of functions related to Field activities within the office. The supervisor exercises close control and regular review of the work processes and provides regular advice and guidance. The incumbent keeps frequent internal contacts with staff members in the same duty station to exchange information and with the external contacts generally with officials of national and international institutions, leaders of the refugee community, local population and/or Implementing Partners (IPs) on routine subject matters under the direction of the supervisor. All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCRยฟs core values of professionalism, integrity and respect for diversity. Duties - Assist in administrative tasks as required such as preparation of reports and meeting authorized personnel and assisting them during field missions. - Act as interpreter in the exchange of routine information, contribute to related liaison activities and respond directly to routine queries. - Collect data and other information relevant to UNHCR and report to the supervisor accordingly. - Keep regular contacts with local authorities and implementing partners as requested by supervisor. - In coordination with implementing partners, assist in the reception, registration and provision of assistance to persons of concern to UNHCR. - Liaise with local authority counterparts, partners and populations of concern. - Direct incidents and problems to the supervisor when they cannot be resolved at their level. - Perform other related duties as required. Desired Candidate Profile The incumbent performs a variety of functions related to field activities within the office and provides support in protection matters in the context of information provision and monitoring activities and/or any other priority as required under the UNHCR Greece strategic directions. The candidate should have experience in liaising with counterparts within the organization and outside the duty station, as well as with partners and other stakeholders to collect information, monitor protection standards in reception conditions, undertake focus group discussions with asylum seekers and beneficiaries of international protection and implement administrative requirements. Demonstrated awareness of the local political and security challenges which may impact the relevant activities is an asset. S/he is needed to have sound demonstrated skills in dealing with Greek authorities and other stakeholders in the operation. The incumbent will be expected to be able to deal with multiple tasks in a courteous and result-oriented manner, often with short deadlines and fluctuating workload. Flexibility and availability to work during weekends or out of working hours as per need is required. Ability to work as part of a team in a diverse work environment is one of the key competencies. The function also requires strong analytical skills, precision, accuracy and personal integrity.
The incumbent shall support the office with the relevant supply and program related tasks in coordination with the Sub-office and the Country Office. Experience in supporting interventions implemented directly by UNHCR, including monitoring and analysis of the direct implementation budgets and spending trends, coordination and management of NFIs and purchasing plans. Knowledge of financial and budgetary rules and procedures, excellent knowledge of Excel and experience in relevant processes (requisitions, vouchers, reports, partnership transactions) are desirable as well. Previous work experience with UNHCR is an asset, while work experience in humanitarian interventions supporting refugees and asylum seekers on the Greek islands is desirable. Knowledge of Greek and English languages at minimum C1 level is mandatory. Good knowledge of other languages frequently spoken by refugees on the island, such as French and Arabic, is desirable. Having a driving license is an advantage.

Nature of Position:

Greece has been one of the main entry points of refugees wishing to reach the EU. UNHCR has supported - and will continue doing so - the Government, which leads the refugee response working closely with the EU, state and municipal actors, UN agencies, international and local NGOs, refugees, local communities. While Greece is still considered a transit country, it has also become a country of asylum. UNHCR estimates that some 70,000-80,000 refugees, including those with subsidiary and temporary protection status, are currently living in Greece, in addition to some 30,000 asylum-seekers. While most refugees and asylum-seekers are in the mainland, living in and outside camps, there are currently over 4,500 in the islands. The large majority of the latter live in camps. UNHCR Greece is focused on a protection-driven approach around two pillars: 1. access to international protection and 2. durable solutions with a focus on integration. UNHCR uses a mix of operational engagement, CB protection efforts, expert advice provision to the Government, monitoring and improved data collection, targeted interventions and advocacy, aiming to support Greece in fulfilling its obligations to provide protection and solutions to persons in need of international protection. Child protection, prevention of sexual and gender-based violence and sexual exploitation and abuse, and institutional capacity strengthening in these areas will continue to be priority, in line with the Officeโ€™s age, gender and diversity mainstreaming approach. In doing so, UNHCR seeks to build on the strengths and capacities of refugees, working together and in consultation with them.

The Field Assistant is supervised by / reports to the Head of Field Office in Samos and performs a variety of functions related to field activities within the office. Regular presence and support for the operation at Samos Closed Controlled-Access Centre (CCAC) is required, although performing in other field locations on the island or participating in missions to other locations may be relevant as per need.

Living and Working Conditions:

Samos is a family duty station, classified as H by ICSC. Public Transportation and medical facilities are well-developed and easily accessible. The climate can be described as Mediterranean, with hot and dry summers and cool and mild winters.

In accordance with UNDSS security risk assessment, the whole Greek operation is classified as Security Level 2 (low). Security Clearance is required for travelling in the country.
