Background:

The Norwegian Refugee Council (NRC) supports people affected by displacement living in Lebanon and advocate for their rights inside the country, regionally and internationally. We also work to serve vulnerable Lebanese affected by the deteriorating economic situation in the country and are providing assistance to vulnerable households in the neighbourhoods most affected by the Beirut port explosion.

NRCโ€™s programmes in Lebanon overall reach refugees and Lebanese with Legal assistance and counselling, Shelter, WASH, Education Youth, Emergency Assistance, and Livelihoods & Food Security. NRC also engages in advocacy with governments and donors to expand and safeguard refugee rights and protection.ย 

NRC has worked in Lebanon since 2006 and has offices located in Beirut, South, North, Bekaa and Beirut & Mount Lebanon. NRC Lebanon works across the country in Informal Tented Settlements (ITSs), urban areas and Palestinian refugee camps, including through partnerships with other NGOs. NRC implements activities together with national and international NGOs to extend its access to people in need.ย In Lebanon, NRCย has nearly 450 staff and has its Country Office in Beirut and operations in Beirut/ Mount Lebanon, North, Bekaa, and South.

NRC Lebanon is currentlyย supported through multiple institutional, bilateral, multilateral, and private donors. These include theย German KfW Development Bank, Agence Franรงaise de Dรฉveloppementย (AFD),ย Norwegian Ministry of Foreign Affairs (NMFA), Swedish International Development Cooperation Agency (SIDA), European Commission- Humanitarian Aid and Civil Protection (ECHO), European Union DG NEAR, German FFO, and other donors. The Grants Manager is responsible for overseeing the donor portfolio, the funding opportunities and gaps, and to ensure that NRCโ€™s grants management systems and deliverables are high quality, effective, timely and meet the requirements of each project and contract.

Job Purpose

As the Shelter & Settlements Specialist will be responsible for the technical development of the shelter and settlements programme, its strategic direction and quality assurance. The Shelter and Settlements Specialist is also responsible for the technical mentoring, training, and capacity development of relevant staff.ย 

What you will do

Develop Shelter and Settlements(S&S) strategy, technical guidance and Macro LFAs. Ensure compliance with and adherence to NRC policies, guidance and procedures. Contribute to fundraising, develop and revise funding proposal, budgets and donor reports.ย  Identify trends technical standards and donor priorities. Follow up on compliance with contractual commitments within Core Competency(CC), ensure high technical quality and synergies in project implementation. Provide technical direction and project implementation support to the implementation team, on various shelter modalities including Settlements-Based Approach, Cash for Rent, and Emergency Seasonal responses. Provide inputs and participate in needs assessments including risks and needs in thematic areas including energy, environment, and age-gender-diversity perspective, and adapt programme response accordingly. Ensure that key learnings are extracted from CC implementation, and incorporate them in CC and staff development processes Provide systematic training and build capacity of Shelter staff Develop programmatic thematic areas such as Energy, Environment, including Age, Gender and Diversity (AGD). Represent NRC in relevant forums/clusters, including with national authorities and donors Promote the rights of IDPs/returnees in line with the advocacy strategy Actively promote and operationalize synergies between Shelter and other NRC programmes Oversee and be responsible for Safe and Inclusive Programming (mainstreaming protection, gender, age and diversity)ย guidelines in the NRC Shelter and Settlements activities as per NRCโ€™s SIP guidelines and ensure that all breaches/concerns reported are properly resolved.

Professional competencies, Qualifications and Skills

University degree or higher education relevant to the assignment.ย  Minimum 5 yearsโ€™ experience in working as a senior Project/Program Manager and/or Adviser in a humanitarian/ recovery context. Proven expertise in Shelter & Settlements related issues in temporary settings and urban areas.ย  Previous experience in developing and following up S&S program strategies in response to the Syria Crisis is an asset.ย  Proven skills and experience in report and proposal writing. Ability to prioritize needs and carry out multiple tasks simultaneously. Experience from working in complex and volatile contexts. Prior experience and proven capability in training and capacity development.ย  Fluency in English, both written and verbal as well as knowledge of Arabic language is an asset.ย  Knowledge of Lebanon context and response is an assetย ย
