Terms of Reference1. General Background
The international obligations of Tรผrkiye and its national legislative framework on asylum have shaped the form of the current collaboration with UNHCR. Since 1960, UNHCR and Tรผrkiye have been working together in close partnership. Tรผrkiye has provided asylum space for persons seeking refuge, and UNHCR has assisted Tรผrkiye to determine who is in need of international protection and enabling access to rights by these persons. As the main partner of the Turkish State in the field of international protection, UNHCR Tรผrkiye continues to provide legislative and technical support as well as institutional capacity-building support to the Presidency of Migration Management (PMM) and other national institutions.
As regards, Syrian nationals who are hosted in Tรผrkiye under temporary protection (TP) framework for Syrian nationals, refugees and stateless, UNHCRโs work is to support the authorities through the provision of technical assistance and strong public advocacy for enhanced responsibility sharing.
The DAFI (German Albert Einstein Refugee Academic Initiative) higher education scholarship programme has been implemented in Tรผrkiye since 2014 targeting refugees of all nationalities. The programme is implemented in partnership with the Presidency for Turks Abroad and Related Communities (YTB), a Turkish government organisation responsible for the management of the Turkish government's international scholarship programme.
2. Purpose and Scope of Assignment
The incumbent supports UNHCRโs work regarding education and advocacy on all issues related to UNHCR education programmes and strategic directions. S/he normally works under the supervision of the Head of Unit or the direct supervisor. The Education Associate participates in liaising with partners to assess the education context, to develop an implementation plan and to monitor the programme and assess impact. S/he also works in collaboration with in-country education partners to improve access to, and quality of, refugee education at all levels, both formal and non-formal, and may liaise with partners for joint support for education access for refugee and host community children. S/he supports the implementation of education approaches for emerging needs in refugee education, including attention to higher and non-formal education activities. The incumbent supports inter-sectoral linkages with child protection, livelihoods, and other related sectors. The incumbent prepares relevant documentation and follows up on administrative requirements of education projects.
3. Monitoring and Progress Controls
โข Support Higher Education related programmes, with a specific emphasis on the DAFI (Albert Einstein German Academic Refugee Initiative Fund) programme.
โข Assist in the implementation of higher education scholarship and cash grant programmes
โข Contribute to the monitoring of higher education programmes by conducting regular and ad hoc surveys and focus group discussions
โข Support the data collection and analysis efforts for programming and reporting purposes
โข Assist in the overall reporting process, ensuring accurate and timely submission of relevant data
โข Support the organization of online and offline events and meetings related to higher education programmes
โข Provide input to programming activities, suggesting improvements and innovative ideas
โข Perform other duties as required
4. Qualifications and Experience
a. Education
The minimum education requirement for this position is High School Diploma.
b. Work Experience
3 years relevant experience with High School Diploma; or 2-year relevant work experience with Bachelorโs or equivalent or higher
c. Key Competencies
โข Knowledge of refugee protection principles and framework.
โข Fluency in English and Turkish
โข Field experience in education programme implementation and coordination is an asset
โข Demonstrated work experience in refugee education programmes is an asset
โข Experience in project implementation
โข Experience in monitoring and evaluation
โข Knowledge of the higher education sector and refugee context in Tรผrkiye
โข Ability to work effectively in a team
