Standard Job DescriptionEmergency Fundraising Officer Organizational Setting and Work Relationships The incumbent will ensure PSP is aware of upcoming, ongoing, active and protracted emergencies, and is well prepared to quickly respond through its numerous markets with a targeted, innovative private sector fundraising response. This will entail constant liaison and follow up with several key actors; and following news, key developments, analytics, as well as assess and test with others, innovative approaches. S/he will make sure well-functioning systems are in place, that connect, bring together and ensure the right support from key actors for a well-oiled response organisation wide. The Emergency Fundraising Officer will need to be operationally savvy, have good communication skills, and be able to develop messaging that can be used worldwide for dedicated fundraising through emergency appeals, digital outreach, thematic approaches etc. The incumbent together with other PSP/UNHCR colleagues and external partners, when required, will need to constantly look for ways to better leverage emergencies, break through the noise, and develop cutting edge approaches which will increasingly improve UNHCRยฟs positioning, awareness raising, brand and income. The incumbent will also have to be alerted to identify key opportunities, and reputation risks which could negatively impact UNHCRยฟs fundraise potential. S/he will function working as part of a team and reporting to an emergency fundraising officer responsible for coordination, under the overall supervision of the Chief of Emergencies and Marketing and work in coordination with the PSP sections (content, marketing, campaigns, IG and PPH and digital) both in HQ and in the regional offices. All UNHCR staff members are accountable to perform their duties as reflected in their job description. Duties - Monitor developing crises, prepare for and support the launch and running of global and market-level emergency fundraising (thematic) appeals, by gathering information and drafting timely updates. - Contribute to maintaining a portfolio of ongoing crises that the PSP network is fundraising for, ensuring the timely distribution of situation updates, budget needs, budget space and funding updates. - Support the implementation of standard operating procedures within PSP and within UNHCR globally to ensure funds are raised and audiences are engaged in the most timely and efficient manner. - With other actors, constantly explore ways of approaching emergencies in innovative manners, to ensure UNHCR stands out in a very competitive environment, increase brand awareness and ensure audiences gain further trust in the organisation. - Explore, identify and lead/support the development (with others) of thematic emergency appeals (climate, health, SGBV and more) - Support liaison with the PSP network, including UNHCR PSP Offices and National Partners, to help respond to the marketsยฟ requests and queries in a timely manner and sustain their emergency fundraising efforts. - Help strengthen fundraising communications for the PSP network and related donor audiences during emergencies, developing messaging, information, data, analysis and follow up reporting. - Provide specific support to strengthen engagement and fundraising opportunities with companies, foundations and philanthropists (PPH donors) during emergencies. - Ensure the Emergencies Community in SharePoint is kept up to date and usage by markets and other UNHCR staff is promoted and facilitated. - Participate in operational task forces, emergency task forces where available, thematic and DER-wide meetings and donor briefings to ensure PSP is represented and PSPยฟs voice included, and interests and needs taken into account as widely as possible. - Contribute to the response to PSP communications, marketing and campaign needs. - Maintain engagement with the various operational structures and staff at HQ, in the regional bureaus and the field offices. - Represent UNHCR/PSP if and when required in internal and external meetings/events. - In absence of the Emergency Fundraising Coordination Officer, take over more tasks where required. Additional duties for the coordination specialization: - Monitor developing crises and prepare for, coordinate, launch and oversee global emergency fundraising campaigns. - Put in place and manage standard operating procedures within PSP and within UNHCR globally to ensure funds are raised and audiences are engaged in the most timely and efficient manner - Liaise with PSP network, including UNHCR PSP global offices and fundraising partners to support their emergency fundraising capacity. - Deliver stronger and more consistent fundraising communications for fundraising network and related donor audiences during emergencies, providing messaging, information, data, analysis and follow up reporting: team also provides feedback on specific requests and liaises with the field to ensure harmonized approaches within PSP - Identify key opportunities and reputational risks and keeps key actors and donors informed in a transparent and pro-active manner. - Organise/coordinate or -where already put in place- attend operational taskforces, emergency task forces where available, thematic and DER-wide meetings and donor briefings to ensure PSP is represented and PSPยฟs voice included as widely as possible. - Maintain the portfolio of ongoing crises that the PSP Network is fundraising for ensuring the timely distribution of situation updates, budget space and funding updates. - Keep network abreast of upcoming crises and where possible be prepared before crises hit. - Liaise with National Partners and country operations on donor and other enquiries. - Respond to PSP communications, marketing and campaign needs. - Maintain engagement with the various operational structures and staff at HQ, in the regional bureaus and the field offices. - Provide training and capacity building where required - Represent UNHCR/PSP when required in internal and external meetings/events. - Develop, maintain and keep up to date standard operating procedures around emergency fundraising with PSP network and UNHCR globally - Keep PSP network abreast of internal crises which could potentially negatively impact UNHCRยฟs reputation in the field: ensure proactive outreach, transparent dialogue and timely updates. - Perform other related duties as required. Desirable Extensive understanding of UNHCR operations and the structure of UNHCR, particularly the various bureaux and divisions and how they coordinate during emergency operations. Previous experience with UNHCR. Strong understanding of UNHCR emergency field operations and HQ coordination in these operations, with familiarity with UNHCR's dual protection and assistance mandate. Proven knowledge of and relevant experience in communicating about and reporting on UNHCR activities and key functions (for example, protection, durable solutions, as well as assistance). Experience of developing external communication partnerships. Marketing and digital experience of great added value. Excellent knowledge of UNHCR programme, procedures, processes and exposure to provision of support services in an international organisation. Nature of Position:

UNHCR is engaged in a large number of emergency and protracted crises each year, with the number of people of concern to the organization growing exponentially. All the while there seem to be fewer solutions and options available to refugees and other displaced and affected populations. The scope of both the emergency and normal operations exceed the funds available, and UNHCR has to expand its efforts to raise funds from diversified sources. Capitalizing on such emergencies in a timely and efficient manner is key and requires organisational commitment and engagement.


UNHCR 's capacity needs to be beefed up to adequately leverage these key emergency moments, and ensure UNHCR 's senior management, communications, Regional Bureaus, Country Operations, Divisions are all aligned and well-coordinated to rapidly and efficiently fundraise in times of crisis, and DER and UNHCRโ€™s overall external engagement colleagues, particularly those responsible for donor relationship management and resource mobilization, are aware of upcoming, breaking and ongoing emergencies, and are well prepared to quickly respond through targeted, nimble and integrated external engagement approaches.

The Emergency Fundraising Officer (P3) in the DER Emergencies and External Engagement Section, under the DER Director and reporting to the Chief of Section, would ensure coordination across DER Services and Sections (Private Sector Partnerships Service, Donor Resources and Resource Mobilisation Service, Global Communication Service and more), DESS, other Divisions in HQ and with Regional Bureaus and Country Operations. This will entail constant liaison and follow up with a number of key actors; and following news, key developments, analytics and more on a regular basis. The Emergency Fundraising Officer will make sure well-functioning systems are in place, which connect, bring together and ensure the right support from key actors for a well-oiled preparedness and response organisation wide.
