NRC has been active in Somalia since 2004 with four area offices in Kismayu, Mogadishu, Garowe and Hargeisa, providing protection and humanitarian assistance to refugees, internally displaced persons and returnees in Somaliland, Puntland, South Central and Jubbaland regions. NRC offers a comprehensive response for returnees and IDPs of high need, addressing their food security, livelihood, shelter, education, ICLA, and water, hygiene and sanitation needs and also responding to emergencies through NRCโs five core competences: Shelter, Education, Food Security and Livelihoods, WASH and Information, Counselling and Legal Assistance (ICLA).
NRC Somalia is part of NRCโs East Africa and Yemen regional operation which comprises of large-scale multi-country humanitarian and early recovery interventions spread across Ten countries (Kenya, Somalia, Ethiopia, Djibouti, Yemen, Eritrea, South Sudan, Uganda, Tanzania and Sudan).ย NRCโs overall strategy in the region is to enhance protection and promote the rights of displaced people in humanitarian need by improving living conditions and seeking durable solutions. The regional office is based in Nairobi and works with country programmes to ensure standardization of programmatic and operational approaches, promote multi country programming and ensuring quality and coordination.

Adhere to NRC policies, tools, handbooks and guidelines Assist with the implementation of the support function portfolio according to plan of action Prepare and develop status reports as required by management Ensure proper filing of documentsย Promote and share ideas for improvement of the support functionยSpecific responsibilitiesย
These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.
Ensure timely delivery of quality construction. Assist project coordinator in undertaking the tendering process including pre-qualifying contractors, evaluations, and awards. Prepare tender documents for construction works including technical drawings, specifications of works, Bills of Quantities, and conditions of contracts. Ensure successful completion of the shelter/Water works, recommend for payments, and prepare progress reports. Maintain and update contract files on each construction project. Prepare documents for final handover and closure of projects. Provide technical input in the general supervision, progress of construction activities and control of quality of materials and workmanship. Prepare the monthly cash and payment forecastย for activities carried out by contractors promoting safe WASH practices, including appropriate use and maintenance of WATER facilities and services. ensuring appropriate community involvement in the design and delivery of essential WATER services and facilities; Designing and preparation ofย bill of quantities of Water infrastructures/ sources, this will includeย management andย planning with aย aimย to monitor activities, outputs and impact and adapt the programme as needed.ย Wil fully participate all shelter and WASH coordination.ย Under the supervision of WASH Program Coordinator, the WaSH/Shelter Assistantย is responsible for the daily technical implementation, supervision, monitoring and reporting of the field activities, and for ensuring proper coordination with beneficiaries, municipalities, rapid response teams, other authorities.ยCompetencies ย

Experience from working as assistant in a humanitarian/recovery context. Previous experience from working in complex and volatile contexts. Strong cultural awareness and sensitivity Good understanding of complex emergencies and crisis contexts Flexible and creative Strong organizational and logistical skills Goal oriented with ability to work under pressure, independently and with limited supervision. Degree in Civil/Water Engineering. Minimum of 1-2 yearsโ relevant working experience with at least 2 yearsย with a humanitarian program.What We Offer
