Standard Job DescriptionAssistant Community-Based Protection Officer Organizational Setting and Work Relationships The Assistant Community-Based Protection Officer is a member of the Protection Unit in a Country Operation and may report to the Protection Officer, Community-Based Protection Officer, or another more senior staff member in the Protection Unit. Under the overall direction of the Protection Unit, and in coordination with other UNHCR staff, government, NGO partners and other stakeholders, the Assistant Community-Based Protection Officer works directly with communities of concern to identify the risks they face and to leverage their capacities to protect themselves, their families and communities. The incumbent may have direct supervisory responsibility for part of the protection and/or support staff and supports the application of community-based protection standards, operational procedures and practices in community-based protection delivery at the field level. To fulfil this role the Assistant Community-Based Protection Officer is required to spend a substantial percentage of the workday outside the office, building and maintaining networks within communities of persons of concern (PoC). The development and maintenance of constructive relationships with PoC that measurably impact and enhance protection planning, programming and results form the core of the work of the incumbent. S/he also supports the designing of a community-based protection strategy by ensuring that it is based on consultation with PoC. All UNHCR staff members are accountable to perform their duties as reflected in their job description. Duties - Be fully informed about community structures and the protection and security situation of the PoC and develop strong links with a cross-section of members of refugee/IDP/stateless communities, using an AGD approach. - Through relationships with PoC and network of partners stay abreast of political, social, economic and cultural developments that have an impact on the protection environment and provide advice to senior management. - Ensure that the perspectives, capacities, needs and resources of the PoC are reflected in the protection strategy, planning processes and operations plan addressing the specific protection needs of women and men, children, youth and older persons, persons with disabilities, and marginalized groups. - Support a consultative process with government counterparts at local levels, partners and PoC to develop and implement integrated strategies that address the key protection priorities, including, for example, child protection, education and GBV, and solutions approaches. - Provide technical guidance and support to UNHCR and partners and implement and oversee Standard Operating Procedures (SOPs) on all community-based protection related issues. - Support the design, implementation and evaluation of protection centred and solutions oriented programming with implementing and operational partners guaranteeing that community-owned activities are integrated. - Support communities in establishing representation and coordination structures - Promote confidence building and conflict resolution among PoC, authorities and host communities. - Maintain protection presence through regular field missions and reports, making direct contact with PoC, host communities, local authorities and partners. In operations applying the humanitarian cluster system, contribute the development of an AGD-compliant strategy on which the response of the Protection Cluster is grounded and covers all assessed and prioritized protection needs of the affected populations. - Support the Operation's work to fully integrate the protection strategy into the Country Operations Plan, the UN Development and Assistance Framework (UNDAF), the Humanitarian Country Teamยฟs common humanitarian action plan where applicable. - Contribute to the Protection team's information management component which: provides disaggregated data on PoC and their problems; researches, collects and disseminates relevant protection information and good practices to enhance protection delivery and provide technical advice if necessary. - Support the inclusion of participatory, community-based protection and AGD approaches in strategies and plans in the Country Operation. - Support community understanding of UNHCR's commitment to deliver on accountability and quality assurance in its response. - Support PoC to develop structures that enhance their participation and protection. - Contribute to the design of project submissions and the budget for endorsement by the supervisor. - Intervene with authorities on community-based protection issues. - Negotiate with local counterparts, partners and PoC. - Perform other related duties as required. The Assistant Community-based Protection directly supervises one G6 and two G5, however reporting lines and staffing structures is subject to possible changes. S/he is therefore required to demonstrate strong experience in supervising protection staff, fostering team dynamics and staff development.
The Assistant Community-based Protection is accountable for the design, planning and implementation of CBP-related partnership agreements for Norther Lebanon. S/he therefore needs to demonstrate previous experience in managing resources and budget, monitoring of activities and understanding of general planning cycle. In addition, s/he is expected to oversee reporting related to the CBP partners and must therefore demonstrates strong analytical, planning and strategic skills.
Finally, s/he must be flexible and adaptable in order to respond to unforeseen events and adjust UNHCRโ€™s programming accordingly.

