Standard Job DescriptionAssistant Registration and Identity Management Officer Organizational Setting and Work Relationships The Assistant Registration and Identity Management Officer assists in the management and oversight of UNHCR's registration procedures as well as related activities in the Operation. The Assistant Registration and Identity Management Officer is normally supervised by the Registration Officer. The Assistant Registration and Identity Management Officer assists with the implementation of an operation-specific registration strategy, to ensure that registration is effectively used for the identification of specific protection needs, for the management of operations, and for the achievement of durable solutions. The Assistant Registration and Identity Management Officer provides day-to-day support to UNHCR staff engaged in registration and related activities (including Reception, Filing and Data Management staff), and monitors the efficiency and quality of registration processes, identity and entitlement documentation activities and population data management. The Assistant Registration and Identity Management Officer collaborates closely with Protection, Programme, Operational Data Management and Information Management colleagues as well as with Government authorities and partners on the provision of quality population data for the delivery of targeted protection or assistance interventions and programming and planning. All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. Duties - Assist in the implementation of appropriate registration strategies and methodologies for populations of concern in compliance with the protection strategy of the operation and ensuring that registration standards are met. - Assist in the drafting and implementation of operation-specific SOPs for all aspects of registration in accordance with applicable standards and policies, including provisions for the protection of individual data and prevention and identification of fraud. - Assist in the implementation of appropriate procedures and systems for the assurance of quality registration data through continuous registration and verification exercises, including in the securing and distribution of identity and entitlement documents. - Assist in conducting regular data quality checks to monitor the accuracy of data collected. - Assist in the development of mass information campaigns to ensure that persons of concern have accurate information on registration procedures. - Liaise with Government authorities and partners as necessary for delivery of assistance and other registration-related activities. - In coordination with the operational data management staff, assist in the timely consolidation and drafting of statistics and registration data reports on persons of concern. - Contribute to training and internal capacity building of UNHCR staff in registration, including on-the-job coaching and guidance. - Enforce compliance by UNHCR staff engaged in registration and related activities with UNHCR standards and policies and operation specific SOPs for all aspects of the registration operation. - In consultation with the supervisor, make decisions relating to the day-to-day operations of the registration unit and ensure registration procedures are efficient and effective. - Draft and submit reports and statistics related to registration. - Perform other related duties as required. Operational context

Occupational Safety and Health Considerations:

The UNHCR SO Jamjang Operation provides protection and humanitarian support to refugees, asylum seekers, South Sudanese returnees and host community in Ruweng Administrative Area. The conflict that broke out in Sudan in April 2023 led to the influx of South Sudanese returnees as well as refugees and asylum seekers. As a result, Ruweng Administrative Area (RAA) is hosting over 115,000 refugees mainly from Sudanโ€™s South Kordofan State and they are accommodated in 02 camps. The Commission for Refugee Affairs (CRA) is UNHCR government counterpart that works closely with UNHCR to manage the refugees in RAA while Relief and Rehabilitation Commission (RRC) is the government counterpart that works closely with UNHCR and is responsible for an estimated 3,500 returnees.

Security Situation:

The security in Jamjang operational area is generally relatively stable. The situation is permissive for humanitarian operations to continue in the refugee camps and the host catchment areas without hinderance. All staff are issued with Personal Protective Equipment (PPE) and VHF radios.

Nature of Position:

The Assistant Registration & Identity Management Officer will report to the Head of Sub Office. S/he will supervise a small team of national staff and plays a key role in Jamjangโ€™s Multi-Functional Team. S/he will coordinate activities in the Ajuong Thok and Pamir refugee camps to ensure sectorial complementarity and will work closely with CRA, RRC, Line ministries, Partners, other UNHCR units, refugee leaders and committees, to ensure effective implementation of projects and activities.

Living and Working Conditions:

Jamjang is classified as `Eโ€ non-family duty station with basic infrastructure and limited leisure facilities. It is an isolated location with limited access options, and it currently can only be reached by air with related complexities of flight cancelations. UNHAS only operates 03 flights per a week. All international staff and national staff reside at UNHCR provided accommodation. The climate is relatively hot with heavy rains during rainy season (April to November) and hot/dusty conditions in dry season (December to March). Available mobile telephone networks are Zain and MTN. Staff also have access to office VSAT or internet-based voice calls such as VIBER/WhatsApp (within the office compound where broadband Wi-Fi internet connection is available). There are no operational Banks or any other form to access money. Relatively well-equipped Gym and a Recreational Centre are available within the office/accommodation compound. There are no standard restaurants nearby, so staff members are confined to eat in the UNHCR provided cafeteria or prepare their own food/meals. Fresh fruits and vegetables are not readily available in the markets and staff need to bring these items from Juba.
