Plan International has been implementing grants from the Global Fund to Fight AIDS, Tuberculosis and Malaria, since Round 4 in various roles of Principal Recipient (PR), Sub- Recipient (SR) and Sub Sub-Recipient (SSR). Covering countries like, Benin, Burkina Faso, Liberia, Cameroun, Guinea, Liberia, Mali, Niger, Senegal, El Salvador, Thailand, Togo and Zimbabwe.
Plan International has been awarded GC7 TB/HIV/RSSH grant from the Global Fund to Fight AIDS, Tuberculosis and Malaria. Plan International Liberia been selected to as PR to implement the grant with multiple partners including MOH as SR/SSR/SP (Service Provider).
This post is needed to ensure quality and compliance with programmatic and financial indicators of Sub Recipients, through on-going support to field work in research, planning, monitoring and evaluation.
ROLE PURPOSE
The TB/HIV Officer will play a crucial role in the implementation of a three-year grant funded by the Global Fund (pending availability of funds). This position will be based in Monrovia and will be responsible for coordinating and overseeing the TB/HIV national program activities of the Principal Recipient organization with focus on assigned component/areas. The TB/HIV Officer will work closely with various stakeholders, including sub-recipients, government agencies, local partners, and community organizations, to ensure effective implementation and achievement of program objectives.
Dimensions of the Role
- Reports to the TB/HIV/RSSH Program Specialist and provides leadership and support on TB/HIV program implementation in line with the approved budgets and work plans.
- Develops and implement a detailed work plan for the TB/HIV program, ensuring implementation is in alignment with approved grant activities
- Coordinates with Sub-Recipients to ensure accurate activities planning, budget forecast, and timely implementation of activities and reports submission.
- Monitors program progress and performance indicators, and take corrective actions as needed to ensure achievement of targets and prompt escalation of challenges threatening achievement of targets.
- Actively support the monitoring and evaluation framework by ensuring that sub-recipients have adequate and correct data collection tools
- Conducts field visits to monitor program activities, assess quality of service delivery, and provide feedback to program staff and partners.
- Identifies capacity gaps among sub-recipient staff, key population organisation coordinators, support the development of a capacity-building plan and lead the implementation of the approved capacity building plans.
- Conducts training sessions and workshops to enhance knowledge and skills of program staff and partners in TB/HIV prevention, diagnosis, treatment, and care.
- Represents Plan at district and County stakeholder forums/networks meetings as designated
- Supports the coordination and collaboration of program monthly meetings with sub-recipients (SRs)
- Represents the organization in relevant meetings, workshops, and conferences, and participate in relevant technical working groups and committees.
Accountabilities
Accountability responsibilities include:
Operations and project management
- Overall responsibility for effective and efficient coordination of the Global Fund TB/HIV/RSSH project consistent with the project management cycle;
- A good understanding of Plan procedures, systems and guidelines;
- A good understanding of working with key populations and TB/HIV/RSSH Project
- Initiate and maintain regular minutes of project team meetings;
- Reporting in line with the donor contracts and compliance requirements;
- Ensures monitoring systems are in place and that project reviews are carried out periodically in conjunction with the team, local stakeholders and project partners;
- Travels as dictated by the need of the project.
Program development
- Facilitates Key Populations community empowerment and capacity building program activities through linkages and collaboration with partners/ sub-recipients (SRs).
- This involves working with sub-recipients (SRs) providing support and ensuring the TB/HIV/RSSH component assigned are achieved.
- Ensures all relevant authorities/duty-bearers are included in the planning and implementation of projects as appropriate;
- Proactively contribute to programme development and strategy.
Program management
- Ensures familiarity with donor compliance requirements, ensuring all projects are compliant with these and Plan procedures;
- Ensures appropriate administrative, financial and logistical Plan systems/procedures are in place, maintained and adhered to so that all support functions are carried out effectively and efficiently;
- Ensures Plan complies with all legal and bureaucratic requirements in country;
- Ensures regular communications are maintained;
- Responsible for the preparation of projected expenditures quarterly;
- Responsible for updating the projectโs detailed implementation plan (DIP) monthly, ensuring the financial, M&E and scheduling data is correct and current
- Ensure non-stigma and discrimination throughout TB/HIV/RSSH program
- Ensures TB and HIV indicators are achieved as per the performance framework/program
Other key deliverables
- Maintains good inter-team communications, engender good team dynamics, diversity and take suitable action when problems occur;
- Responsible for ensuring adequate linkages with decentralized agencies of the Ministry of Health;
- Carries out representation with other NGOs, UN agencies, local and national government bodies, donors and other relevant parties when designated by your supervisors;
- Ensures all relevant parties are kept informed of Plan activities as appropriate (e.g. donors, health authorities etc.) in collaboration with his/her supervisors;

Ensures that Plan Internationalโs global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. Technical expertise, skills and knowledge

- A degree in Environmental Health, Nursing, Health Promotion, Public Health or equivalent qualification;
