Position Title: Consultant โ€“ Field testing and global rollout of CoP Toolkit

Timeframe: ASAP, duration 4 months

Location: Remote with some in-person consultations

Background

UNHCR and InterAction co-chair the Inter-Agency Standing Committee (IASC) Taskforce 1: Centrality of Protection (CoP), which is a timebound Task Force (TF) responsible for delivering on the Operational Policy and Advocacy Group (OPAG) agreed normative/system-wide outputs under the CoP IASC Strategic Priority for the biennium 2022-2023, endorsed by the IASC Principals.

The CoP TF was established to support and implement the findings of the Independent Review of the Implementation of the IASC Protection Policy, which was completed in May 2022. This includes the development of a CoP Toolkit consisting of

โ€ข Specific, and measurable Centrality of Protection Benchmarks to guide the implementation of a country-wide CoP strategy by members of humanitarian country teams (HCT);
โ€ข An โ€œAide-Memoireโ€ to ensure clarity of concept on what CoP means in practice;
โ€ข A Protection Outcomes Measurement Framework, to ensure that the monitoring and evaluation of the implementation of CoP strategies is fit to measure risk reduction.

Position Objective:

The overarching objective for this project is to support the finalisation, and dissemination of the โ€œCoP Toolkitโ€ in order to advance the effective implementation of the IASC Protection Policy. With the support and guidance of the TF 1 Co-chairs, and TF members, this will include:

โ€ข The development of a user guide to support HCT level country leadership to apply the tools and to link COP efforts to ongoing efforts on AAP, localisation and nexus approaches.
โ€ข The development and implementation of a plan to field test the Aide-Memoire, Measurement tool and user guide, and modification of the tools to reflect feedback as relevant.
โ€ข The development and implementation of a global level strategy to sensitise key targets โ€“ including HCs, HCT members, and the global-level humanitarian leadership - to the existence of the tools, and to disseminate them widely.

Duties of Consultant and Deliverables:

In consultation with the Co-Chairs of IASC Task Force 1, as well as TF1 members, the Consultant will:

Phase 1 (with the support of UNHCR)

Support to finalisation of Aide-Memoire

โ€ข Finalisation of Aide-Memoire draft for field testing purposes (Approximately 5 days)

Support field-testing of the Aide-Memoire and Measurement Tool:
(Approximately 10 Days)

โ€ข In consultation with IASC Task Force 1 co-chairs, and its members and co-chairs of IASC Task Forces 2, 4 & 5, develop a plan to field test the Aide-Memoire and Measurement Framework to ensure the tools are coherent, complementary and user friendly (Plan should include 2 to 3 HCTs, Inter-Cluster Coordinators, NGO Forum Directors, and other key stakeholders).
โ€ข Implement the plan, in coordination with TF 1 co-chairs.
โ€ข Review results/feedback from stakeholders and incorporate modifications into the Aide-Memoire and training package, as necessary.
โ€ข Develop a summary report of key feedback, lessons, and next steps.

Develop a User-Guide to accompany the Toolkit: (Approximately 10 days)

โ€ข In consultation with IASC Task Force 1 co-chairs, and co-chairs of IASC Task Forces 2, 4 & 5, develop a brief, accessible user guide to accompany the toolkit and articulate the link between COP and ongoing efforts on AAP, localisation and nexus approaches. (The user-guide should take into account any relevant feedback received during the field testing of the Aide Memoire and Measurement Framework).
โ€ข Consult with the members of TF1, 2, 4 and 5 on the contents of the user-guide, and incorporate modifications as needed.

Phase 2 (with the support of InterAction)

Support the rollout of the CoP Toolkit (Benchmarks, Aid- Memoire and Protection Outcomes Measurement Framework) and User-Guide:
(Approximately 17 Days)

โ€ข In consultation with IASC Task Force 1 co-chairs and members, develop a plan to disseminate the toolkit and user-guide (including an understanding of its contents and who is responsible for using it) widely, at both global and country levels.
โ€ข Implement the plan, in coordination with TF 1 co-chairs.
โ€ข Develop a summary report of key feedback, lessons, and next steps.
Note: UNHCR and InterAction will respectively support Phases 2 and 1, as appropriate and agreed.

Qualifications:

โ€ข At least 10 yearsโ€™ experience with and detailed knowledge of the humanitarian system. Knowledge and experience of systems and methods to achieve protection outcomes in practice.
โ€ข Strong familiarity with international law and policy related to armed conflict and humanitarian crises.
โ€ข Strong familiarity with international humanitarian policy, processes, structures, entities, and current debates.
โ€ข Strong analytical capacity.
โ€ข Strong communications skills including ability to write in succinct and jargon-free language.

