Standard Job DescriptionAssistant Resettlement and Complementary Pathways Officer Organizational Setting and Work Relationships The position for Assistant Resettlement and Complementary Pathways Officer may be based in Field Offices, Country Operations, Regional Bureaux or Headquarters. The incumbentยฟs primary role is to assist resettlement and complementary pathways activities in his/her Area of Responsibility (AOR). Under supervision, the incumbent assists in providing, in close coordination with concerned sections within UNHCR as well as external parties such as resettlement and complementary pathways countries, IOM and NGOs, a continuous support to resettlement and complementary pathways operations by ensuring that polices are correctly implemented and operations are supported in establishing comprehensive protection and solutions strategies. The Assistant Resettlement and Complementary Pathways Officer takes part in assessing cases for resettlement and/or complementary pathways, conducting interviews as well as monitoring procedural compliance and quality of case submissions. The incumbent does not normally have managerial responsibilities though it rests upon the supervisor of the post to make time specific arrangements subject to a given situation. All UNHCR staff members are accountable to perform their duties as reflected in their job description. Duties - Stay abreast of political, legal, social and economic developments that have an impact on the protection environment. - Assist in implementing Standard Operating Procedures (SOPs) for promoting the resettlement of persons of concern as protection tool and promoting access to complementary pathways for admission in the context of comprehensive solution strategies. - Assist in the development of country resettlement and complementary pathways for admission strategy and annual planning exercise. - Assist in promoting and monitoring the implementation of UNHCRยฟs global resettlement and complementary pathways policies, procedures and guidelines. - Assist in guiding and capacitating the country operation to prepare consistent and quality resettlement submissions, as well as to promote and facilitate access to complementary pathways for admission to third countries. - Assist in monitoring resettlement activities to ensure progress against targets, transparency and efficiency in case submissions and appropriate follow-up with resettlement countries and other key stakeholders. - Identify, interview, assess resettlement needs, and process persons identified for resettlement following established procedures; undertake field missions as required; provide counselling to individuals. - Assist selection missions by resettlement countries to the country. - Identify, interview, and referrer accordingly persons identified with potential to access complementary pathways for admission following established procedures; undertake field missions as required; provide counselling to individuals. - Systematically apply an Age, Gender and Diversity perspective in all aspects of the resettlement and complementary pathways for admission process; comply with UNHCR policy and guidelines on HIV/AIDS. - Assist in mitigating resettlement or complementary pathways related fraud through oversight (including in-country travel), advice and guidance. - Assist the country operation with group resettlement procedures, including planning, profiling, logistical arrangements, verification and post-verification follow-up. - Maintain regular contact and close cooperation with resettlement countries and partners to ensure effective resettlement delivery and adherence to adequate protection and resettlement standards. - Participate, where appropriate, in country-level discussions with resettlement and complementary pathways countries and partners. - Assist in managing a process to ensure that persons of concern and partners receive up-to-date and accurate information on UNHCRยฟs resettlement policies and procedures, as well as on complementary pathways for admission opportunities and procedures. - Assist in the submission of up-to-date and accurate resettlement and complementary pathways statistics, reports and needs assessments to management as required. - Identify and recommend relevant training activities of UNHCR staff and implementing partners. - Assist in communication with communitiesยฟ activities ensuring that persons of concern are made aware of UNHCRยฟs resettlement and complementary pathways procedures and have fair and transparent access to and participation in the processes. - Participate, where appropriate, in country-level discussions with resettlement and/or complementary pathways countries and partners. - Perform other related duties as required. Desired Candidate Profile The Assistant Resettlement and Complementary Pathways Officer (NOA) position requires strong relationship building and stakeholder management skills in addition to an awareness of political sensitivities. Strong policy analysis and oral and written communication skills are essential. Candidates with previous experience with refugee higher education, refugee labour mobility and/or refugee family reunification in the domestic or international context are encouraged to apply. Nature of Position:

