The Capacity Building Officer will be responsible for designing, coordinating, delivering, and following up on capacity-sharing initiatives with NRC partners, stakeholders, and duty bearers in the East Area of Libya. Under the direct supervision of the Area Manager and technical guidance of the Specialist, the Officer will ensure that tailored capacity-sharing roadmaps are developed and implemented in line with project work plans and NRCโ€™s capacity development approach. The role will contribute to strengthening partnersโ€™ and stakeholdersโ€™ ability to deliver on their mandates, in line with NRCโ€™s mission and strategic objectives.

  1. Ensure adherence to NRC policies, tools, handbooks, and guidelines related to capacity building, and participate in mandatory internal and external trainings.

  2. Support the implementation of NRCโ€™s capacity development strategy at the Area level.

  3. Ensure that capacity-sharing activities target the most relevant stakeholders, based on needs assessments and agreed priorities.

  4. Maintain proper filing of all capacity-building documents and records.

  5. Ensure that NRCโ€™s capacity-building work is inclusive, conflict-sensitive, and aligned with safeguarding, PSEA and SIP standards.

  6. Review all capacity building tools and content and ensure alignment with NRC standards.

  7. Support internal processes for delivering capacity-building activities, including trainings, secondments, technical support, and in-kind assistance linked to duty bearersโ€™ mandates.

  8. Liaise and coordinate with relevant local authorities and stakeholders for the implementation of capacity-building activities.

  9. Promote and share ideas for technical improvement in NRCโ€™s capacity-building approaches.

    • Minimum 3 years of relevant experience in capacity building, training, organisational development, or related field.

    • Experience in designing and delivering training, workshops, or coaching sessions.

    • Experience from working in complex and volatile contexts.

    • Documented results related to the positionโ€™s responsibilities.

    • Fluency in Arabic and English, both written and verbal.

    • Strong computer skills.

    • Ability to prioritise responsibilities, carry out multiple tasks simultaneously, and meet deadlinesย
