The recruitment process for National Officer positions is subject to specific local recruitment criteria. The ILO may only offer a contract to persons who have a valid residency status and work permit in Turkey.

Development cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given at the first step of the grade. Extensions of development cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

Introduction

The position will be funded under the Development Cooperation project โ€œStrengthening Social Partners and Civil Society Capacities on Fundamental Principles and Rights at Workโ€, The project is funded by the EU and linked to CPO TUR 101 (Outcome 1 -Strong Tripartite Constituents and Influential and Inclusive Social Dialogue).

The overall objective of the project is to improve the respect for fundamental labour standards in the changing world of work. For reaching the intended aim, the project proposes a complementary two-pronged approach; i) enhancing the technical and advocacy capacity of social partners (SPs) and civil society organisations (CSOs) on fundamental labour rights in the future of work, and ii) enabling social dialogue opportunities and the involvement of social partners and civil society organisations to enhance fundamental labour rights.

Social partners (SPs) and civil society organizations (CSOs) in Tรผrkiye are identified as the two target groups of the project.

The ILO will be operationally and technically responsible for the referred project which will be implemented and managed by the ILO in close cooperation SPs and civil society organizations (CSOs) in Tรผrkiye.

The Social Dialogue Officer will be the main responsible person for establishment and smooth operation of the support center, and undertake the duties and responsibilities detailed under Section 3.

2. Reporting lines:

The Social Dialogue Officer will report to the Senior Project Coordinator under the overall supervision of the Director of the ILO Office for Tรผrkiye.

Main duties and responsibilities

1. Be responsible for the technical and administrative implementation of the social dialogue and civil society engagement related activities of the project.
2. Provide specialized knowledge and technical input on social dialogue and civil society organizations throughout the design and implementation of the related project activities
3. Review and analyse the countryโ€™s specific development plans and priorities, reports and other relevant information with particular reference to social dialogue, social partners and civil society organisations. Identify potential technical cooperation areas and provide written analysis on the findings to the Country Director.
4. Be responsible for the timely and proper delivery of the activities under Output 2.1 (Social Partners and Civil Society Organizations were empowered with the Support Centre and set of services was provided), which includes establishment and smooth operation of the Support Centre. Support the identification of the venue for the Support Centre, thereafter, renovation and refurbishment of it. Carry out these tasks by the assistance of an interior architect to be hired as a consultant.
5. Monitor the smooth and efficient management of the support center and request corrective actions as necessary to ensure timely achievement of project objectives. Seek for potential partnerships for the ownership of the support centre throughout the project to ensure sustainability.
6. Organise partnerships, advocacy and good practices workshops, bring together SPs and CSOs with relevant public authorities and decision-makers to achieve the project outcomes. Respond to requests for additional events from the target groups in accordance with the project objectives and budget.
7. Develop a pool of mentors to provide one-on-one guidance to target group members on capacity-building. Coordinate and monitor the mentors assigned to target group organizations to ensure service quality and timely implementation.
8. Work closely with the Training and Research Officer to conduct a needs assessment that identifies the needs and gaps of target groups in advocating for labor rights. Provide input to the assessment, particularly regarding the support center's function.
9. Prepare briefs, background information, periodical reports on project activities, social dialogue and civil society organisations. Follow-up on delayed documents, clarify information, and answer questions about clearance and processing requirements to support successful completion of agreed activities.
10. Monitor progress of the relevant project activities by providing technical inputs/feedbacks, preparing, reviewing, verifying and analysing work-plans, progress reports, final report and other data for clarity, consistency and completeness.
11. Work in close collaboration and coordination with social partners, civil society organizations, local authorities and project stakeholders to facilitate the implementation of the activities.
12. Support delivery of the grant support scheme under Output 2.2., mainly by overseeing and guiding some of the grantees in collaboration with the assigned mentors.
13. Provide guidance to project team members, project stakeholders and/or relevant institutions on the necessary actions to be taken for the timely delivery of the expected project outputs.
14. Ensure terms of references (ToRs) for consultants, service-providers, and implementing partners are consistent with requirements and timelines for project implementation.

15. Facilitate meetings between the target groups and relevant public authorities and policymakers for advocacy on labor rights. Ensure that the meetings are result-oriented and constructive, promoting social dialogue and civil society.
16. Liaise with relevant technical departments at ILO HQ and ensure their involvement and technical support to the project activities.
17. Brief ILO specialists, project experts, associate experts and visiting officials and provide relevant information on programme matters.
18. Draft and edit official correspondence, statements and speeches and other public information material on social dialogue and civil society organisations.
19. Undertake regular missions to project sites and conduct regular meetings with stakeholders and beneficiaries, as deemed necessary.
20. Perform other duties as may be assigned by the Senior Project Coordinator and the Director of ILO Office for Tรผrkiye.

Required qualifications

Education

- First level of university degree (bachelorโ€™s or equivalent) in a Social Sciences, Economics, Business Administration, Engineering or relevant fields

Experience

โ€ข Minimum two to three years of professional experience on social dialogue and labour issues in Tรผrkiye from a rights-based perspective
โ€ข Prior knowledge and experience in working with social partners and civil society organizations
โ€ข Minimum of two years of professional work experience in programme and/or project planning, monitoring, implementation and evaluation activities.
โ€ข Knowledge of ILO and EU procedures on project implementation would be an asset.

Languages

- Excellent command of English and Turkish both oral and written.
