Standard Job DescriptionAssociate Fleet Management Officer Organizational Setting and Work Relationships The Associate Fleet Management Officer coordinates and supervises activities related to fleet management in the Area of Responsibility (AoR) ensuring compliance with UNHCR rules and procedures, cost-effectiveness and efficiency and professionalism in the management of the fleet. The incumbent reports to a more senior staff member within the domain, exact reporting line may vary depending on the office setup. The position can be located at UNHCR HQ, Regional Bureau, Country/Multi-Country/Field Offices. All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCRยฟs core values of professionalism, integrity and respect for diversity. Duties - Analyse the existing fleet (with Peak-of-Peak method) and ensure that it is optimally aligned with the operational needs for delivery of protection and assistance to persons of concern (POC). Provide in-depth analysis periodically. - Advise the office(s) on maintaining an appropriate-sized fleet and how to optimise vehicle use though a pool or allocation system. - Compile vehicles needs within the AoR while working with key stakeholders in projecting vehicle requirements based on standard or such industry acceptable methodologies. - Work with key counterparts in receiving, distribution, tracking of vehicles, accident, and incident reporting and schedule vehicles for service. - Oversee that an updated inventory of all UNHCR vehicles is maintained and work closely with Asset Management colleagues consolidate vehicles for disposal and process disposal procedures with relevant Government authorities. - Develop fleet management replacement strategies within the AoR considering UNHCR short, - and medium-term requirements. Establish and maintain the system of preventive maintenance and repairs of all vehicles, ensuring that repairs meet manufacturerยฟs specifications and requirement of UNHCR. - Assess technical capacity of local commercial electro-mechanical workshops or service providers for vehicle servicing and repair, ensuring frame agreements are entered into with such parties for the purposes of timely servicing and/or repair of both light vehicles and trucks owned by UNHCR and other United Nations Agencies within the AoR. Perform market surveys for identification of suitable 3rd party logistics service providers including those of both light and heavy vehicles for rental and manage their performance. - Quality check workshops to ensure the quality of work and that work is carried out according to invoice/s. - Oversee the status of maintenance and repair works on vehicles. Provide recommendation for acquisition, maintenance and replacement of fleet assets and parts. - Put in place fleet management key performance indicators relevant for the Operation. - Monitor the quality and accuracy of and the regular update of fleet data (mileage, fuel consumption, M/R data) in relevant business systems for all vehicles within the AoR. Compile and regularly analyse statistical information, identify trends and developments in fleet related matters, prepare reports on mileage, fuel consumption etc., assisting decision making. - Regularly monitor the utilisation and perform updates of the Vehicle Tracking System (VTS) for vehicles within the AoR. - Prepare regular briefings and progress reports on challenges and lessons learnt. - Perform other related duties as required. Minimum Qualifications Education & Professional Work Experience Years of Experience / Degree Level For P2/NOB - 3 years relevant experience with Undergraduate degree; or 2 years relevant experience with Graduate degree; or 1 year relevant experience with Doctorate degree Field(s) of Education Mechanical Engineering; Logistics; Supply chain; Fleet management; or other relevant field. Desired Candidate Profile The candidate should have the knowledge and experience enabling him/her to provide timely and relevant technical monitoring, advice and assessment to senior managers and field operations on vehicle fleet related activities as
well as on the modalities of the Global Fleet Management system. The candidate should the solid experience in fleet and asset management, fuel management, data analysis and interpretation. In additional, knowledge of using the fuel management Platform such Total Extra Net and having experience in administration and finance is an advantage.

The incumbent will support the setting up plans/objectives, performance indicators, taking into consideration cost effectiveness, staff safety, and to establish proficient asset control mechanisms.

Occupational Safety and Health Considerations:

Nature of Position:

Since the conflict in Sudan erupted in mid-April 2023, and according to the latest figures, Chad currently hosts some 230,000 new arrivals (out of which some 192,473 are already โ€œfixedโ€ or counted), this situation has led to the forced displacement, mainly in the sub-prefectures of Borota and Addรฉ, with the main entry points being the localities of Kulbus, Mahamata, Werwerta, Beida, Amdjerema/Dogdorรฉ, Sarafbourgou, Mashiborgho and Maguilta. the situation continues to be tense in Sudan, refugees continue to arrive in Chad, fleeing from Darfur region, especially El Geneina and El Fasher cities.

On 17 May 2023, a Level 2 emergency was declared for the neighbouring countries of Sudan, including Chad. I light of the above, and as the humanitarian situation in Sudan continues to deteriorate, the High Commissioner decided to upgrade the Level 2 emergency to a Level 3 for the Sudan and for the refugee and returnee situation in Chad, Egypt, and South Sudan.

In this context, the operation in Chad reinforces its offices with the necessary capacities to respond effectively to the protection and assistance needs of the new refugees in the existing and new camps and maintain adequate capacity at the various entry points to continue to assist new arrivals.

The Country Office of Ndjamena provides support to the Sub-Office of Abeche including the field offices under its umbrella, Amdjarass, Iriba, Goz Beida, Guereda, Farchana, and the newly field unit of Hadjer Hadid.

Candidates applying to positions in Chad should be prepared to work under challenging conditions and be able to manage stressful situations. All the duty stations in Chad are classified E, except Nโ€™Djamena which is at D.

The Fleet Management Officer P2 will work under the supervision of Senior Finance Officer, and in close collaboration other units (finance, administration, Supply, Programme, etc.) and partner especially AIRD and offices withing the country. The candidate will also perform the daily administrative task and will be in charge for the Asset Management and will regularly update the inventory. He will supervise the fleet management national staff.

Living and Working Conditions:


Ndjamena is the capital and largest city in Chad. Its infrastructure remains basic, though widely superior to the standards of other regions within Chad. The climate is hot and semi-arid, with a rainy season from June to September. UNHCR Staff can stay in personal residences while respecting Residential Security Measures. Electricity supply can be unstable especially in the hot seasons and international staff members can have access to generators by the office.

Clean Water supplies are sufficient in most areas, but a personal food and drinkable water supply is required.

Most relevant supplies can be found on local markets though choice can be limited compared to other hubs, but prices are high as most goods are imported. Banking facilities are available through local banks, such as Ecobank and BCC. Health care standards can be qualified as basic with staff members encouraged to subscribe to the International SOS Clinic Services for local medical attention.

However, dental, and other specialized care may not be locally available. Serious or complicated health conditions require evacuation to other countries. Malaria is the most common but not the only infectious disease prevalent in Ndjamena and most other regions of Chad. A limited number of companies fly international flights to Ndjamena while UNHAS flights are the prime means of transport to and from Field locations.

Telecommunication services are basic and expensive with two mobile phone / internet operators with 4G services available as well as an increasing number of providers, installing fiber connections. Access to some communication and social media apps, most notably WhatsApp are currently available but unstable connectivity.

The UNHCR Office is covered by UNHCRs own VSAT services. Several UN Agencies, INGOs and NGOs operate in Ndjamena and use it as a hub. A French military base is located adjacent to Ndjamena international airport. Currently the RR cycle in Ndjamena is 8 weeks as well as in other duty station except Bagasola which is 6 weeks.