Standard Job Description Senior Protection Cluster Adviser Organizational Setting and Work Relationships The Senior Protection Cluster Adviser performs a dedicated leadership, coordination, planning, strategy development and advocacy function. The incumbent reports directly to the Representative/Director of the Cluster Lead Agency. S/he normally supervises and manages a team of professional and support staff in cluster coordination functions and provides high level protection advice to the Humanitarian Country Team in conflict and disaster-related displacement responses. The incumbent works in close collaboration with the Division of International Protection (Global Protection Cluster), Division of Emergency, Bureaux and other relevant Divisions. He/she maintains close working relations with senior staff in country-based Cluster-lead UN agencies, OCHA, development agencies, other intergovernmental organizations, non-governmental organizations, embassies, academic institutions and the media. S/he is responsible for ensuring UNHCRยฟs role as Cluster Lead Agency improving the predictability, leadership, effectiveness and accountability of response to ensure that protection is central to humanitarian action and foundational to development and peace interventions. The incumbent effectuates the Cluster Lead Agencyยฟs commitment to work within the framework of the Inter-Agency Standing Committee (IASC) and the Cluster Approach. The Protection Cluster Lead Agency responsibilities, embodied in the functions of Senior Protection Cluster Adviser, are critical in ensuring leadership within a diverse humanitarian community. The incumbent is also expected to impartially represent the interests of the members of the Protection Cluster, including the provision of active support, as applicable, to working groups of the Cluster which may be coordinated by other Agencies. To this end, the Senior Protection Cluster Adviser facilitates the activation of Areas of Responsibility of the Protection Cluster as deemed necessary and supports their work while still ensuring a holistic approach in the protection response. As a result, the incumbent leads an inter-agency team in an environment that requires high standards of accountability and demonstrable leadership, coordination, negotiation and conflict resolution skills and in which the principles of partnership and collaboration are essential. Capacity Development - Ensure the delivery of protection training activities for Protection Cluster members, other local partners, other Clusters and relevant authorities. - Ensure initiatives to build the protection capacity of the national and local government, development actors, partners and civil society to assume their responsibilities vis-ร -vis affected populations and to build their capacity to assert their rights. Standards Setting and Implementation - Ensure adherence to IASC standard operating procedures. - Facilitate Protection Integration and Protection Mainstreaming in the work of other clusters. - Facilitate the HCT Protection Stratey process identifying protection priorities that require a humanitarian system-wide and comprehensive response. - Assist the humanitarian community to identify synergies and leverage the roles and capacities of other relevant actors, beyond the humanitarian system, in addressing protection risks. - Coordinate the integration of cross-cutting issues in the work of the Protection Cluster, including any work developed by sub-clusters or working groups. - Ensure adherence of Protection Cluster activities to Guidelines on Age, Gender and Diversity Mainstreaming. ยฟ Information Management and Reporting - Facilitate reporting and information sharing within the Protection Cluster and at the inter-cluster level. - Ensure that the Protection Cluster has a functional information management strategy and mechanism. - Ensure that the Protection Cluster produces analytical protection reports, including with regard to the trends and patterns of protection risks, for advocacy purposes. - Produce a monthly in-depth and integrated analysis of the protection situation to enable the HCT to determine whether the HCT Protection Strategy is having a protection impact and, where this is not the case, to make adjustments accordingly. - Ensure that the Protection Cluster produces regular updates and briefing notes on the protection concerns in the affected population, response activities, challenges and recommendations for the Humanitarian Coordinator, Humanitarian Country Team and other stakeholders. - Ensure that information management output supports all stages of operations management, including inter-cluster coordination processes. Advocacy and Promotion - Identify core advocacy concerns for the Protection Cluster through a consultative process: develop joint cluster/ inter-cluster initiatives to ensure regular and consistent advocacy. - Ensure the Protection Clusterยฟs adherence to international human rights instruments, the Guiding Principles on Internal Displacement as well as other relevant international and regional instruments coordination mechanisms, including where necessary Areas of Responsibility. - Ensure that the Protection Cluster exercises its responsibility of ยฟdroit de regardยฟ into the work of other clusters. - Promote and strengthen national legislation relevant to internal displacement and durable solutions. - Prepare and present advocacy notes on key protection matters to the HCT on regular bases. - Chair cluster meetings and represent the Protection Cluster in meetings with sectoral and external partners, authorities and other relevant interlocutors. - In consultation with Cluster participants, issue reports and make advocacy statements on behalf of the Protection Cluster. - Initiate measures to ensure that Principles of Partnership are fully respected in managing coordination mechanisms. - Negotiate with the Humanitarian Coordinator/Resident Coordinator, the Humanitarian Country Team and cluster members the prioritization and inclusion of project proposals and common funding criteria for inclusion in inter-agency funding appeals. - Direct transparent and accountable financial and other resources within the Protection Cluster, when required, such as with regard to Central Emergency Response Fund (CERF) or Common Humanitarian Funds (CHF). - Perform other related duties as required.