Nature of Position:

Under the direct supervision of the (Senior) Protection Officer, the Assistant Community-Based Protection Officer leads the planning, implementation and monitoring of all community-based protection activities conducted in North and Akkar Governorates as well as GBV, Child Protection and assistance to persons with specific needs (PWSN). Overall, the community-based protection related portfolios aim to improve the prevention, identification and response to protection risks faced by women, girls, man and boys through mobilization and capacitating communities; and to provide quality case-management.

The Assistant Community-Based Protection Officer supports the implementation of CP, GBV and PWSN strategies and case-management standard operating procedures. S/he also has a supervisory role in strengthening community engagement and participation either through the community development centers or the mobile community-based activities.

S/he works closely with the relevant CP, GBV, PWSN and CBP partners, offering technical support and guidance either directly or through technical focal points in the team. S/he will maintain an overview of the needs, barriers and opportunities in the implementation of those activities by UNHCR implementing partners as well as represents UNHCR in the relevant coordination forum. S/he works closely with Country Office Education Unit and other Field Offices to keep abreast of national developments; and ensure linkages of all community-based activities with other sectors in the Northern Lebanon sub-office.

In 2024, CBP unit will oversees activities carried by several implementing partners. S/he is expected to contribute to building the capacity of the partners and ensure data quality and assurance, integrity of standards and procedures and to support the (Senior) Protection Officer in design and implementation of the operational vision.

Living and Working Conditions:

An estimated 1.5M displaced Syrians are living in Lebanon which continues to be the highest refugee-hosting country per capita. With no approved camps, refugees are living in hundreds of locations across the country. The 2021 (VASyR) found that 88% of the Syrian refugee population live under extreme poverty line, up from 55% in 2019. The Lebanon Crisis Response Plan (LCRP) is joint, multi-year plan between the Government of Lebanese and international and national partners.

On the Inter-Agency Coordination fora, UNHCR the lead agency established a sector-based structure in country bringing together over 100 UN agencies, national and international partners to agree on the strategic priorities addressing the needs of POCs. Lebanon National response plan falls under the 3RP.

UNHCR in Lebanon is present in Beirut and Tyre (classified in 2022 as C, family duty stations) as well in Tripoli, Qobayat, and Zahle (classified by ICSC in 2022 as category B, family duty stations). New hardship revision of duty stations in Lebanon is planned by ICSC for the end of 2022.

The timely issuing of the entry visas and residence permits has proven to be a challenge for UNHCR Lebanon, which may delay the staff member's assignment process, including their dependents. Even though personnel can visit Lebanon using the UNLP and will receive a 6-month visa upon arrival, it is imperative that staff arriving from abroad to take up assignment in Lebanon receive the applicable entry visa at the Lebanese Embassy/Presentation closest to the point of their departure. The residency permit process can be only initiated when for the staff and their dependents are able to secure Lebanese entry visa on their national passports. Preapproval process of the Lebanese entry visa depends on the approval granted by the MFA and take 4-5 weeks to obtain.

Deterioration of the basis support services are affecting the overall living conditions across the country. Major challenge is the provision of reliable electricity supply across the country. Many of the residential buildings had installed generator-based back-up systems, however due to diesel shortages and increased fuel prices, electricity cuts are noticeable, between 6 to 20 hours a day. The cost of reliable electrify supply increased significantly and can be up to USD1,000 per month. The shortage in medical supplies, availability of medical specialists also needs to be considered during the application process. Due to collapse in the banking sector, many international staff are not using local banks for their finances and relying more on international bank accounts to make transfers or relying on transfers though financial service companies.

Anti-government protests have been ongoing since October 2019. It is assessed that protests will continue at the same pace with roadblocks and increased violence, but this may also result in an increase of theft and carjacking. Thus, UN staff remain indirectly affected by crime, they are potential targets. The terror threat is slowly increasing partially due to the degradation of the inhibiting context. While still technically in a state of war and ongoing tense relationship between Lebanon and Israel, the risk of an armed conflict remains very low.
