Position Overview:
Partners In Health Liberia is recruiting a seasoned Supply Chain Manager to join the Operations Team in leading the organizationโs efforts to envision, implement and continuously works on improving supply chain systems. The function has a dual role to as well be the link with the Ministry of Health โ Central Medical Stores (CMS) to assist in improving and strengthening its supply chain systems.
This role will focus on procurement and warehousing systems, efficiencies and management.
Essential Duties and Responsibilities:
Strategy & Governance 30%
ยท To create a supply chain strategy that addresses Partners In Healthโs short-term and long-term needs along the entire product lifecycle, from procurement planning, purchase, storage to distribution.
ยท Make all efforts to reach the yearly Supply Chain Goals, and work in collaboration with other Operation Managers to continuously analyze Supply Chain systems and procedures to make recommendations for operational decision-making towards accountability, effectiveness and compliance
ยท This function also has a strategic role in supporting the Ministry of Health, on strengthening the Central Medical Stores Supply Chain Systems.
Internal Responsibilities 40%
ยท Continuously strengthen the Supply Chain processes, through analyzing gaps, provide advice and recommendations, trouble shooting and respond to emergencies. Focusing on procurement, assets and warehousing.
ยท Establish and/or review of Supply Chain Policies & Procedures and monitor implementation.
ยท Review vendor relationships and existing contracts. Through the management of key vendors, explore options for pooled procurement, long term agreements, volume price reductions, and other cost-management strategies.
ยท Guarantee tracking of supply chain data and documentation to be used for compliance purposes, report writing and decision-making.
ยท Liaise with the International Operations Department on international procurement monitoring, and local clearance processes.
ยท Identify areas for training and skill-building to strengthen supply chain operations. Provide on-site training when necessary.
ยท Initiate pre-qualification exercises and market surveys as per organizational schedule
ยท Coordinate procurement approvals, supply options and market knowledge between Harper and Monrovia, when required.
External Engagement 30%
ยท The Supply Chain Manager will support the Ministry of Health in coordination of Transport supplies to Maryland and will attend supply chain related meetings. The Supply Chain Manager will be processing the Narcotic Licenses with the relevant MOH authorities.
ยท Perform and other duties as may be assigned.
Qualifications:
ยท Bachelors or Advanced Degree in Supply Chain Management or Logistics.
ยท Minimum 5 years of relevant experience, including procurement, inventory management, cold chain management and systems implementation.
ยท Possess strong technical knowledge in the following the area of Health infrastructure, Supply Chain Management, Inventory Management, quality management, or product data management.
ยท Strong management skills, highly organized with strong attention to details, take initiative, prioritize and manage multiple tasks, problem solving, flexible.
ยท Strong analytical skills. Ability to synthesize and organize data and report on findings.
ยท Ability to think strategically and plan for long-term initiatives. Able to implement change and demonstrate to others the value of improved processes.
ยท Good communication skills. Comfortable working with colleagues from different cultures and various internal Departments.
