Terms of Reference1. General Background

UNHCR is the UN Refugee Agency and takes the lead in providing international protection for 123 million refugees and displaced people worldwide.
Private Sector Partnerships Services (PSP) is a fast growing global division with offices in over 30 countries across the world. We have raised financial contributions, engaged the public in support of the refugee cause, and broadened the size and scope of partnerships with corporations, foundations, and philanthropists. Our ambition is to quickly grow in size, scale, and global reach.

In Thailand, PSP has been achieving outstanding results since its establishment in May 2008. Through its diversified fundraising channels in raising funds from both individual donors and developing partnerships, PSP generates funds that go directly to support refugees and stateless people in Thailand and the world. Due to the size of the database and the diversity of the donors recruited, the office also operates a complex donor relationship management. PSP activities in Thailand span across Individual giving (IG) and Private Partnerships and philanthropy (PPH). IG strategies encompass the acquisition of individual donors via a mix of channels such as Face to Face, Digital, Telemarketing, Direct Response Television (DRTV), and Acquisition Mail as well as stewardship communication via telemarketing, email and direct mail. PPH strategies play a growing role in the fundraising portfolio of targeting corporates, foundations, High Net Worth Individuals, and Islamic philanthropy.

As part of the UNHCR Business Transformation Programme (BTP), UNHCR has adopted Salesforce as the platform for CRM implementation of fundraising and engagement and management systems. UNHCR work with key system integrators to migrate other existing donor databases as well as set up new markets using Salesforce as the database of record to manage all individual giving, leadership giving/partnerships as well as digital donors relationships, income management, reporting etc.

In 2024, PSP Thailand have rolled out of Salesforce as the pioneer of the Asia Region. We have migrated the current database to Salesforce to manage it effectively with advanced analysis, segmentation, prospecting, and overall fundraising reporting to further marketing activities and income generation. We will be soon to extend the insourced payment processing and expand our capacity of in-house database and payment processing process.

We are looking for PSP Assistant (Data-Processing) to support the insourced payment processing and ensures that fundraising database is accurate and up to date, and that all donations, especially recurring donation records, are subscribed accurately in the systems. The function is also responsible for all data related reporting and analysis to support fundraising activities for both acquisition and retention programme with the successful delivery of UNHCR private sector partnerships strategy in Thailand.

2. Purpose and Scope of Assignment

Project: Insourced payment processing

Phase 1: Project Implementation

โ€ข Support project activities of Insourced payment processing between the legacy and the new system, liaising with relevant project stakeholders.

โ€ข Coordinate with the vendors on all issues related to payment processing when required.

โ€ข Monitor and ensure consistency of processing data across multi-channels. Inform and advise the supervisor in case of data inaccuracy and special occurrences.

โ€ข Perform user acceptance tests on the functions and operational effectiveness of the new system.

โ€ข Undertakes other duties as assigned by supervisor.

Phase 2: System Administration and Maintenance
Data Processing Administration and Maintenance tasks

โ€ข Perform regular data administration tasks such as processing and reprocessing monthly and one-off donations transactions (Debit card, Credit card, Direct debit, and other payment methods), monitoring regular automated data feeds into Salesforce, maintaining data consistency, and uploading data from other channels/campaigns manually when needed.

โ€ข Monitor failed donation transactions and notify concerned fundraiser for further actions.

โ€ข Resubscribes terminated recurring donation every other week

โ€ข Ensures all donation subscriptions are accurately enrolled in recurring payment system.

โ€ข Cleans and prepares new data and ensure timely upload to database system and regularly checks the database for accuracy and perform data cleaning if necessary.

โ€ข Prepare weekly approval and clawback reports to face-to-face and telemarketing team, including the monthly approval and reject reports for all relevant programme and cross-functionality.

โ€ข In coordination with the supervisor, implements the strategies for data processing and analysis needs and manage payment systems of the PSP Thailand.

โ€ข Perform basic configuration on data processing platform, and general administration tasks.

โ€ข Inform and advise the supervisor in case of data inaccuracy and special occurrences.

โ€ข Act as a focal point and handling of data processing operation issues, following defined support procedures and working with relevant internal and external parties as required.

โ€ข Support the supervisor for data processing enhancement process for new desired features and/or new systems, liaising with local, regional, and global UNHCR teams.

โ€ข Perform testing of enhancements.

โ€ข Ensure that PSP Thailand meets the highest standards of data protection and privacy laws

Analytics, Reporting & Modelling

โ€ข Supports the supervisor in preparing all database analysis reports to each fundraising channel or vertical and provides evidence-based feedback and guidance to each fundraising channel or vertical.

โ€ข Tracks and updates the donor status and donation status of all individual donors.

โ€ข Tracks and updates the status of all leads from corporate mass marketing campaigns.

โ€ข Analyze payment approval rate stability by monitoring successful payment rate, unrealized donation rate and unsuccess transactions volume.

Project and Stakeholder Management

โ€ข Administrative tasks supporting assigned projects.

โ€ข Undertakes other duties as assigned by supervisor.

3. Monitoring and Progress Controls

โ€ข Support is provided in a timely and professional manner.

โ€ข Data payment processing tasks are undertaken when needed.

โ€ข Training and documentation are provided.

โ€ข Reports and Dashboards are created and maintained as is necessary.

โ€ข Support to upgrade project is provided when required.

4. Qualifications and Experience

a. Education

โ€ข Completion of High School Diploma level or Bachelorโ€™s degree that enable the candidate to perform the above-mentioned duties.

b. Work Experience

โ€ข Minimum 1 year of working experience with High School Diploma and 0 year of experience with a bachelorโ€™s degree or higher.

โ€ข Proven experience in a fundraising or sales environment working on data and payment processing.

โ€ข Proven experience in managing donor or customer records within a customer relationship database.

โ€ข Work experience with Data Analytic and Analysis is advantage as is any experience with fundraising and not -for-profit operations.

c. Key Competencies

Required competencies:

โ€ข Proficiency in written and spoken Thai and English

โ€ข Intermediate skills in Microsoft Excel, Power Query, and Power BI

โ€ข Knowledge and experience of CRM systems - preferably Salesforce, including managing recurring payment systems and processors such as those systems provided by iPay, CyberSource, 2c2p, etc.

โ€ข Attention to details, high accuracy and result oriented.

โ€ข Ability to collaborate with others, with a flexible and positive attitude.

โ€ข Strong communication and interpersonal skills

โ€ข Able to work independently and under pressure.