The South Africa Multi-Country Office (SAMCO) covers nine countries in the region (Botswana, Comoros, Eswatini, Lesotho, Madagascar, Mauritius, Namibia, Seychelles and South Africa), which hosts an estimated 257,000+ forcibly displaced persons (including 82,000+ refugees) under its area of coverage. Within the region, South Africa is viewed as an advantageous entry point for complementary pathways (CPaths) given the profile and experience of the forcibly displaced persons residing there, and South Africa was selected to be part of the UNICORE education pathway and the Duolingo pilot project, both of which aim to help refugees access higher education in third countries. In addition to these education pathways, SAMCO has also been increasingly involved in Family Reunification (FR) and in Canadaโ€™s Economic Mobility Pathways Pilot (EMPP).

SAMCO countries have enormous potential for further labour mobility activities due to the generally open economic inclusion space across most of the SAMCO countries which has led to significant skills-building during the displacement cycle, especially among the protracted caseload. SAMCO also benefits from livelihood partners and activities in South Africa, Namibia, Botswana and Eswatini. In Madagascar, the current partner works closely to transfer applicable skills of a subset of highly-skilled refugees to the informal labor market (Madagascar being one of the countries where there no right to work for refugees). Many of the highly-skilled refugees, in South Africa in particular, have completed tertiary education and speak multiple languages. However, while there is technically economic inclusion for recognized refugees in South Africa, there are also barriers to entering certain professions, as well as a number of practical and administrative barriers to accessing certain pathways. Moreover, a CPaths mapping project is needed given the lack of data available in proGres for communities registered with the government only. With better statistics and skills mapping, SAMCO would be well placed to implement a comprehensive CPaths strategy targeting South Africa, Namibia and Botswana, as well as specific cases within other countries in the SAMCO portfolio.

The Assistant Resettlement & Complementary Pathways Officer will be part of SAMCOโ€™s Durable Solutions Unit and report to the Associate Resettlement & Complementary Pathways Officer. He or she will work in strengthening CPaths partnerships and supporting individuals eligible for family reunification, private sponsorship, and education and labour pathways. He or she will take a leading role in rolling out a CPaths mapping project and carrying out labour mobility activities, particularly for the EMPP, following early successes in promoting the programme to refugees and asylum seekers. This may include establishing further links with livelihoods providers and institutions of higher learning. He or she will also be expected to be one of the focal points for other CPaths including education pathways and family reunification, assisting individual cases and liaising with all stakeholders involved in the processes, including the authorities. Where needed, the Assistant Resettlement & Complementary Pathways Officer will also be required to undertake resettlement activities, chiefly the conducting of resettlement interviews and drafting of Resettlement Registration Forms (RRFs).

Living and Working Conditions:

Pretoria is a city located in the northern part of Gauteng Province in South Africa. It is one of the country's two capital cities serving as the executive (administrative) and de facto national capital. The other is Cape Town, the legislative capital. The Central Business District (CBD) of Pretoria has been the traditional centre of government and commerce, although today many corporate offices, small businesses, shops and government departments are situated in the sprawling suburbs of the city rather than the CBD. The city has a population of approximately 1,985,997 with an influx of foreign nationals. Pretoria has over the years had very diverse cultural influences and this is reflected in the architectural styles that can be found in the city. The main languages spoken in Pretoria are Pedi, Afrikaans, Tswana, Tsonga, Zulu and English. Ndebele and Sotho are also widely spoken. The living class in Pretoria can be classified as middle to high income earners.

The living conditions in South Africa are generally very good. Housing and basic commodities are readily available. The country has an abundance of health providers of all sectors. The country's infrastructure and communication facilities are of international standard and are amongst the best in the African continent. Crime continues to be of concern. Burglaries (house break-ins) and car-jacking are common. ATM fraud is also rampant as well as cyber-crime - financial related.

Even though the position is based in Pretoria, s/he is expected to travel on missions to remote locations in the field, where the quality of life and working conditions would be challenged alongside with security concerns.
