NRC has been present in Nigeria since 2015 and has been working to help displacement-affected communities meet their basic needs, improve their livelihoods, access essential services, and enhance their resilience to future shocks through our six core competencies: water, sanitation, and hygiene (WASH), Shelter, Education, Information-Counselling and Legal Assistance (ICLA), Livelihoods and Food Security (LFS), Camp Management, and Protection. NRC provides immediate assistance during the onset of emergencies through the rapid response mechanism (RRM). With a workforce of 370 staff and a presence in key locations such as Maiduguri (in Borno State), Yola (in Adamawa State) and Jos (in Plateau State), NRC can respond to the needs of those affected by the conflict across North-East, and North Central Nigeria.
These strategic locations have allowed NRC greater reach from the north and south parts of the North-East and North Central region and allowed NRC to contribute to bridging the gap between humanitarian aid and development cooperation, including by focusing on equitable access to basic services and strengthening the rights of displaced people and returnees. In addition to the Country Office and the above-mentioned Area Offices, NRC has sub-office structures in Monguno, Mubi, Pulka and Gwoza.

If you are those people, the Norwegian Refugee Council in Nigeria is looking for an enthusiastic and passionate Shelter Coordinatorย to join our team in Maiduguri, State State. Theย Shelter Coordinator is to implement delegated shelter project protfolio for the NRC Area office North.

Generic responsibilities
- Line management ofย Shelterย project field staff
- Adherence to NRC policies, guidance and procedures
- Contribute toย Shelterย strategy development, project proposals and provide input on needs and gapsย
- Manage and implement delegated portfolio of Shelter projects (activities, budget and project documentation) as delegated from APM in line with proposals, strategies and donor requirements, and ensure high technical quality
- Provide regular progress reports to APMย ย ย ย ย ย ย ย ย ย ย ย ย ย
- Promote and share ideas for improvement and necessary changes in the activities
- Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
- Ensure capacity building of project staff and transfer key skills ย
- Liaise and collaborate with relevant local authorities and other key stakeholders
- Promote the rights of IDPs/returnees in line with the advocacy strategy
Specific responsibilitiesย ย
- Supervise the NRC Shelter Project staff in relation to planning and implementation of project interventions
- Ensure project data collection and management and work closely with M&E to update relevant NRC tools (GORS, Internal Database, achievement and progress of project log frames)ย
- Contribute to the design of technical implementation documents for Shelter projects
- Draft reports on project status and relevant access and advocacy issues
- Ensure standards for implementation are known and applied among shelter teamย
- Participate in rapid assessments in new areas of interventionย
- Contribute to finding solutions to implementation challenges and constraints in a changing contextย
- Provide technical support to other relevant NRC coordinators (Education, ICLA, WASH and FSL) for the development of community infrastructures.
- Maintain the requirement level of performance capacity of local technicians and identify the need for additional training.
- Regular visits to the area and sites of implementation for quality checks the of the ongoing and completed works, make correction and provide relevant recommendations.
- Record and document good practices, lesson learned and establish a database in coordination with M&E to capture Shelter program performance.
- In collaboration with the shelter specialist and APM, play a key role in recruiting Shelter field staff
- Development of construction management tools and documentation. Verification and authorization of completion of works certificates.
- In coordination with the shelter specialist and APM, represent NRC in coordination meetings with local authorities and NGOs when required
- Oversee the recruitment, training, organization, and management of community contracting cooperatives and incentive workers (community mobilizers, construction workers)
- Prepare PRs/POs and follow-up on the timely procurement of materials, tools and services
- Liaise and collaborate with relevant local authorities, local and international NGOs/Agencies and other key stakeholders at community and area level
- In collaboration with Shelter specilaist develop M&E plan and tools specific to project implementation
- Support APM in development of contingency response plans for any unforeseen emergencies.
- Any other task relevant to the position as requested by the (Area Manger/Shelter Specialist/Program Development Manager
- University degree in civil engineering orย architecture
- Experience household training in and infrastructure maintenance
- Knowledge of the context in North Eastern Nigeria
- Knowledge of the local language Kanuri, Hausa โ added advantage
- Knowledge of emergency, transitional and permanentย construction requirements and protocols
- Familiarity with international minimum standards ofย service delivery (i.e., SPHERE) is an advantage
- Familiarity with AutoCAD, GPS, ARC GIS and Google Earth is strongly desirable
- Experience with start-up, exit or similar
